Kishimoto’s storyboards are still way more detailed and completely looking than what is done in these examples.
And my point is more so that this is likely the same process that was done in Naruto. Most manga artist leave stuff like inking, screentones, and even background art to their assistants to begin with.
It’s not like Kishimoto is doing simple panel layouts and placeholder figures for compositions. He was doing the character designs, and basically sketching the page in its entirety, which was what he likely did to begin with. The entire manga looked exactly like Naruto.
The art was rough in the beginning, but mostly because of the lack of depth and clarity in the inkwork
Yeah, its because Ohba isn't an artist. Whereas Kishimoto is a veteran artist who has drawn everyday for almost 2 decades . Kishimoto's "rough sketches" are going to be way more detailed than most other authors.
His experience also lets him do the panel layouts and whatnot easily. Even in the one example where you can see his version to the complete page, you can clearly see Okubo changed the angles, perceptions and even face model.
If you look at the 3rd example I provided for Bakuman, you can clearly see how Obata's experience as an artist greatly improved that name. His paneling, how he broke up that sequence into larger segments and individual panels all really helped drive that scene along. You probably won't get it since you haven't seen or read Bakuman but it was hilarious - something the original Ohba name seemed to lack because of his lack of experience art-wise.
Even then, you can see Ohba tried detailing face closeups as much as he could with reference lines etc.
