I don't think Tsuyu will be anywhere near the top of OP characters. She is just a frog in human size and her achievements aren't outstanding. Plus she is pretty much useless every winter.
But her hero suit can help compensate that winter weakness, hero suits are more than a way for the quirk users to boost their quirk's power it can also be used to counter quirk weaknesses to some extent as long as said weaknesses arent something outrageous to deal with.

That said it's been quite a while and we got to see a lot of new characters with a lot of haxed quirks forget about tsuyu, Suneater and Overhaul's quirks are best quirk material, why? Because both barely need a proper costume to make use of some of the most deadly overpowered quirk effects!

These 2 could be switched from the BnH universe to another one and their quirks would still be crazy hax in effectivity (in some cases they could become even more broken!), imagine amajiki in torikoverse, so many overpowered monsters to eat and transform into! Or in Akame ga kill having him eat some danger beasts! Or one piece (if he went to eat something from the island luffy trained 2 years were there were beasts whom outmatched luffy himself! Or naruto lol he would be straight kinkaku and ginkaku status by eating from the bijuus! Yep amajiki's quirk is hax confirmed!

Overhaul could be put into FMA with that quirk of his, he kinda would look like a alchemist there! (And even be able to do some fun stuff).

Best transformation quirk in the series: Suneater's
Best healer, (possibly with additional enhancing capacities) and close combat quirk: Overhaul's

And seriously the most worst quirk award should go to the stocking power one because individually it's simply the most useless quirk, the one using it initially cant do nothing with it! At least the younger AFO brother's quirk to transfer his and another quirk in him has a aditional eff that makes sure that whatever quirks he receives cant be stolen including the one that gives that transfers the quirk (s) to the pretended target.
Stockpile ends up being worst, because the initial user can have it stolen and it takes multiple generations of transfered targets, to become something OP while at the same time requiring a AFO to steal the quirk and transfer it to a ideal target to work well in the first place too much plot convenience required XD

Suneater's quirk is limited in two ways:
  1. It only works for 24 hours. After that he has to eat something he wants to transform into again.
  2. His transformations are limited to things he can eat. He ate Houjou's crystal so i don't doubt that he could swallow a tiny diamond and transform his whole body into a diamond armor, but most things humans can eat aren't that indestructible. Octopus, swordfish, clams, chicken still can burn, freeze, get electrocuted, melt, cut, shot etc.
People with element, gun, sword or plain super strength quirks could pose a threat to him.

Overhaul's quirk doesn't seem to have any big drawback, except that he himself hates using it and he gets cold sweat everytime he uses it.

Still Suneater's quirk is quite strong and there's a lot he can do with the quirk he ate a octopus and could secrete a special toxin to try and take out the 3 cleansers by this logic he can use everything that what he eats has to offer for example he eats a animal that can breathe fire and transforms his head bang he can breathe fire now, or he eats a frog he gets the abilities of the said frog he eats a whale he gets the same inherent abilities.

In the regular human world his quirk would be haxed because of what he has available to eat, in a apocaliptic scenario he would be much more nerfed with less options to eat from but thats really the most difficulty his quirk can bring to the user aside from having to do extra training to adapt to the numerous transformations and not be a picky eater, these are more nitpick weaknesses based on the individual and environment which arent enough to degrade the quirk from it's hax, like imagine this quirk in the torikoverse it would be great since it has stronger animals with more hax, than regular world ones so the quirk is quite adaptable to the environment the user is in, the user would have to live in a world with no animals and things to eat useful to transform into in order to be useless and well that might as well be a very harsh way to live to begin with...:zomg:zomg

But seriously the 2 quirks are way too diverse in abilities to not be considered best quirk material there's hardly any proper competitors for them.

I wouldn't say his needing to eat every 24 hours is a limitation, lol. That's a basic human need. He may need specific meals for specific problems.

One of the biggest things we saw with Suneater is that his abilities is that it doesn't matter how little he eats of the item, he can propagate it to incredible amounts. So it's likely he can "fortify" certain traits he has which could withstand certain offensive quirks. Add that with his recent technique, and it opens up a ton of possibilities for him.

Eventually, I think it's likely he could even use different animals to "recreate" a version of Muscle's quirk.

Oh by fortifying the muscle traits of what he eats on him? Yeah he could be insanely powerful if he did that but he'd have to eat a lot of different species of animals to do that.

Overhaul became one of my favorites. With the fusion he did he has even been able to recover his stamina(at least according to Deku).

Hanta Sero has one of the worst quirks imo.

It's just tape. He's Office Max's answer to Spiderman.

Best quirk: Disassembly + Reassembly From Overhaul
Reason: His quirk is almost like alchemy from Fullmetal Alchemist. Not to mention he can use it on humans. He can change the shape of anything he re-assembles, and he can also bring them back if he wishes. His quirk may not seem that insane because he has to touch whatever he wants to disassemble, but he can easily do that by touching other things, such as the ground to limit any leeway for anyone to run away from his touch. He's also extremely fast, so he's hard to avoid. The quirk in itself is incredible, and his control of it is even more so.

