D: Question!! If God Enel were to descend to the Blue Sea, how much would his bounty be? Also, what would happen if he did that? Would he rule the Blue Sea? P.N. Gorozoro

O: I see. Interesting question. Knowing how tricky he would be to beat, I'd imagine he could reach as much as 500,000,000. Luffy was lucky to be rubber. But like Luffy said, there all sorts of even crazier guys down on the Blue Sea. Enel would NOT rule it.

IF bounties had nothing to do with strength, then Oda would have used different phrasing. But he says it very clearly: Knowing how tricky he would be to BEAT... I'll ask you this, why did Oda say it like that? Should bounties only account for how dangerous the person is to the government, then Oda would have never used such wording in his answer.

In other words, tricky to beat ≈ strong. No matter how you look at it, "tricky to beat" is an attribute of ability/power so it's in direct correlation with strength/combat prowess. And Oda claims, that this aspect, precisely, could lead to Enel reaching a bounty of 500 million berries.
As I said, strength is an aspect of a persons bounty. It is not the only aspect in a persons bounty. There are tons of people stronger than him with lower bounties, Enel's bounty would only make sense was if other things were considered in the bounty. I never said Strength had nothing to do with bounty. I just said they are not correlated. It's not possible to assume a persons strength based on his/her bounty. One persons Bounty might be 100% based on his strength another persons bounty might be 25% based on his strength. The same person will get a higher bounty if he gets stronger but If Luffy is stronger than Perespero or Zoro is stronger than Pedro It doesn't necessarily mean they'll get a higher bounty.

Reasons to believe Cracker was stronger
  1. Fought Luffy at full power (along with Nami) and still managed to do quite well. Katakuri fought half dead Luffy (alone) and still got hit.
  2. Has a bounty of 860 million beri even though he only uses a fraction of his powers. This is the most important point. Luffy was the only enemy who even knew what cracker looked like.
Reasons to believe Katakuri was stronger
  1. Bounty (Even though cracker's bounty isn't based on his full power and assuming a persons strength based on their bounty isn't accurate)
  2. That's all
Reasons the one piece community uses to prove Katakuri is stronger
  1. He looks cool
  2. He's got swag
  3. His powers are cooler
  4. Because we like him:derp
While I still think that by all that is sacred in the narritive world Katakuri should be stronger than cracker (which I believe he is), you do make some fair points.

About the Robin/Croco thing that Smoker said, I think that 1)Croco boy´s was frozen 2)Nico´s was only because of info.

I also think that Robin´s is kinda low because while the gov did want her (and from what we seen 79 mil could set a normal person for life in OP), they dind´t want to make too much of a ruckus and get people interesed in the WHY. I feel that the propaganda about her was more "Child from evil group" than "Person that can potentialy end the world".

I still think that people should not be surprised at the high quantities of the Yonkou crews: Remember , EACH one of those has the power to fight the WG, if two of them alied it would be almost a guaranted loss TO THE WORLD GOVERMENT, empashis on WORLD.
Also, there is no problem on the bounties of the Warlords being low, since we can safely say that they get offered before they become too much a problem (if possible), since we know Ace was scouted very early to be one, and from what we have seen of Croco and Boa, they are way stronger than their frozen bounties would imply.

Can you prove it? Manga doesn't show us that Nezumi cited him beating Arlong as the reason why Luffy's bounty was 30 million. He just wanted Luffy to have a bounty and claimed Luffy was a dangerous criminal. Never stated why. Maybe he did in the anime, but not the manga. You're free to offer proof.
Well the moment Luffy's bounty is revealed, Brandnew gives an introduction of Arlong, Creek and Buggy along with their bounty. But yeah maybe this is pure coincidence

First reason given was actually she sunk 5 ships when she was a child. Good point.

Many times it has to do with strength, so until more information is given, it is no big fuss to assume Katakuri's bounty is linked to his strength and that he is stronger than Cracker. Though this still can prove being wrong

Probably coincidence as Nezumi has never mentioned whom Luffy beat. Acutally, dunno if other characters know Arlong lost to Luffy.

