Nope, that's not true.

CP9 have bounties.

Flaw in your absurd claim here is how can there be a 53m gap when the only difference between Zoro and Sanji was 20 Doriki? Lol, that's a somewhat silly thing.

If they're of equal strength, they should have had similar bounties. They didn't despite defeating people of literally the same strength.

Nami got a 50m bounty increase at Dressrosa despite not having fought a single person; Brook's bounty increased by 50m despite doing nothing significant strength-wise.

Wrong.

Blackbeard kept a low profile, not his crew.

20m was given for the crimes he committed. Not a reflection of strength, lol.

Burgess alone could argualbly have wiped the entire SH crew himself pre-skip given that they weren't strong at all. Burgess was a Haki user who was highly ranked and is highly ranked amongst the BB Pirates.

Hilarious argument given that even Brook was 30m, yet Burgess who was many time stronger was only 20m? Doesn't make sense that Brook pre-skip would be of a higher bounty if it were based on strength, lol.

Even the fact that Luffy with a 30m beri in his first escapades is higher than Burgess who was definitely stronger than Luffy was when he first set out. If bounty reflects strength.

Arlong had a 20m bounty. It would be delusional to think Arlong was the same strength tier as Burgess.

--- Double Post Merged, , Original Post Date: ---

False.

Bounty only increases as the magnitude of crime increases.

80m wouldn't reflect the strength of someone like Hancock given that she has all forms of Haki.

Many bounties do not reflect strength.

Luffy had a pre-skip bounty of 400m, and arguably anyone we know now would have defeated him have less. Cavendish is a Haki user and strong enough to deflect Chinjao's attacks with a mere 280m whereas Luffy couldn't do a thing to a Pacifista.

Strength cannot be appraised if the fight is not seen. WG barely ever see the fights any of the SHs get into:
  • Crocodile vs Luffy was underground
  • Katakur vs Luffy was in an inaccessible place
  • Cracker vs Luffy was unseen by anyone
The WG have no idea how Luffy won whether it was by poisoning or he allied or he used underhanded tactics. All that is known is the conclusion. Conclusions aren't proof of details (strength), it's only proof of the result.

They can only appraise the scale of the incident, they can't appraise the strength because they saw nothing of it.
Every bounty is an estimate as there is no official bounty guidebook that the WG refer to when giving them. So the numerical difference between Zoro and Sanji's bounties back then isn't as important as the fact that Zoro was given a higher number because he beat a stronger opponent. Other than the people they beat, there was no difference between their contributions in the arc so if participation was all that was necessary then their bounties should have been equal. In fact the bounties of all of the crew except Luffy should have been equal.

Urogue's likely to have a new bounty that hasn't been revealed yet. It's uncertain if it'll take his win against Big Mom's commander into account though since it seemed like a lowkey operation that didn't escalate into a WCI arc level event. Cracker beat him shortly after so it's possible the WG don't know about it.

Sengoku didn't know who Laffitte was when he interrupted their meeting with the Shichibukais. So it stands to reason that Blackbeard's entire crew were not making any waves before Blackbeard decided to make his move. His crew wouldn't have been running wild while their captain wanted to stay low, and as far as we know, Burgess included.

The WG also do not always cross reference the bounties they give other pirates when giving new ones as there are thousands of them. There's no methodology in the bounty system so it's always an estimate and as a result there are inconsistencies between bounty heads of people from separate crews. Within specific crews, the pattern is usually that the strongest have the highest bounties while the lesser officers have lower bounties.
--- Double Post Merged, ---

Didn't Jabra and Kaku had almost the same Douriki?

I think Zoro bounty was much higher because he already had a Bounty before.
It's the new number that corresponds to the crime and the ability of a person, not the increase. Luffy's bounty only went up by 100 after gatecrashing the war which is less than the increase he got after water 7. It's because the WG don't just add onto a person's existing bounty, they give them a whole new one.

Always a tug of war of semantics or perspectives.....

