Merlin is pretty shady...but I doubt she's the one who freed the vampires. Edinburgh was completely wiped out, they lost all their holy knights, as most of them were turned into ghouls. So if she's the one who did it, then it backfired really bad, an entire kingdom seems to have been destroyed and for what? To gather data on Escanor and Mel? I find it hard to believe.
I gotta agree with kkck here, the most likely candidate is Fraudrin. Since the vampires were sealed off by the demons, then it makes sense that a demon would know how to break their seal. As to why, well this could have been his first attempt to get rid of the sins. Although the vampires didn't stand much of a chance.However the timeline has these events happen 12 years ago, and we know Dreyfus got possessed 10 years ago. In Danafor we saw that Fraudrin was still affected by Mel's attack, so he might not have been the one who did it.
Alternatively it could be someone else, maybe even Merlin's master, or an accident of some sort.