Bounties are interesting :D I feel their precise nature is not well established, but I will still share my thoughts :^_^ My own guess is that the numbers most closely represent the estimated threat level of the target, but can be raised with new crimes according to all the criteria mentioned by other posters. After reaching 300 million, though, my guess is that the government may prefer to stall the rate of bounty growth unless significant differences in the core threat level are not observed. This would be in accordance with Jinbe's explanation in chapter 628, and may even explain the small, odd additions observed in some highh bounties, like Katakuri's. Similar small additions in smaller bounties may reflect the low significance of new crimes. However, since all known characters with bounties higher than 300 million also happen to rank high in power level, I believe it would be difficult to guess whether other criteria alone could be significant enough to raise a criminal's bounty beyond that threshold, or whether all 300+ bounties neccessarily suggest their owners are expected to be pretty strong. We do have some suggestion that Dragon's bounty may exceed the Yonkou's based on his revolutionary ambitions, though, so even for top bounties, other criteria are probably still important for determining new amounts. Ultimately bounties are unreliable, but I think they are useful to a certain point if we want to know what is the government's current official take on the threat level of active criminals. Well, the topic is open for interpretation, but these are my thoughts :occa

It may be a translation issue, but I believe chapter 96 strongly suggests that Brandnew at least assumed Luffy to have defeated those three :?bunny The dialogue goes like this:
"Other guy – So you’re saying that our branch units… are unable to deal with these pirates?
Brandnew – That’s correct. *Shows the wanted posters for Arlong, Krieg and Buggy and mentions their names and bounties* The average reward in the East Blue is 3 million berries… But each of these pirates is worth over 10 million. Their pirate rings have now been smashed (Vee’s translation has “But they have now been defeated”). Starting a reward at 30 million berries is unprecedented, but we believe it’s necessary. We must nip this evil in the bud before it spreads!"

I feel the logical continuity in his speech strongly implies that Luffy's unprecedented bounty comes from his victories against those three. Otherwise it would not make sense to point out their defeats and then immediately how unprecedented though justfied Luffy's bounty was. Supposing this interpretation is not off the mark, then the marines were probably able to get the fuller picture somehow. We may not have been given the full reports, and the marines may have been able to supplement incomplete reports by other sources, like interrogating henchmen and townspeople :?bunny The only major arch enemy not mentioned by him is Kuro, probably because his activities most likely remained uncovered. That reasoning would also explain why Luffy's bounty was the highest in East Blue, even though he had commited relatively few crimes at that point.

Well then, at least we can be sure that Luffy's bounty was set at 30 million for beating those three, but he acquired a bounty before that because Nezumi wanted revenge, not because he was strong. But he likely got one of the highest bounties of East Blue because of his potential more than his strength.

Allow me to start by congratulating you on the level of detail and effort that went into this. This is kind of amazing tbh. Not that a fresh newbie's agreement or disagreement means much at all, but the way I think about bounties is certainly not anti-thesis to yours, I just have a couple of noteworthy comments to build on what you said:

I actually don't think this would have been the case. The crux of the matter when it comes to change in bounty, as you so eloquently presented, is the general information that the WG/Marines receive about the feats of the individual. In this particular case, Oda set it up so as Oven's forces were posted next to the only mirror from which Luffy could emerge. This would among other things generate a chain of gossip that would lead to the WG actually getting the information that Luffy really did beat Katakuri, presumabely after Katakuri is rescued by the Big Mom Pirates and they see how badely he's beat. If this were actually done by poison alone - bar DF poison of course - the whole thing would be much more lackluster, and practically no one would really get excited/infuriated by Luffy's achievement. This would lessen the impact of the information reaching the WG. I think this is one reason why Strength is a bigger factor than most. It's because it makes an impactful impression on the characters involved in the story, just like it gives an impactful impression on us fans of the story.

The way I see it, the people who assign bounties are certainly not completely up to date on the details most of the time, but whether or not someone achieved what they did with strength is probably not such a fine detail that thye would miss it, especially in such difficult tasks as what Luffy did recently. He's kind of getting close to the territory where he could only really do anything through his own power or his military power.

