I think Luffy didn't fight that quickly against Kaido because he didn't realize he could use Gear 2nd. If he did his attacks would be a lot faster, however, he still needed Gear 4th to have a chance of actually winning because Gear 2nd Conqueror's Haki attacks wouldn't do sufficient damage even if he hit him in the head. If he used Armament Haki too, then maybe it would've knocked him over or something, but that doesn't matter anymore. The important point is that Luffy's speed is inconsistent because sometimes he forgets to use Gear 2nd.
I would think there's a case to be made that Luffy's parameters will increase steadily between arcs even if no training is done. Best example I can think of at the top of my hat is the fact that between Water 7 and Enies Lobby, pretty much all of Luffy's physical stats seemed to have gotten a considerable boost. In a manner of days he went from getting effortlessly finessed by Blueno and being incapable of harming him, to essentially being able to keep up with him and hurting him with his blows, and that's before Gear 2 came into play. That said, Luffy wasn't the only one. Zoro and Sanji likewise increased their power and speed. And bear in mind that there can easily be a Willpower/Haki element to this. During Water 7, the straw hats were at their lowest morale-wise, and during Enies Lobby their morale and motivation was peaking.
Personally, I like to think it's a bit of both. With every obstacle Luffy overcomes, his physical and haki parameters go up. I would say this goes for everyone else that's capable, to a greater or lesser extent. Still, Luffy is the main character and he definitely has natural talent and aptitude on his side, to stay ahead of the likes of Zoro who is seen constantly training aboard the ship, so I think it's safe to say he's outgrown every major antagonist that he once had to give everything to defeat previously; Crocodile, Lucci, Moria, Doflamingo, Katakuri. Probably not yet Kaidou, though. Give it an arc.
Something to take away from this is discussion is that it is best not to over analyse the manga. I am pretty sure Oda didn't do a mathematical power scaling when Kaido OHKO Luffy in Wano Vs Kaido's numerous Bagua's on the rooftop.
Just the fact Kinemon survived a aCoC attack straight to his head is enough to realise that it's best not to over analyse the story, especially the fights.

It's not similar at all. We saw Luffy's progression in Wano from WCI. In Udon he only trained his armament. He did not train his speed or durability. The only power up he got was conqueror coating which boosts attack power.
From Alabasta to Wano we saw Luffy's progression he trained Gear 2, Gear 3, trained under Rayeligh, he pushed his limit by beating 500 animals who were stronger than him therefore increasing all his stats. It's not similar at all. The he got Future Sight and internal destruction and conqueror coating.
Pre Udon Luffy got blitzed by Thunder Bagua. Post Udon Luffy in Boundman form got blitzed by weakened Thunder Bagua. If Luffy got much faster then Boudnman Luffy should easily dodge Thunder bagua but it's not the case.

Luffy never tanked Thunder Bagua. He almost passed out when he took the first Thunder Bagua (ch. 1042). He died when he took the second Thunder Bagua. What you said never happened in the manga.

Often it's mentioned when this occurs, i can't attack as fast or hit as hard. kaido had no indication of losing attack power or speed during the fight. A good example of this is manga is often full of big final moves exchange and these are often the most powerful moves, as such.
kaido being weakened doesn't change much besides his HP bar being lowered, sure it makes no real life sense, but um. 95% of one piece doesn't make real life sense.
as such hybrid kaido has superior stats to non hybrid and the reason why luffy couldn't dodge the attack was to hype up the difference between hybrid kaido and base kaido. The author portrayed a clear power difference between pre udon luffy and post udon luffy. Pre udon luffy could not dodge base kaido attack's. Post udon it's shown luffy is capable of keeping up with base kaido and dodgding his attacks. Then luffy climbs the mountain up until g5 where he surpasses kaido.

Luffy didn't say he would beat them in duel. Morgan said Luffy beat Big Mom after WCI but that doesn't mean Luffy beat Big Mom in a duel. So no Luffy vs Kaido was the fight to free Wano. You are saying Luffy did not get faster/more durable naturally when he fought Doflamingo/Katakuri but he got faster/more durable when he fought Kaido when he fought Kaido 1 on 1 the third time just after he ate meats when it has never been shown eating meats makes Luffy faster/more durable? Give me a break. If you call that good writing then you have bad reading comprehension.
I suggest you reread Luffy vs Doflamingo/Katakuri and look with your eyes open if base Luffy got faster/more durable in those fights. If you realize base Luffy did not get faster/more durable in those fights, then you should realize that base Luffy should not become faster and more durable too when he fought Kaido which makes sense since Kaido needed to be weakened first for Luffy who never got faster/more durable in his fight against Doflamingo/Katakuri to be able to keep up with Kaido and tank his attacks.
If the author wanted to show you that base Luffy got faster/more durable, he won't have Yamato saying Kaido got weaker. He would have Kaido saying Luffy got faster/more durable. But there is no panel saying Luffy got faster/more durable. The only panels we have is Kaido getting weaker which was confirmed by Yamato.
Oda would even made Kaido got healed and had Luffy kept up with healed Kaido and tank healed Kaido's attacks but Oda did not do that. Kaido. So it makes sense that Luffy did not beat fresh Kaido. Luffy beat a weakened Kaido which means Luffy did not get faster/more durable to keep up with Kaido. Kaido just got weaker. Simple.
