Because the big companies bypass the law, and he runs a big company himself, thus he knows all the tricks they use, but also knows their common weak points and the best way to make them go into several terms of a negotiation. Are you seriously neglecting the fact that the US has been one of the biggest beneficiaries to the shift with green technology, as it reduces the operating costs overall -- and as noted above it has also been a new source of employment.