I think that at high level, after the 300 MB mark, unless someone has a really hax DF(i.e Trafalgar Law), bounty gives a peek into the expected leve of strength that we can assume a character has. Coupled with character design and personality, one can probably make an assessement on whether or not the character is really that strong. For example, Katakuri, given his resereved nature when he was introduced could have really gone either way, but Jack, obvious brute that he is, has clearly earned his bounty by just fighting his way through every obstacle.

While I understand your point about impact, I think that is somewhat subjective. By impact, you mean something being done in an appealing manner. Whether something is impactful is subjective, it depends on the reader's taste. The WG have no importance for impact. Their goal is not to glorify the achievements of Pirates or get people excited.

If Luffy hypothetically defeated Katakuri by poison, then what would it matter to the WG? Nothing, because it doesn't really change the conclusion.

If impact is so important. Then how do you suppose Cracker's defeated would be narrated to the WG? How Cracker was defeated wasn't exactly a fair fight. So what if the WG heard that Luffy ran away from Cracker for 11 hours despite the aid of Homies and Nami until he got irritated to the point that he got complacent which gave Luffy the window of opportunity necessary to land a finishing blow.

The driving force behind a bounty isn't strength, it's the magnitude of the incident. There are many bounties that make 0 sense when it comes to strength because that isn't what bounties detail. What bounties detail is the accumulated magnitude of all crimes a character has committed.

If it's strength, then so many bounties are inherently flawed:
  1. Robin with a bounty of 80m at age 8 while Boa Hancock (A Haki user) at the age of 18 similarly has a bounty of 80m.

Quite a bit of what you say seems to derive from how you would prefer things from your perception. You more or less state bounties would look better if based on strength. While you're entitled to fill that way, the evidence does say otherwise regarding strength. How something looks and what something really is are different things.

Actually, I don't think I got my point across properly. The impact I'm trying to put emphasis on is the impact of the details reaching the people asigning the bounty, not the impact of the bounty on the general population. As it stands now, the intel the WG has on Luffy is very detailed, they know he comes from trouble maker's bloodline. They know he has the conqueror's disposition. They have solid intel on him beating multiple figures who have made a name for themselves, some of which were directly witnessed by marines, such as Morgan, the aftermath of the fight with Arlong, Crocodile's defeated body on the ground, CP9's defeat etc... they do very well have a huge ammount of detail on his abilities.

Having details of his abilities still doesn't tell us how he did defeated a powerful opponent.

  2. Sanji defeated a guy with 2180 Doriki.
Only a difference of 20, yet, Sanji only attained a bounty of 77m while Zoro got a bounty of 120m? Huge discrepancy. I don't think impact really has any relevance and the Manga doesn't indicate it does, it's the end conclusion that matters.

This plays a lot into bounty assignement, seeing as Morgan's article boasts of the fact that Luffy has relashionships to all sorts of notorious organisations.

Yeah, they actually did see him beat Morgan, inside a marine base, while they were surrounded by marines. And the conclusion for Arlong and Crocodile was a huge ammount of destruction and a very bruised pirate lying unconsious on the ground for the marines to arrest.

It tells us, or rather, it tells whoever found the body, that he punched him into unconsciousness, and pissed off the big mom pirates into gathering an army and going after him. I don't think it takes a genius to guess that Luffy is a puncher, especially for marines who encounter him every two arcs on a regular basis. Heck, Smoker's entire strategy for dealing with him pre-ts was to go full logia, emprison him in smoke, and watch him utterly fail to either escape or land any damage.

Yeah dude, I think I made it clear that I agree achievements, or incidents as you put it, are the main factor in my very first post. I just don't think that anyone would get a bounty as huge as Luffy's if they didn't prove time and time again how strong and resilient they are.

It would only kind of be because of strength. It is because he is a Logia and Lightning one at that, that he could be given that much. The operative word is could. There are still fighters out there less than 500 mil in the new world that could beat him also.

Kaido's 1st commander has a bounty of over 2 Billion berries and is said to have a power that can rival a Yonku.

