Ground Rules for the Power Level Discussion Thread

As always, please follow the guidelines set by the Forum Rules that apply across the board.

It's important that discussions from a current chapter are spoiler tagged until 24h have passed from an english release.

  • For the sake of constructive discussion, where and when possible please quote/ source any information you provide. Particularly when it comes to conversations carried over from other threads.
  • Avoid passive agressive posts, sly remarks or baiting/trolling. You can certainly have fun or disagree without it being at someone's expense.
  • Only use anime examples that are canon and as means to provide clarity to pages in the manga. Any other anime material is otherwise non-canon and should only be referenced if it can be proved that the mangaka had approved it.
  • We will strive to avoid repetitive discussions and any extensive battle topics will be guided to the Davy Back fight to existing threads or new ones can be made there.

As of now these topics are shelved due to repetitiveness or until the manga can present us with material to further discussions:

Very good point, so we should be thinking of ways of defeat other than actually KOing an Emperor. To be honest, this might be much more realistic.
Yeah, but I still can't see Luffy and the allies not doing whatever it takes to beat Kaidou. They have a personal interest in his defeat because of what he and the daimyo did to Momonosuke and his family. They could afford to retreat from Big Mom because she wasn't such a danger that she had to be put down immediately. Kaidou has to somehow lose soundly here, hopefully to the point that he can't recover.
How did he show that he is dangerous? By beating 800mil and 1bil strong opponent.

Increase is so big thanks to Morgans presenting it in better light than it is, he can thank him for few hundred millions of the bounty.
Judging by that, we can expect such bounty from Urogue too, minus the part from Morgans. Has any rookie Supernova died by going into Yonko teritory? They all survived.
Why dont they have such whooping increase? They didnt beat 1bil+ strong guy and they didnt have Morgans to boost it.

Only Kidd didnt make it out. We saw nothing of Basil and we dont know what happened that day at all. Bege created havoc and succeeded in escaping, Urogue did too, Boney managed to get out alive.
If anyone was there to take notes or not, we dont know. We know that Bege had someone to take notes of him creating havoc and escaping.

He got results and effortlessly gained allies without years of planning in each of the arcs - Enies Lobby, Impel Down and Marineford War.
Each of the events were incidents directly against the WG, not a fight against the WG's enemy, what WCI is. What he didnt gain is a 1bil bounty increase.
It is really a no-brainer but if you refuse to accept it, it cant be helped.
It's of no relevance to whom he antagonises. It's the magnitude that's important.

The magnitude of the incident is what is important, and the fact he's leading in a manner esteemed as sophisticated implying experienced & capable, thus the reason he's gained this bounty which you seemingly can't understand. At Marineford, he was considered a Rookie who lacked experience and was simply going off on fumes piggybacking off the likes of Whitebeard and co. while here, he's recognised as the leader and conductor of the show.

Anyway, your idea that bounty is mainly based on strength is wrong too. Luffy's 1.5 Billion bounty doesn't make him 1.5x stronger than Katakuri.

Not true actually.

The WG didn't see how he defeated them, all they know is the result.

For all they know, he poisoned them, tricked them, used under-handed tactics, fought with 100 against 1, a special weapon? The WG don't know, all they know is the result.
  1. Luffy needed help from Nami and the Homies just to defeat Cracker, the WG do not know that, just the result. No one saw that battle.
Therefore bounty increases after fights do not indicate strength. It only takes into account the result and a bounty is given for that achievement.

Had Bege killed Big Mom with his KX Launchers, he'd likely have received this bounty of billions. Does killing in such a manner make Bege as strong as Big Mom? No. Bounty doesn't factor strength, just result.

Doriki is what calculates strength. Read Enies Lobby.

Then why didn't Luffy's bounty go up significantly after Marineford? Him surviving that shows he's extremely strong with a scary potential. What put him on the map was Supreme King haki, and yet he only got a 100mil increase. Strength isn't the only thing that determines bounty. Luffy proved he was dangerous to the world by wreaking havoc, beating a commander, and surviving a Yonkou.

He wasn't as wild or did as much as Luffy did, though.
I think Luffy will defeat Kaido, and more so since he intends to defeat Big Mom after. He will need to have become strong enough to take her down by the end of Wano.
I don't think he'll beat Kaidou by himself, but that fight will allow him to beat Big Mom one-on-one and show how much stronger he's gotten, which I hope happens.
Yonkos are also there to maintain the balance of the world, the WG is aware of their influential strength and that's why they are cautious with them too.
Feel free to correct me, but I thought the Yonkou weren't their to maintain the balance, but that they were named Emperors because of their strength and territories they ruled over. The World Government wants to get rid of them, but because of each Emperor's power, it'd at best be a Pyrrhic victory, and we saw this during the Marineford War. They had no problem gunning for Whitebeard's death, but I"m not sure if they were aware of the consequences of him dying.

In fact, I think the Yonkou were what led to the WG creating shichibukai, in order to maintain the balance.

The latest chapter has now confirmed that Ussopp will always be the weakest SH and Sanji was and is just below Zoro after entering the NW. The suit should give him comparable strength until he unlocks more of his potential and strength.
Oda once said specifically that Ussop will ALWAYS be the weakest strawhat.

