The author, Kohei Horikoshi, is under a lot of stress. He doesn't have the time/energy for the normal length chapters so the editors allow him to release shorter chapters. It's similar to One Piece's author Eiichiro Oda who takes a break every 4 to 5 weeks. There is no dip in popularity and the manga won't get cancelled when it was the 2nd best selling manga of this year.

The chapters are no shorter every week, lately it is always attained on 13-15 pages, only in 200 it is drawing 11 (and in fact he himself apologized for this and a few weeks later there was a pause)

Forget that many recent One Piece chapters are 15 pages long.