Strength plays into someone's bounty. It is not the deciding factor, but it is a factor. This has not been disproved by the manga.

How many characters have a big bounty that are weak but have accomplished dangerous feats and pose some type of threat....Very very few of those...You have Usopp 200M, Buggy who's getting a new bounty soon...& I can't think of anyone else..

So how is it not a factor when characters of certain Bounty lvs have some what the same range of power or lie within the same tier as each other...

I refuse to debate this fact. With someone that just want to repeat they are factored by how dangerous and what kind of offence against the WG...To be a Threat & dangerous power is needed. OK. Its plain as that.

It the great words of Prespero "My bounty is [much] higher than yours....[you cant defeat me]" to Pedro.

If it was Zoro who was said to have defeated Katakuri even though he's on Wano, then his bounty would have shot up because it'd have showed he's even more dangerous than thought previously. Strength plays a factor, no one is disagreeing with that, but it takes more than just strength. heck, it may be a side effect because you can't beat fighters like Katakuri and even Luffy without being strong enough.
You disagreed with me and still managed to make the same point I was making. There is only one person @Hannibal Psyche arguing in absolutes, everyone else is saying there are multiple reasons.

Exactly my point. Hence I posted this about bounties and how it is factored based on these 3 things (there may be more):

1) Strength/Combat Ability: This includes physical strength, Haki, DF ability, and anything associated with being regarded as powerful. A weaker pirate will almost always get a lower bounty since his ability to cause damage, compete with other pirates, defeat stronger individuals related to the WG and Marines will be highly impacted. Coupled with the ease at which he can be dealt with.
The reverse is almost always the case for someone with a higher bounty.
e.g
- Every single pirate with a bounty of 500 million and above most of whom are found in the New World.
- Most pirates in Paradise are weak and have bounties less than 500 million.

2) Knowledge and Wits: Any individual with information too disturbing/threatening to the WG or having ties related to someone with such information immediately becomes a threat to the WG. The level of which sometimes affects the individual's bounty.
Examples include:
- Robin and her knowledge of poneglyphs.
- Sanji and his relationship with Vinsmokes.

3) Nefarious Activities: These varies by the frequency of occurrence and also by the level at which they occur.
Example of frequency is seen in characters like:
- Pre TS Kidd who was known to always intentionally cause civilian casualties in his fights.
- Jack, Queen and King who are all said to involve massive civilian casualties whenever they take action.

Example of the level of the deed include:
- killing/harming civilians
- destroying towns
- prison break (in or out)
- harming/endangering Celestials.

It is a fact that there's no single pirate having a bounty of 500 million or above who isn't known for his strength/combat ability first, coupled with any other thing he had done that the WG perceives as nefarious.

It is also a fact that pirates with below 500 million bounty have varying factors leading to their bounty which can be any one (or a mixture) of the aforementioned.

So it's either your combat ability, your nefarious actions, your knowledge and wits, or a mixture of any of these things that leads to a bounty increase.

One thing is for sure. The strongest pirates in the world all possess close to, or at least a billion belly bounty. Whether it's for their strength/combat ability alone or a mixture of their strength/combat ability (which is the principal thing) and other factors I've sampled earlier.
Note: This remains a fact only for those with close to or over a billion belly bounty.

If still in doubt. You can always approach your average marine combatant and show them random bounties ranging from 10 million to over a billion and ask who they'll go after with assurance of certain capture.

So the numerical difference between Zoro and Sanji's bounties back then isn't as important as the fact that Zoro was given a higher number because he beat a stronger opponent.
Sanji was actually given a higher number, lol. He started at 0 and earned a 79m bounty increase.

Zoro got given a 60m increase.

The fact you have to disregard the gap in the value is because you know it makes no sense that 2 people who defeated opponents of equal strength have a 53m gap in bounty.

It seems you're not aware Bounty is on a crime by crime basis. No one just gets given a bounty because they feel they deserve it, they get given one after incidents.

