After all these years, I've come to look at the TOC as more of an order of what the Editor-in-chief feels is the most hype inducing or most satisfying series this week. Taking into account which series to give a push to and which series is a fan favourite, it can be seen why certain series are placed at the front and certain series are at the back. Newer series will be placed in the front-middle to give them exposure but also not take away from fan favourites which fans can read as soon as they open the issue. Keep in mind that the TOC is a recommended order to read the magazine according to Oda but a good number of fans read select series. For sure, people in the west do not read all the series in the current line-up and people in Japan read whatever they feel like especially when they are in convenience stores so series like One piece will be towards the front so that fans can quickly open the magazine and read One piece and leave.
