Are the characters new or have they appeared before pre-timeskip? There are loads of characters new & old in Dressrosa so it's hard to believe that more will appear down the road.

A distinction should be made, it is not "important characters", Oda said last year that a "big player" would move in 2013. Considering a few chapters later, both Doflamingo and Aokiji arrived at Punk Hazard, the majority thought the information was referring to them but apparently it seems like Oda was not referring to Doflamingo which begs the question, if Doflamingo is not a big player, who is?
Easy, because DD is a bigger player than them, at least for now, but still was not the one to movie. There are not many options regarding bigger players than Doflamingo.
No idea, but I guess he didn't. Even if it's clear Sabo is back, I suppose it wouldn't have been overlooked. Do you have other sources telling he talked about Sabo?
But what Law and the Supernovas are planning to do would make them bigger players. Law is planning on taking down Doflamingo and hurting Kaidou enough to go after him, while getting the wrath of other brokers and bad people who deal or rely on Doflamingo. I think Caesar himself said it all to Luffy what would happen if Caesar was taken down.
So you can consider everyone who is aiming to do something a big player? I suspect faulty logic here.

Who says Oda and others don't consider them big players? Luffy is a big player, he's the only rookie who took down two or three shichibukai, invaded and broke out of Enies Lobby and Impel Down, and took part in the Marineford War, turned the tides, and saved Ace. He's a big player with potential. Luffy has done too many outrageous stuff like attacking a Tenryuubito that nearly everyone anywhere knows him. Just look at the first arc of post-timeskip, people were eager to join the fake Straw Hats and make a name for themselves.
Maybe not, but Law is on his way if his plan succeeds.

Doflamingo is the biggest player in the underworld, is not afraid of Aokiji, is the king of a country, a partner of Kaidoh, made a logia vice admiral his bitch, and considers Law, a Shichibukai, not yet ready to be one of his subordinates, as he hadn't given Law the heart seat yet, and he is the Shichibukai that the WG has enough faith in to kill other Shichibukai.
Yeah, people do not seem to understand that, i am not defending my own words here, i am just depicting what Oda said himself, it is really not that incomprehensible.
