What makes it a requirement for Imu to be a Seraphim? Nothing.
He is from the Nerona family, what evidence is there that the Nerona family are apparently Seraphims?
Appearance is similar to the modern Seraphim.

Franky would be the most feared & wanted if they feared people's ability to create energy. He'd have a higher bounty than Robin and be considered a bigger threat than Robin.

Where in the last 1,000 chapters was it ever mentioned that researching energy was a crime? No where, but yeah, show where it states this because I apparently missed this chapter.
Last I remember, people get killed for learning about the past, even naming anything related to the past... nothing about energy has ever been remotely mentioned or regarded as taboo.
If the WG's goal was energy, they'd have told VP to create that. They recruited Vegapunk to create military assets, weapons and Pacifista. The energy creation was just VP's own project.
Seraphim could be a similar case.

What is forbidden is studying the Void Century, not producing the Mother Flame.
York didn't report Vegapunk for creating the Motherflame, she reported him for studying the Void Century and that's why they killed him.
All she did was offer leverage to become a Celestial Dragon, and that's using the Motherflame to empower Uranus.
The Motherflame was never claimed to be forbidden nor is it forbidden.
What Vegapunk said was that in order for him to achieve his dream of creating renewable infinite energy, he needed to learn about the Void Century.
If energy was what the WG was so scared of, they be killing all scientists interested in energy - they killed VP solely for studying history as they did the people of Ohara (non-scientists). They only kill historians/archaeologist... anyone interested in history.
I'd like to see these panels and evidence where energy is mentioned as taboo research.
