My opinion is that Gray would win both scenarios...
  • Scenario #1: Gray Fullbuster > Silver Fullbuster [High Difficulty]
  • Scenario #2: Gray Fullbuster > Silver Fullbuster [Easy Difficulty]
Scenario #1
Gray would win against Silver in this match mainly due to versatility. In terms of attack, defense, CQC, and speed, I have no reason to believe one is superior to the other. Most likely, they should be on the same level. Intelligence is debatable but it won't be a major factor in this fight. Not only do both participants wield the power of an Ice Devil Slayer, Gray also has Ice-Make Magic along with a few notable spells like Iced Shell which was taught by Ur. Additionally, Gray was able to penetrate Mard Geer's defense and overcome some of his other stats which should be about 2x that of Silver's.

**NOTE: Had you restricted Gray from using Ice Devil Slaying Magic, the outcome of the battle might result in Silver's victory.

Scenario #2

This fight should end reasonably in Gray's favor. Again, he has a 1 year timeskip over Silver. Not only does hype/portrayal from Makarov and the other guild members back this up, Gray has feats like Ice Make: Silver to prove it. It is appalling to believe that Current Gray would even stand a chance against a Spriggan if he lost to Pre-Timeskip Silver who is half the power of Mard Geer.

Scenario 1: Silver wins, medium-ish maybe mid-high difficulty. I place Silver somewhere in between Erza and Laxus in Tartarus arc. So if 2 people are using the same magic then I put it down to power, so Silver wins. Gray has Ice Magic and IM but IDeS is superior so it makes the other ice magics have less bearing on the fight. I also didn't allow Gray to use steel ball.

Senarion 2: Gray medium-high difficulty. I'm just using current Erza as the rating for Gray here. That would make Gray stronger than Silver, so like the first scenario Gray wins due to being stronger.

Scenario 1 goes to Silver mid diff at worst imo. He threw his fight with Gray when gray was using Ice Make Magic, and really only lost because of a steel ball. I don't see how Gray just getting DeS and being pretty much a complete novice with the magic doing much better than what he did, I mean Silver can't eat the ice but its still not going to really change how he'd go, especially if he fought seriously.

Scenario 2 is a bit tougher because Gray had half a year of doing work, training etc. with Juvia and then 6 months odd of infiltrating Avatar. So could he have gotten better with Ice DeS magic? Yes. Would he of reached the level of mastery with it that Silver had, knowing Silver spent numerous years to master it? Probably not. So Gray wouldn't be as efficient as Silver with the magic, and it'd probably come down to power in the end, and there's no way to currently gauge how strong Gray is without comparing him to someone like Erza, who is slightly above him, and then you have to consider Silver never went all out against Gray, let alone take it that seriously. So in saying that, I'd give it to either one high diff.

Is there a location for this battle?
Scenario 1 : SILVER
If Gray has access to metal or something as sturdy, he wins as he did in the manga. If not, Silver likely wins due to his complete immunity to Gray's magic.
Scenario 2 : GRAY
Gray can probably just pummel him with his fists given the massive spike in powerlevels.
