I felt it was a little forced in the Provisional License Exam arc, however, at least Horikoshi is actually setting her romantic feelings up. It'll be interesting though because Izuku doesn't really pay attention to any of the girls in that way.

I feel that with the big whammy revealed in that arc, Ochako's romantic subplot is heavily tied to the big reveal to the big reveal in that arc. So once it comes up again, it'll probably when the villains make their move with what they've obtained in that arc.

Impressed Tosh didn't miss Ochako's finger pads, those are the ones that I see fanartists miss sometimes.
