Although I do see your point, I actually think the Gods of Ishgar are stronger than Makarov. Yeah, his Titan Form is huge as seen on Tenrou Island, but size isn't really a good indicator of strength. The fact that Makarov wasn't ranked as one of the Top 4 Wizard Saints pretty much confirms this.
I think any one of the GoI could beat Makarov in a 1v1 fight. The reason why they appear weak is because of their lack of feats. Each one used an unnamed attack and we never really got to see an actual spell from them.
For me personally, GoI hype was put on shaky ground the moment Warrod mentioned that they're all just council chosen wizards AND that he personally is incredibly weak combat-wise, when God Serena mid diffed them that hype was almost completely annihilated.
Imo, GoI rank is bestowed based on MP amount, not overall combat ability. So while i can accept that all 3 of them have more magic power than Makarov, i highly doubt they are actually superior fighters.
While i agree size doesnt necessarily mean shit, Makarov has with his enormous size, dealt with Jupiter better than Azir and grappled with Dragon Acnologia for a short while. So in terms of physical strength and durability, Makarov is one of the best in this manga imo.
In 1v1 fights, like i said before only Hyberion would have a chance imo.
For Wolfheim who is a physical fighter like Makarov, i simply cannot imagine a way for him to defeat Makarov, his feats of strength are far inferior, even in this arc alone Makarov's punch on Jacob was far more impressive than Wolfheim's on God Serena, not to mention grappling with Dragon Acno himself.
Warrod as he said has low combat affinity so i doubt he'll be able to beat him either.
Hyberion's magic is a bit of a mystery, so maybe it could take down Makarov, but honestly its far less impressive than Amaterasu 100 or even 28, spells Makarov was able to counter with his own vast magical knowledge.
Imo if Makarov is having a particularly unhealthy day, Hyberion might be able to push Makarov hard enough to trigger his heart problems like Hades did, but if not Makarov would still pull a win with just a combination of his various spells and Titan Mode.
And lets not forget Fairy Law, a legendary spell on par with Fairy Glitter, an attack that let fodder like Cana surpass Jura in power.
So even considering that the GoI are actually more powerful than Makarov is, with Fairy Law on his side he is capable of dealing damage that far exceeds his supposed powerlevel. Fairy Law also combos really well with Titan form, the massive durability boost he gains while in it is perfect for tanking attacks during Fairy Laws charge time.