The irony of your claim is also that at Dressrosa:
  • Nami's bounty was 16m
  • Franky's was 44m
Nami and Franky both got given flat 50m increases. Nami defeated no one; Franky defeated Senor Pink.

Nami defeats no one, yet she earns a 50m bounty increase when all the WG knew was that she was involved? That contradicts your claim, lol.

Like I said before, you can't provide a time where a bounty was given or increased without a crime or incident being committed. Strength barely factors into bounties.

Even Usopp earned a 200m bounty without defeating anyone. He however got the highest bounty increase because he played the biggest role in the Dressrosa incident outside of Luffy for having the people turn back from toys and being ranked as a 5 star criminal.

In fact the bounties of all of the crew except Luffy should have been equal.
Nope, because bounties don't work the way you think.

You're unable to distinguish:
  • How you think bounties should work
  • and how they actually work.

Even if Urouge has a higher bounty, it's unlikely to be that high given that there's no evidence of his being involved in any huge incidents or crimes.

Regardless, it's still a Pirate with 108m defeating a 600m beri character.

Still doesn't change the fact a 500m beri character defeated a 1 billion beri character.

If bounty reflected strength, that shouldn't be possible by any means other than by foul-play.

Sengoku didn't know who Laffitte was when he interrupted their meeting with the Shichibukais.
Not true.

Tsuru did know of his deeds as did the WG. Can't expect Sengoku to know of every individual Pirate in the world.

If you did any research instead of making assumptions:

Laffitte had a 42m bounty for his what? Crimes. Keyword: Crimes.

Tsuru talks about his crimes, thus his bounty.

Has nothing to do with his strength.

Crimes are what earn bounties. Strength barely factors into it or all the Blackbeard Pirates would easily have bounties in the high end triple figures.

The WG also do not always cross reference the bounties they give other pirates when giving new ones as there are thousands of them. There's no methodology in the bounty system so it's always an estimate and as a result there are inconsistencies between bounty heads of people from separate crews. Wrong again,

There's a specific system, it's the magnitude of the crime that determines the size of Bounties.

No one gets a bounty until a crime or incident has taken place.

Law had a 440m bounty and earned a 500m bounty not because of any strength he displayed. He was invovled in the Dressrosa incident and obtained a 60m bounty increase.

The flaw here is if it was estimated, all bounties would be roughly of equal value regarding strength.

How can someone who can defeat a Pacifista have a bounty 15 times higher than someone who can do what they can't? That's now how roughly accurate comparisons present themselves, lol. Luffy 300m while Burgess is 20m?

No sense.

Facts are absolutes.

Claiming the sky is blue and that rain falls from the sky is not arguing in absolutes, it's simply stating facts.

Facts are things that have happened and are true, not things that "one decides to think or assume".

Like I said, provide a time where a bounty has gone up solely for just getting stronger? You cannot.

Provide a time where a bounty has gone up after crime or incident? The list goes on and on and on.

Provide a time where bounty went up without defeating anyone? Sanji didn't defeat anyone significant and got a 200m bounty increase or so. Usopp didn't defeat anyone and got a bounty increase of 150m+.

Provide a time where a character got stronger from being able to use Haki or just from growing stronger in general and earning a bounty simply off that? Never.

Which one of my claims can you prove wrong? None.

I am not really arguing in absolutes if I'm simply stating factual points and you can't do the same thing because you have no evidence for your claim.

All a high bounty implies is someone is experienced and is a successful Pirate.

We all know for a fact that a high bounty is not what determines whom can defeat whom, otherwise 20m bounty Burgess should have been knocked out cold after taking a punch from Garp.

If bounty determined strength, how can Luffy's bounty be 1.5b after defeating a Pirate of 1 billion that could easily have been declared a draw?

Usopp has a 200m bounty for what strength exactly?

It was a fact for an extremely long time that all Swans are white. Is it a fact that all Swans are white @Hannibal Psyche ?

People love to throw around the word fact as if it is absolute. A fact is informed by the knowledge you have at hand. Something is only factual until proven otherwise.

