I just wanted to say that not everything it's about power, one of the best examples I can give is when Kinemon cut Kaido's Boro Breath, this generated a lot of controversy on the forum where I debated OP, there were comments like "how can this bastard who did nothing in Dressrosa, now he's cutting a special attack from a Yonko? Incoherence", when we know that Kinemon's main ability is to cut fire and that Kaido's attack is fire, characters stronger than Kinemon probably wouldn't be able to deal with that attack as easily, so Zoro learns Kinemon's technique and then uses it to cut Big Mom's Prometheus, made of fire. Let's suppose, Blossom fights Yurin, Blossom's attack destroys the entire area but somehow Yurin remains intact, then Yurin hits Blossom with some attack, it doesn't destroy anything around but manages to seriously injure Blossom, which would be the strongest attack? There's the destructive power itself and the pure power.
I don't really follow the OP but with your example his skill is simply fire cutting, so he can cut fire attacks. However, it's clearly a specific effect that targets a specific target.
That's not the case with ToG, the techniques are much more general in concept.
Traumerei's Disconnect/Rupture can disconnect from anything, even invisible things like illusions and spells.
Blossom's purple flame can burn any concept.
Basically the range of Blossom's technique effects is wider than Traumerei's. It's not as simple as using water to put out a fire, it's erasing the source of the fire.
In Gustang's case, he also can't destroy 2D Disconnect, but he can manage to dodge it. When Traumerei uses 3D Disconnect, Gustang is almost completely defeated. Gustang basically can't handle it on his own anymore.
Also, being stronger and defeating someone are different. To me, Traumerei is clearly stronger than Gustang, but Gustang could definitely defeat him with Blossom's spark.
The case you're talking about is like Yurin defeating Blossom with luck. It doesn't fit my view. Yurin has to be able to both defend against Blossom's strongest technique and use an offensive technique that Blossom can't block.
