It could be, but I'm afraid it would risk ending up in the Dragon Ball area with more and more villains popping up one after another.

Furthermore, Gege has managed to characterize Mahito and his companions well, but it is not certain that he will repeat what happened with any other bad guys.

Nobara's sympathy goes beyond just hitting the body of her target. Remember how she used Eso's blood to attack Eso, and it piggybacked onto the FetusBro's technique to hit Kechizu as well?