Also, you can try and dance around Robin all you want. There was no crime or incident to speak of, yet she got a bounty (You just ignore that thr WG had to fabricate a crime to deal with someone they had already identified as a threat? Why? Because of her apparent knowledge and abilities. Not for the crimes she commited.

I have to blame myself for continually biting.

Also, for the umpteenth time, you are the only person arguing an absolute truth. We've all agreed that an incident and crime play a part. I doubt there is a single person so far who has even argued otherwise...

An example - Luffy. Not strength base but you are gonna turn blue trying to convince anyone or argue the point that strength played no part.

Usopp has a 200m bounty for what strength exactly?
Sanji was given a bounty of 79m while Zoro was given a bounty of 120m. The WG gives people new bounties when their most recent activity surpasses their old bounty. So the value of the increase is unimportant and the new number is what corresponds with the level of crime and ability. Kaku was stronger than Jabra even if only by a little according to their doriki, so Zoro was given a higher bounty than Sanji to reflect that. The bounty given is an estimation and wasn't supposed to be a digit by digit translation of strength. What Oda was showing was that Zoro's bounty is higher because he beat a stronger opponent.

The entire crew also participated in the Alabasta arc and only Zoro and Luffy got bounties at the end of it because only Mr.1 and Crocodile had bounties. If the strength of their opponents didn't matter then everyone would have been given bounties. Likewise if the strength of their opponents in water 7 didn't matter then there'd be no difference in their bounties. Even within crews, some individuals are more dangerous than others so the WG discuss bounties on an individual basis.

The WG need tangible reasons to increase bounties so crime is often what spurs them. The amount given takes the strength of the person into consideration as well as the gravity of the incident. The war which involved a yonkou fleet, three admirals, a fleet admiral, garp and several vice admirals only gave Luffy a 400m bounty. The WCI incident was small in comparison and Luffy walked away with a 1.5b bounty. The main difference between both events is that in one, Luffy didn't beat anyone notable and in the other he beat a 1 billion bounty man.

Urogue's bounty of 108m means that he's at least that strong. In other words he can be stronger but the bounty won't change until Urogue does something that surpasses it. We also don't know Urogue's bounty at the time of fighting Big Mom's commander as we have no updated information on bounty for him.

Sengoku didn't know who Laffitte was as shown in that panel and it's no surprise since he had a 42m bounty. That's not the kind of value that someone with any real global notoriety has. So as far as we know, Blackbeard's crew weren't making any waves, not before Blackbeard was ready to move.

Tell this to HP haha
All we are saying is strength is a major factor. Obviously if two big pirates clash, it become an incident and lives of innocents might get caught in it which becomes a crime so yeah. He’s right but he just needs to understand that strength of the people fighting is taken into factor.
--- Double Post Merged, , Original Post Date: ---
Ah k. Danger level honestly plays a bigger part, but then again, shouldn't that mean Luffy's bounty should be much higher given his hereditary and being the blood brother of Ace, as well as causing so many incidents? And on top of that, he has an uncanny ability of gathering allies. But then again, they probably don't want him to be overhyped and too famous.

Buster call was invoked when Luffy punched the Tenryubito, that was why Kizaru and Sentomaru went to the archeipology.

So how is that keeping you the fact that a CD got punched quite? It’s not.

There were loads of people in the auction house... the family of the CD that was punched surely musta wanted revenge too. So they coulda increased the bounty in his head, but that didn’t happen.
oh, I kinda don't remember that. Weird logic though, wtf?

They do want revenge, and Sengoku or Kizaru told Luffy that during the War I believe, but yeah, it is weird that the bounty didn't go up significantly. But then again, they probably wanted the Marines to get Luffy rather than some criminal or pirate?

You can't commit a crime and not get a bounty.
Huh? Of course you can. It's unlikely the WG issue a bounty for every petty crime.