Because he was not strong enough to beat any significant figure during Marineford. Did anyone get significant bounty increase for just surviving? Not that i know of.

Of course not but it is huge part of it in most of the cases. Exceptions are there as well, where strength plays no part at all.

Only Kidd from what i remember. No sign of Hawkins, Apoo joined Kaido. Bonney escaped from Blackbeard and Akainu if i remember correctly.

Nope, false. I wasn't advocating the exact opposite, I said the only time we've seen bounty raised is through WG interaction and said I'd like to see if a bounty could go up outside of it. I was open the the possibility, so it's really a fallacy to claim I was advocating the opposite buddy.

The only time bounties had gone up had been via interaction against the WG. It's only natural and logical to stick to facts. This is the first time in the Manga we actually see a bounty raised outside of WG interaction. Therefore, my being open to the possibility was absolutely validated.

Nonetheless, my analysis was pretty much spot on. Only thing is it's extended outside that of the WG.

Nope, point is this is an Emperor's territory. Enies Lobby was the only one in which he was recognised as the ring-leader.

WCI is a completely different story. He's recognised as the leader from the onset and he showcased leadership qualities. Luffy instigated things at WCI, he didn't at Marineford.

You may see him differently but IMO, he is still a rookie who lacks experience. Happy-go-lucky adventures in WCI confirm that. Personal opinion.


Not from the perspective of the WG anymore. He spearheaded a mission of this calibre without piggybacking and more or less improvising on the spot. There's a reason the Newspaper claims he's:
  • Got extraordinary Charisma.
  • Extraordinary leadership qualities.
  • Able to make allies in the heat of the moment.
  • Capable of calculated plots.
He's being heralded as a master-mind here, not the case in Marineford. By this standards in in relation to Marineford, these are not the activities of a Rookie, but an experienced Pirate.

No one would look at this and claim it's all coincidence.

Nope. This is Morgan's opinion, not the method used to calculate bounty. Morgan's newspaper is not the basis used to calculate bounty.

They have no idea how he defeated them, all they take is the result. Luffy could have defeated Katakuri and Cracker with poison, and they'd still have stated strength, therefore, you're takig it out of context anyway.

Sanji got a bounty for simply participating, not even defeating anyone. A 153m bounty increase. It's not about strength.

As I said, it's result.

You couldn't list all the bounties and use it to rank the strengths of each character accurately.

I think most of these big climactic yon/gokou-tier fights will all have elements of an actual fight, but most of them will end in some bizarre way, like BM eating the cake. If Kaidou's defeat doesn't involve insane amounts of alcohol in some way I'll eat my shoe and my hat. I forget, who's a better drinker between Nami and Zoro? I think it was Nami IIRC. Nami stole the 'real' victory in WCI and she's truly in shape to steal the 'real' victory in Wano as well.

Luffy will win through teamwork, sheer grit, miraculous luck, somehow making everyone an ally, etc. It'll never really be a matter of personal power imo.
His strength will play a huge role irrespective of teamwork, that's why there's always huge focus on his strength; it always takes centre-stage. He intends to defeat the Emperors. This is why he intends to return to Big Mom. He didn't train just to defeat the likes of people like Katakuri, he trained to actually defeat the Emperors with his strength. There's no arc where Luffy's strength has not ended up being the point of focus.

By the time he's taken down Kaido, he would definitely be strong enough to take on Big Mom whom he intends to defeat after Wano.

  1. Urouge had a bounty of 108m.
  2. Kid had 305m.
  3. Luffy had 300m.
  4. X-Drake had 100-200m.
  5. Bege, Bonney and Hawkins all had less than 300m.
It's impossible to state who is out-rightly stronger. Urouge might have had a bounty of 100m, yet, he was able to do just as much as Luffy did against a Pacifista. Luffy and Kid are not 3x as strong as Urouge just because he has a lesser bounty. So, you are most definitely wrong in claiming bounty a measure of strength.

The best you can do is call it an exception only because it doesn't fit your understanding.

It's no different to saying because 2x2=4 & 2+2=4, you'd say 3+3 =6 but 3x3 should be 6, but turns out to be 9 makes it an exception. It's not an exception, it just means you don't understand the mechanics or the logic behind calculation.

All the bounty of 108m indicates is he's not been involved in as many incidents as the other Supernova.

For the established characters, thats exactly what you can do. Strength is the major component of the bounty for every big shot out there.

It isn't. Robin had a bounty of 80m at the age of 8 while Boa Hancock had that bounty at the age of 18. You're clearly wrong if you're implying an 8 year old Robin is as powerful as an 18 year old Kuja warrior who is versed in Haki.

But how many of them were rookies who likely changed the tide of the war, managed to free Ace, and survive? If nothing else, that should have shown how strong Luffy was and his potential. Just by strength alone, Luffy's bounty should have been at least 600 million.

It is, since strength allows one to beat an opponent or something. I'm not disagreeing with that, but other factors are also important in determining bounty, mainly the danger they possess to the world.

