Technically that is just Natsu’s etherious form. Which just changes the way of thinking to try killing Zeref & burn everything.

Which is why some people think, END could come back. Since his personality changed & wanted to turn Merc‘s body to ash.

END wasn't the one to create Tartaros. Mard Geer just took his book and started making up propaganda to convince the other demons. END was just kid Natsu, playing around with the other dragon slayers while the Dragons were having meetings.

But it's honestly a big retcon IMO. It's not just Mard that refered to END as a being that actually existed. Atlas Flames, and a few other Dragons knew of him as well.
IMO Hiro actually planned END to be all that, but later got lazy and took the easy way out by shitting on Mard and making Atlas & other dragons look retarded.

Both Atlas Flame and Animus said E.N.D. is a monster who destroy everything.

The implication, at least to me, was that END was retconned by Mashima.

Mard alone saying it? Ok, we can say he made it up, even though he was heavily emotionally invested in END and respected END a lot. But Atlas Flames, and Animus mentions END as well. Kinda hinting towards END was really meant to be a demon that actually existed and founded Tartarus guild 400 years back, and was sealed later on.

I think E.N.D and Natsu are the same person only difference is one really wants to kill zeref. A bit off topic but I also think the backstory of curses come from Natsu’s flames of emotion.
