But her hero suit can help compensate that winter weakness, hero suits are more than a way for the quirk users to boost their quirk's power it can also be used to counter quirk weaknesses to some extent as long as said weaknesses arent something outrageous to deal with.I don't think Tsuyu will be anywhere near the top of OP characters. She is just a frog in human size and her achievements aren't outstanding. Plus she is pretty much useless every winter.
That said it's been quite a while and we got to see a lot of new characters with a lot of haxed quirks forget about tsuyu, Suneater and Overhaul's quirks are best quirk material, why? Because both barely need a proper costume to make use of some of the most deadly overpowered quirk effects!
These 2 could be switched from the BnH universe to another one and their quirks would still be crazy hax in effectivity (in some cases they could become even more broken!), imagine amajiki in torikoverse, so many overpowered monsters to eat and transform into! Or in Akame ga kill having him eat some danger beasts! Or one piece (if he went to eat something from the island luffy trained 2 years were there were beasts whom outmatched luffy himself! Or naruto lol he would be straight kinkaku and ginkaku status by eating from the bijuus! Yep amajiki's quirk is hax confirmed!
Overhaul could be put into FMA with that quirk of his, he kinda would look like a alchemist there! (And even be able to do some fun stuff).

Best healer, (possibly with additional enhancing capacities) and close combat quirk: Overhaul's
And seriously the most worst quirk award should go to the stocking power one because individually it's simply the most useless quirk, the one using it initially cant do nothing with it! At least the younger AFO brother's quirk to transfer his and another quirk in him has a aditional eff that makes sure that whatever quirks he receives cant be stolen including the one that gives that transfers the quirk (s) to the pretended target.
Stockpile ends up being worst, because the initial user can have it stolen and it takes multiple generations of transfered targets, to become something OP while at the same time requiring a AFO to steal the quirk and transfer it to a ideal target to work well in the first place too much plot convenience required XD
