Arata Kirishima, dead... Or victimized?
What do we really know about him? We know that he was out scavenging for food to feed his family when he was attacked and subsequently defeated by CCG investigators Shinohara Yukinori and Kureo Mado. It was and has not yet been confirmed that Arata actually died during this confrontation, so his status is currently "unknown."
Years later the Special class Investigators of the CCG are using a newly developed armor-like Quinque conveniently named "Arata" whose kagune the've harvested in order to create said exoskeleton armor.
The most likely scenario is that Shinohara, Mado and a group of investigators brought the severely wounded Arata back to the CCG HQ or a CCG research facility much like the abandoned (or sphinx?) one that Kanou was using underneath the old mansion. In all likelihood Arata has, for the last 10 plus years or so been held prisoner in a tank similar to the one Rize was being held in, having his kagune harvested over and over.
Ayato Kirishima, damaged psycho, or a man on a mission?
In the past, Ayato loved both his father and sister deeply. After the disappearance of Arata, Ayato and Touka were forced to harden their hearts and survive on their own until Yoshimura took them both in at Anteiku. Opposite of Touka, the hate for humans had already festered in Ayato's heart and he struck out on his own to rampage throughout the wards. That is, up until he caught the eye of Tatara & Aogiri Tree.
Throughout the manga, Ayato has continously at every meeting with Touka and Kaneki ridiculed and mocked Arata as the useless and pathetic father Ayato seems to think he was, but is that really all there is to it? Could it be that Ayato channeled his rage and sadness into searching for their missing father? Leaving Anteiku on bad terms with Touka so that she wouldn't follow him on his crusade? Leaving chaos in his wake in order to draw the attention of strong ghouls like Tatara & CO so that he would have the resources and influence to search for -- and eventually topple the CCG and free Arata?
Despite his both verbal and physical abuse of his sister, Ayato has never given Touka any life-threatening injuries.
He jumped in front of her and attacked her with a simple fist when she -- in a fit of rage, was about to get herself killed my Yamori, who we all know shows absolutely no mercy.
When he first encounters Touka during the raid on Aogiri in the 11th ward, he almost instantly separates her from the other Aogiri ghouls and tells them to deal with Nishiki, whilst he deals with "the small fry" (Touka) himself. The damage he deals her is just enough to send her flying out onto the roof, simultaneously knocking the air out of her.
He continues to display a bad attitude, tauting Arata so that Touka'll recklessly attack. He mostly kicks her around until he feels it's enough, namely when he takes a bite out of her kagune. When she's lying there, immobilized, he doesn't continue to attack or anything of the sort. He simply just stands there looking at her, and eventually kneels down beside her. During this time we see both Touka and Ayato having flashbacks, albeit Touka's is definitely the main focus, there's also a panel where a grown Ayato says "don't leave me alone". At first I thought it was a panel of Touka, but the hair and ears are definitely Ayato's. There is a lot more to delve into in their flashbacks, especially page 21 from chapter 71, but let's save that for the discussion.
after all this, Kaneki shows up and carries her away and Ayato and Kaneki start their fight.

P.S, what do you guys think is happening on page 21 of chapter 71? Who is that menacing figure in the middle? Is the bottom panel displaying a captured Ayato being tortured, calling out for his sister?