Worst quirk: Mineta with his gunk balls
--- Double Post Merged, , Original Post Date: ---
Additionally, he can also use his quirk on himself to regenerate his stamina, energy, and power. Without Eri in the way, Deku would have been a hundred percent beaten. Furthermore, if his face wasn't well known, and if he wished it, he could have went up to All Might and killed him in a second's notice.

To be fair though, in context there isn't all that much merit to sneaking up on allmight and killing him. I am sure plenty of quirks would have the capacity to either maim or kill allmight at his best if they could sneak up on him. Sure, some better than others but still... I mean, under the right circumstances ashido could either blind allmight with acid... Koda could have a mosquito with aids sting allmight in his sleep. Tomura would disintegrate him just as anyone else. Bloodcurdle would paralyze allmight the same as anyone else. But barring a sneak attack in any sort of fight which wasn't a sneak attack allmight would simply end it by shooting a barrage of explosions from hi fingertips at superspeed. And that if he goes easy on his enemy....

Best is All For One, but maybe that's cheating. It's not just a quirk, it's an arsenal of stolen quirks. So other than that I'd also go with Overhaul's assembly. The versatility with its destructive, constructive and transformative uses is pretty impressive.

Worst off the top of my head is Ojiro's tail. Okay, it's strong and has its uses, but any normal strength-type quirk is more practical imo. I was going to say sellotape-elbows, but I'd give that more points for versatility.

Overhaul's Quirk is definitely up there now. It's range of uses is pretty incredible, both offensively, defensively, and support wise. I'd say it's nearly flawless.

It baffles me how people still call Mineta's quirk the worst

I'm a bit surprised no one mentioned Eraserhead's Erasure and Monoma's Copy. It's among the best quirks in my opinion.

Eri's Rewind is OP as well.

Wow, people still call Mineta's quirk the worst even though ojirou still exists. In fact I would even say Mineta's quirk is better than shinsou's.

If Mineta's quirk could become something like this it would be top tier.
Bur right now it's too destructive with the bleeding.

The bleeding has yet to be seen. And a single sticky grape>>>>>Ojirou's tail

My list as what are the Best and worse quirks I'll be honest the vast majority of quirks in my opinion aren't really the best as so many of them have specific circumstances where they'd be most effective, or the draw back to using the quirk makes it hard to use. So far the "best" quirk is AFO and the worst quirks are the ones that either cause potential excess harm to the individual using the quirk, cause potential harm to any allies that are around, or just dont' provide much of any benefit in having said quirk.

Students from 1-A
(Best) S rank: (None As of Right Now)
(Good) A rank: Creation, Dark Shadow, Half-Hot Half-Cold, Explosion
(Okay) B rank: Engine, Hardening, Acid, Pop-Off, Tape, OFA (Deku)
(Avg.) C rank: Invisibility, Earphone Jack, Dupli-Arms, Zero-Gravity, Frog-Form
(Worst) D rank: Sugar Rush, Animal Voice, Tail, Naval Laser, Electrification

Students from 1-B (that we've been shown their effects)
(Best) S rank: (None As of Right Now)
(Good) A rank: Vines
(Okay) B rank: Size, Solid Air, Softness, Steel, Cemedine
(Avg.) C rank: Copy, Weld
(Worst) D rank: Scales, Large Fist

Teachers/Main Heroes
(Best) S rank: (Nothing presented SO FAR really stands out)
(Good) A rank: High Spec, Hydrokinesis, Permiation, OFA (All Might)
(Okay) B rank: Blood Manipulation, Bound, Earth Flow, Fat Absorption, Flight, Slide & Glide, Jet, Hell Fire , Wave Motion, Manifest
(Avg.) C rank: Cement, Clones, Erasure, Fiber Master, Foldabody, Foresight, Homing, Lock Down, Pliability, Recovery, Search, Somnambulist, Spotted Seal Telepathy, Voice, Dragon
(Worst) D rank: Black Hole, Gigantification, Good Ear, Lumber, Snake Hair

Villains/Yakuza ( quirks that we know what they do)
Best) S rank: AFO
(Good) A rank: Warp Gate,
(Okay) B rank: Cremation, Crystilization, Magnetism, Muscle Augment, Sharp Blade, Tooth Blade, Vitality Stealing, Strong Shoulder, Sloshed, Barrier
(Avg.) C rank: Blood Curdle, Chronostasis, Compress, Decay, elasticity, Mimicry, Overhaul, Sleep Gas, transformation, Food

Overhaul is definitely one of the best out there.
And after reading the whole thread, I still haven't changed my mind about Ojirou. He has the most useless quirk and probably nothing can change my mind about that.

As a side note, I really like Elasticity as a quirk. It's shown to have great versatility and with good training it's actually quite formidable.

I'd personally think Overhaul is a low mid-tier (or high low-tier depending on how you look at it) quirks with Pliability/Elasticity being slightly better then Overhaul. My reasoning behind why I think Overhaul is low mid-tier is for a few reasons: one it needs a specific body part to work that being Overhauls hands, two if you have good enough reflexes you can dodge just about anything the wielder of the quirk throws at you, and three the quirk user has to be quick/smart enough to actually utilize the quirk effectively.

Overhaul work on things too. Which makes things a bit more complicated.

Smartness is not actually a factor, since all characters and quirks can be useful depending on how smart the author is: Just look at Luffy in One Piece. Made Mr Fantastic a dumbass.