IMO one of the things that makes one piece different than say DBZ is there's no real concept of strongest. It's all in the matchups. Recent example is Luffy v Cracker - swords always spell danger for luffy but I imagine even caribou may have had an advantage against cracker just due to his logia.

That being said, bounties are definitely an indicator of strength, or at least reputation of strength. For any bounty hunter to risk their life to capture someone on WGs wanted list it has to be worth the reward. At the same time WG doesn't have money to just be giving out billion berries on every pirate that pillages a town. So if they also perceive them as a threat to their continued rule theyre willing to increase the reward. Now as it's been said before this usually caps out at 300 million because that's more than enough to justify the risk. Bounties above that (and even in this range) say that even the most seasoned hunters (imagine if zorro kept his old job..) are afraid to take it on.

Now there could be very strong people who the govt is not worried about apprehending, so their bounty would not reflect that (obvious example: akainu). On the flip side we have robin whose high bounty was mainly to convince people that yea it's ok to attack a little girl. Since chopper is a shapeshifter and not a human who ate a zoan like usual, neither world govt sees any reason to apprehend him nor do many people percieve him as dangerous.

All in all, high bounties should always accurately reflect strength (because at that point it's cutting into world govts budget) but a strong character may have a low bounty. A weak character that WG is threatened by and can't just apprehend directly for some reason would never receive a big bounty. Whether someone punches or poisons to win is irrelevant so long as they are dangerous - honestly if you had to fight them would you care?

But the reality is that it doesn't because that's not what it reflects.
  • Bounty only goes up after incidents, therefore, it reflects the magnitudes of incidents one has been involved in which is why it goes up only after incidents.

How can Bounty reflect strength when:
  1. Zoro defeated a fighter with 2200 Doriki (the actual measure of strength)
  2. Sanji defeated a 2180 Doriki opponent.
Yet, Zoro got a bounty of 120m while Sanji 77m. How can a Difference of just 20 Doriki amount to a difference of 43m in Bounty if it is a measure of strength?

When Zoro had a bounty of 60m, he'd defeated Daz Bones; Nami currently has a bounty of 66m; if bounty reflects strength, are you suggesting that Nami could have defeated the opponents Zoro defeated at 60m Bounty?

It's not an indicate of strength, but of accumulated incidents depending on magnitude.

If one assumes bounty reflects strength, they will come to flawed conclusions. Urouge with a 108m bounty as far as we know defeated a 600m bounty warrior while Kid & Apoo weren't able to do anything against Big Mom. Even Usopp had a higher bounty than Sanji; 200m against 177m.

No matter how high a bounty is, it only allows one to make general assumptions regarding their attributes, but we will ultimately never be able to tell to what degree. Zoro with a 120m bounty can defeat Pacifista; Luffy without a 300m bounty couldn't do this without help.

A lot of discrepancies with bounty if seen as a measure of strength.

While I totlly agree with your post, I think current Nami would wreck pre-skip Daz Bones since he is metal blades and Nami has Zeus now :D

What is very weird is that Nami, Brook and Chopper didn't get an increase after WCI. Even more weird is that there was no mention of a new bounty for Bege either. Jinbe kinda makes sense with his fate up in the air and even his original bounty unknown.

I'd imagine they did get bounties.

Personally though, let's not forget that Zoro could easily lift a building and throw it aside, I find it hard to view Nami as being that strong even now haha.

I think Nami would wreck Arabasta Daz Bones even without Zeus. She reacted to Kalifa way back in the day, so she's probably hypersonic by now, and she filled a bar with electricity shocking everyone inside on Shabaody. Easily building level. Would expect her to need Zeus for Marine Ford Daz Bones though, given his Mihawk encounter. Even if Mihawk clearly wasn't doing his best, it's still Mihawk.

Who are these fighters? As far as I see, Enel would be extremely difficult to beat without the proper tools. As far as I recall, Enel doesn't have a bounty but he's still one of the more powerful characters, at least because of his devil fruit.

How would she be able to beat Daz Bones when Zoro himself had to go past his limits to slash steel? Unless fire and/or thunder can hurt Daz, Nami can't win.
