Him wanting to be the N.1 is something he himself wants. And he is expecting to surpass All Might while using half of his Quirk, so, becoming stronger than all the heroes, with half of his power. I find it quite arrogant, maybe it's because he is still young and inexperienced.

Well becoming number 1 is indeed something he wants, but the reason for deciding to not use half of his powers isn't arrogance. At best you could call him naïve.

Todoroki wants to be N.1 and don't use his left side for it, it's good but it shows that he has too much pride. Is he looking down so much on the others that he thinks half of his power would do or is he just that confident?
You are seeing Todoroki power as an unique thing, but it is not. His fire power comes from Endeavor and his ice power comes from his mother. Both, Endeavor and Todoroki mother had those powers separately, both are complete powers on their own. So, you can say that Todoroki has two quirks because both are complete powers and work independently. Thinking that way, it is kinda possible, although it is harder. If he used his two powers, he would have a great advantage before the other students.

You are seeing Todoroki power as an unique thing, but it is not. His fire power comes from Endeavor and his ice power comes from his mother. Both, Endeavor and Todoroki mother had those powers separately, both are complete powers on their own. I am not sure about that... Didn't the description of his power say that if he uses his ice side for a long time he can get frostbite? And it asks the question of what would happen if his fire is overused. On the other hand it seems like endeavor can handle having his fire constantly activated. I guess there could be some cooling mechanism helping endeavor although at this stage it would be speculation. In turn todoroki's mom would need something to warm her up if she uses his quirk constantly. To me it seems weird that a quirk would be this dangerous to the user. Its not just side effects, todoroki could die from using either side. Seeing everything what would make the most sense is that todoroki is not meant to use only one side, he is meant to use both together. And by having both sides active together he will be able to avoid the risk of frostbite or burning. Basically both of his quirks are meant to be used together. I wouldn't be surprised if the manga eventually makes the point that the situation is not that todoroki effectively has two quirks, he is simply ahead enough of his peers that it looks like he has two. In turn if he was with people on the level with him he would probably fall a tad short so to speak.

Imagine if todoroki had actually used his complete quirk right now... In the race he would have made the floor slippery with his ice while using his fire for propulsion... He would have annihilated everyone.

It is just a side effect of the power like any other we've seen so far.
Midoriya is the most obvious, his side effect is severe. Uraraka throws up if she uses her power too much. Denki becomes a retard if he uses his power to much. Iida cannot use his power after use it too much. And so on...
If their powers were fully developed and they knew how to use the correctly since the beggining, a school wouldn't be necessary. They will learn how to overcome those side effects, including Todoroki.

Those side effects (of using only one half) probably come from the fact that both halves are to be used. Just like kkck said, its probably one quirk and not two which would explain why using only one has a detrimental effect, because that's the wrong way to go about it.

But what exactly is todoroki supposed to train in order to avoid frostbite? Its not like midoriya's case that he simply has to become more physically powerful to be able to handle one for all. Frostbite implies his body is freezing to death. How exactly do you train to avoid that? Most of the other side effects we have seen do seem like stuff you can learn how to get over by simply training and getting used to them. And even then not a single side effect (other than midoriya's although his quirk in more than unique) is actually lethal, they are at best nuisances. Also worth noting, not a single person has been said to have two quirks so far, even todoroki. He does not have an "ice" quirk and a "fire" quirk, its called "fire and ice" a single quirk. To boot it does make more than a bit of sense that activating both sides would prevent the other side from killing todoroki (as in his fire preventing the frostbite and his ice preventing him from burning). The Even bakugo does not get burned by his quirk as far as we know. I guess its a manga and todoroki could theoretically train to not be affected by physics altogether although at this stage in the manga it would make more sense that he is effectively using his quirk in a way he is specifically not supposed to.

I also was confused how Mineta made it into class A with his powers. The answer is now there, but that makes me just more confused how people from class B with stronger quirks like Tetsu x4 or quicksand-skull only ended up in class B.
Also the fact that Todoroki and Momo came into class A through personal recomendation should be something that is mentioned in the main story, not in an omake.
Other than that i can only say that Present Mics actual desing looks better than a middle aged fat man and Urarakas old costume looked much more sexy.

You are right. In chapter 11 both Todoroki and Momo are refered to as "recommended freshman", but i thought that had something to do with their places during eraserheads test.

Isn't it typical in Japan that classed are aranged by how good the students are and the best ones are in class A, the 2nd best ones in B and so on? At least that is here so in germany where the best students of the grade are in class A and have special classes like university classes once every week.

I was also wondering how mineta dealt with the robots.. that actually mkaes a lot of sense. I would think that mineta's abilities are actually ideal for crime fighting. As dumb as it looks he has a non lethal way to restrain and impede the movement of enemies. Its not flashy but it is completely ideal. Looking at what mineta can do vs, say, all for one.... Mineta needs to throw enough of his sticky substance and his enemy will be trapped. Of course, sufficiently powerful people can probably deal with that but it won't always be the case. In turn, midoriya will probably have to feed his enemy is kneecaps or otherwise hurt him to get the job done (although depending on his control perhaps not as much as quirks like fire and ice or bakugo's who'd in turn just burn or freeze said kneecaps.

Well, the manga actually makes the point that he needs his fire side to prevent the frostbite thing. Presumably his ice side would prevent his fire side form causing him harm too. As far as I can tell, he simply isn't supposed to use his sides independently.

Nah its not like that. There is no difference between the 2 classes. Thats what Monoma meant when he said, the only difference between them was the villian invasion at USJ. If that was the case then Mineta being in Class A wouldn't make any sense and Monoma would be in Class A. Izuku placed really low so he wouldn't be their either

If it was the case, Ibara and Juuzou should have been put in class A, they ranked 4 and 5 in the Entrance Exam.
