Mira will surelly win this fight for the following reasons:

1. She still not out of MP ( she only lost to Azuma and Irene because of depleted MP) .
2. She still using her Basic demon form.
3. She is being hype by her Guild Mates (Natsu, Gray, Cana,Juvia, Lucy, leo) . Gray already fought Skullion. And He hype her by saying " this is Mira chan that we are talking about"
4. We already know Skullion's capabilities/ strength. In short there is no need for her to be a hype tool for someone (ERZA cough!!) on this arc.

To sum it up. Mirajane will win by k/o against the 2 diabolos

I think you misinterpreted what happened there. His FL didn’t fail to kill them. He ran out of life force before he could kill them. Especially since I think the berserkers were his actual target.

DF should be allowed, it's OP but Natsu's low stamina when using it is a reasonable limitation. Imo Gildarts could beat DF Natsu.
For FL, are characters in this tournament friends? Or can it's only be used in the tournament when the user is facing someone who was and actual enemy in the manga?

She literally casts it upside down while in mid air lol. Mavis does the count down, so it takes around 3 seconds, but you don't have to be stationary or anything so it should be perfectly cast-able mid-battle.

Mira's modest of her power and that was Erza before the SO power up.

Mira is way stronger than Jura as she beat an S12 while at a fraction of her own power lmao. Jura got rolfstomped with his homeboys by a joking Serena.

Jura would get slapped by Mira. Hell I don't even think Jura can go toe to toe with the likes of Wendy at this point.

while I agree Mira stomps Jura, he would whoop Wendy tbh.

Wendy was no diff by Bluenote.

Bluenote and his Orochi guild were afraid to attack Lamia Scale while Jura was around.