For example, the Krieg Pirates had 5,000 men, but only 2 known bounties. It's unlikely everyone in the crew had a bounty.

Strength barely factors into bounties.
Strength is an important factor for the size of a bounty. That was stated a few times in the manga.

I think this is easy to understand. Take a real-life analogy. The government put bounties on the heads of terrorist leaders. You have two terrorist organizations who commited similar crimes, but one of them has a nuclear arsenal. The government may put a much higher bounty on the terrorist with nuclear weapons just because they have nuclear weapons, even if they not used them yet.

Wrong.

Only known members in a crew get bounties.

The ones thought or known or assumed to have played a significant role get bounties.

Only Krieg and Gin got bounties because they were the most prominent figures in the crew.

Blackbeard had no bounty because he laid low and wasn't recognised to have done anything significant in the crimes and incidents committed.

The reason why the captain of any crew always gets a bounty is because they're known, therefore, they can always be blamed. Nami, Usopp and co. never got bounties until they became more known by name and identity. If you're unknown, you can't get a bounty. The reason Zoro and Luffy were the only ones getting bounties is because they became far more infamous and were much more known than their crew mates. Can't give people bounties if you don't know their name, identity or crimes.

A crew of 5k, of course they all didn't get bounties. They're very likely unrecognised for the most part.

Strength is an important factor for the size of a bounty. That was stated a few times in the manga.

Wrong again.

Strength has some influence in bounty just like intelligence does and many other factors can, but it's not what raises bounties.

If strength was what bounties were based off, then Zoro is only as strong as Luffy was prior to Marineford since he only has a 320m bounty.

The WG wouldn't give someone with nuclear weapons a bounty unless:
  • Making them was criminal.
  • or they used it and caused the deaths of many, thus being a crime or incident.

The way bounties work in Real Life is not how Bounties work in One Piece.

You don't determine how bounties work by looking at how they function in real life, you look at how it functions in One Piece and then you can understand how it works.

In real life, owning Nuclear weapons can raise your bounty. Rumours can raise your bounty. Taking a stroll and winking at someone could potentially raise bounties. Not being caught for years could raise your bounties.

In One Piece, only action raises bounties. You can remain hidden for 20 years (Robin) and not get a Bounty raise because nothing known has happened.

If you commit no crime, you get no bounty, it's really that simple, not rocket science.

The very fact the WG had to fabricate a crime Robin didn't commit proves they always need to give a bounty in relation to a crime.

You guys simply do not understand the concept of cause and effect, lol. In real life, if you commit a crime, you get imprisoned. It implies crime is what earns one imprisonment. If the Government wanted to imprison someone, they'd blame them for a crime they didn't commit because they can't imprison people who have not committed a crime.

When the WG in One Piece have to fake a crime Robin didn't commit to give a bounty, it should be common sense that crime is the 1 thing that causes a bounty to be given or be raised.

Right. strength still plays a big part in determining bounty. Without strength, Luffy's bounty wouldn't be as high as it was throughout the manga because he wouldn't be seen as a big threat. He wouldn't have been able to beat Crocodile or survive Impel Down, which added to his legend.

It does makes sense that bounties equal strength, to some extend. You pay a bigger reward for a target that is more difficult to take down.

If bounties only represents how much the WG wants you dead, Robin would have a 1 billion bounty from the start. But you do not want bounty hunters who could take down a Yonko Commander to redirect their efforts to what would be seen as an easy target, which could be eliminated by much weaker bounty hunters.

(We haven't seen a bounty hunters or a group of bounty hunters capable of taking down a Yonko Commander, but that's beyond the point. A bounty of 1 billion shouldn't even exist for that reason.)

Of course how much the WG wants you dead is an important factor.

Oda is being obtuse about if Kaidou is a dragon or a human, so maybe chopper will get a similar treatment. Awakened human fruit with antlers makes WG think SH nabbed a smile user from Kaidou

For bounties I predict the credit for killing Kaidou will go to Kidd and this starts a rivalry between him and Luffy or vice versa. Either way someone wil get over 3 bil by end of arc

I think you guys may be overestimating the bounties after Wano way too much?

