A few points on your post:
I would argue your first conclusion is wrong. Not the conclusion itself but rather how you got to it. You say:

As for whether it is permanent, I would argue it depends on the ability in question. The guards were indeed in a permanent state of awakening, or at least that seems to be the implication so far. However with doflamingo the case can easily be made that he activated his awakening. And even with zoans I would argue it is probable there is more to the awakening. The guards seemed to have reduce intelligence and never spoke a word. Chopper for instance would loose a lot more than he would gain in such a state. With that in mind it is probable there is more to zoan awakenings than merely awakening. It would make sense if there is a way for a zoan to awaken and not end up like the ID guys.
As far as luffy goes, I don't think his gears having detrimental states necessarily imply lack of mastery of his abilities. His gears are something he came up with, not a necessary step towards mastering his fruit and awakening. I would think his gears and awakening will largely be independent. Its not like there is a set number of gears he should master before being able to use an awakening. It'd be interesting if his eventual awakening allows him to diminish the side effects of his gears though.

Nothing about it is even remotely connected to an awakening and the implication so far is that luffy does not even have one.joker first analyses Luffy's gear 4th and his analysis implies it's being supported by haki rather than being solely used to enhance.
Joker proceeds to confirm this assertion by acknowledging Luffy's fairly good grasp over his ability which in other words means he doesn't have perfect control yet.
