Even if they were mere Pirates, still not cabin boys.How would you know they were veterans? That, and we have Law, who implied that the Yonkou are amazing because they dared to challenged WB.What proof do you have? Shanks is not only a Yonkou, but no other Yonkou went after him because they feared losing their strength IF they won. Shanks was on the same pedestal as the Whitebeard pirates, otherwise he'd never become a Yonkou in the first place or even fight Kaidou and make it out alive.