Luffy only got a 1.5 billion bounty because of a sensationalist news articles. He defeated two Yonko commanders, but normally that wouldn't be enough to increase his bounty that much.

The Yonko commanders must have plenty of victories against other commanders. Did Katakuri earned his title of never being defeated without ever fighting another commander? What about the bad looks between the Whitebeard and Red-Haired Pirates commanders in Marineford?

Jinbe or the Supernovas have bounties ranging from 300 to 500 millions. I don't think they fall behind the commanders in strength. But the commanders have been in an ongoing war against each other for decades. That's why they earned bounties so high.

For the Yonko, as far we know they have fought each-other dozens of times. Kaido himself was defeated 7 times. That's how the Yonko got bounties of billions.

Even so only Luffy got a crazy high bounty after Whole Cake Island. Sanji was only 300 millions. That's nothing special for someone like him.

Point is, unless there's another sensationalist article, Luffy is not going to get another crazy bounty increase. His bounty will increase little by little, like when it went from 300, to 400, and then 500 millions.

What number exactly? Hard to tell. Story-wise I think would be interesting if this time he got a bounty that represents his real treat, which now is above 1.5 billion. Since Luffy previous bounties were all well-rounded numbers, I would say 2 billions. This is just below Blackbeard.

For the rest of the crew, I doubt there will be increases too high. Jinbe may already be increased to 500 or 600 million after Whole Cake Island, so he would be getting closer to 1 billion now. Zoro and Sanji would get 400 or 500 million I guess. The rest would be 100 or 50 million increases like in Dressrosa.

Luffy - 5B - more than Kaido.

Zoro - 2B - more than King.

Sanji - 1.5B - more than Queen.

Jinbe - 1.2B - more than Jack.

Can't guess for everyone else, but I'll throw a wild guess for Chopper: 200M.

I could see the strawhats getting such bounties but tbh that is kinda contingent on them actually defeating people with the aforementioned bounties. IF luffy defeats kaido then he is absolutely getting such a bounty. But I doubt luffy will solo kaido tbh so he is likely to share the glory.

For zoro to get 2 bil... he'd need to defeat at least one of the all stars. But that seems fairly optimistic. Granted he is getting a substantial boost but we should assume that any top 3 yonko commander is stronger than doflamingo.

Sanji.... I really don't see him getting such a bounty. he'd need to at least solo a kaido executive for that. It's not my bet that sanji is there yet. Sure, he could probably defeat most headliners but they likely won't even warrant a bounty increase.

As for jinbe... TBH I think he has kinda already peaked. We saw him during the great war but it's not like he was one of the top dogs there. I wouldn't bet on jinbe if he has to fight an allstar at least. Jinbe is probably closer to mid range yonko commanders than an all star.

As for franky, brook, ussop, chopper nami and robbin... I doubt franky can take on even a low end yonko executive. My current reference for mid range yonko executives are basically oven, daifuku and perospero... But to be honest I think it'll take all all non monster trio strawhats combined to beat a single one of them, and that with difficulty. At least with what we have seen so far in the story. I do think that pretty much all strawhats are at a point where each is at a minimum worth over 100 mil, including chopper. Chopper is unlikely to ever get any justice so... He might be a 1000000 bounty pet someday.

If Luffy beat Yonko directly, Sanji and Zoro are beating YC lvl opponents. Their bounties would hit the millions afterwards. Got Stop underestimating Sanji thinking he won't hold out when he never had issues besting others. He just best Yonko Veteran easily. He obviously beat YC lvl opponent later in his progress.

There is a different between sanji being able to beat a yonko executive right now and being able to do it later in the story though. Sanji's record in the new world remains lackluster at best. Vergo got an edge over him when they fought, then got owned by doflamingo and his entire character arc in WCI was baking a cake. With a hint of sneak attacking oven which.... doesn't really matter tbh.