They dont like yonkosbecause they are still pirates, but they at ht same time, if a yonk was to die, low level pirates will scramble for his tertories, This will put civillians at risk. You think weevil killing WB pirate ceaptains will not affect the country or villge they fought in?? And WG cannot be everywhere to protect citizens, So yonko claiming teritories helps keep balance amongst pirates in the New world. Also you saw how the marines respected shanks wishes to bury WB, because they know they've suffered much loss and engaging not one but two yonko crews will bring a possible end to the marines.
The Marines didn't care though, otherwise they wouldn't have let Whitebeard die or aim to kill him. Or at least, they didn't consider the consequences of killing him, so it's likely they wouldn't care if another Yonkou died as well. The only reason why they haven't done after the Yonkou is because of the Yonkou's power.

I don't think the Yonkou claiming territories help keep balance. Hell, for all we know the territories could have been better off ruled by themselves, even.

Exactly. That's the main reason why the Marines haven't gone after the Yonkou, even if they beat one there could be another to wipe out whoever wins. They likely aren't willing to take this chance.

Newcomers who are in the process of making a name for themselves and test their strength against other pirates of the new world, characters who just arrived in NW recently and have been playing pirate games for barely above 2 years. Established characters are on the scene far longer and their bounties are an accurate measurement of their strength, all other factors included as well.

If we saw anything from Luffy during Marineford its how weak he was compared to all others. There was no proof of strength during Marineford. Just plot armor and luck which follows him as main character. Everything he did, even showing off CoC didnt get his bounty high. Simply, he wasnt strong enough.

I am not disagreeing with fact that other factors contribute to it, im just thinking that strength is a major factor. Weak characters dont represent danger, at least not a significant one, a danger of 1bil+. Robin is dangerous because of her knowledge, she wont get more dangerous because of that knowledge(until the very end), other factors are raising her bounty, not the factor why she got it in the first place.

Not many characters will break into an Emperor's territory and then gain a 1 billion bounty increase. If anything, when we see characters with bounties, it is more likely as a rule of thumb stating:
  1. X- Character has probably been involved in a number of incidents.
The higher the value, the more incidents and more so being the case that there aren't many things that can be done to get huge leaps in bounty value. Anyone who has a huge bounty in the 300s and higher has likely been involved in multiple. It's in no shape or form giving us a measure of their strength. The higher the bounty, the more likely it is that the Pirates has been involved in multiple incidents and has yet to be caught.

Beyond that, anyone who has been involved in multiple incidents can only be presumed to be experienced, intelligent (we can't say how intelligent), strong ( we can't say how strong); simply put, we can only make very general and basic presumptions which may not even be the case. Luck is also a factor.

Nope, it's nothing to do with refusing to accept facts. He made an assumption, it by no means indicates he's stronger. A bounty just indicates notoriety, and notoriety incites fear.

They are exceptions, unestablished characters. Newcomers who are in the process of making a name for themselves and test their strength against other pirates of the new world, characters who just arrived in NW recently and have been playing pirate games for barely above 2 years. Established characters are on the scene far longer and their bounties are an accurate measurement of their strength, all other factors included as well.

Hell, even after Luffy defeated a Pacifista with 1 blow clearly showing he'd become stronger, he didn't even get a bounty increase, his bounty remained at 400m until Dressrosa. It's only incidents that amount to bounty increases, not strength.

Chopper defeated an agent of the CP9 and displayed his strength and danger in Sabaody yet his bounty is 100 berry. He is an exception, fact.

You don't get a 1 billion bounty for just being strong, only incidents attribute bounties.

Weak characters get bounties depending on what incident and the magnitude.

Ironically, they say someone with a 100m bounty must have done terrible deeds (incident & magnitude of the deed), not that they should be strong.

Strength in terms of bounty is only a general assumption in vague terms which is reasonable, not a measure. Anyone with a bounty of 100m is strong, just can't tell how strong.

Character has probably been involved in a number of incidents.
Your theory is changing each day and its getting ridiculous. Luffy was involved in countless incidents and several of them are of bigger magnitude than WCI and yet they all together didnt net him instant bounty increase of 1bil. All those incident lacked one thing, an opponent worth 1bil who Luffy had defeated.

Which incidents were these characters involved in and of which magnitude, what did they do to earn their bounty? Snack, Perspero, Cracker, Smoothie, Jack and Katakuri. Be specific, dont assume. You will never know, only thing that we find out when they interact with Strawhats is how strong they are.

He made an assumption, it by no means indicates he's stronger. A bounty just indicates notoriety, and notoriety incites fear.

Yeah, Luffy defeated them by calling them bad names. Morgans was very specific and said His strength allowed him to beat... He would not use word Strength if it wasnt strength. Morgans stated its strength and even tho the WG didnt see how it happened they know it from Morgans'story.

If we saw anything from Luffy during Marineford its how weak he was compared to all others. There was no proof of strength during Marineford. Just plot armor and luck which follows him as main character. Everything he did, even showing off CoC didnt get his bounty high. Simply, he wasnt strong enough.
if he wasn't strong enough, then his bounty shouldn't have increased by 100 million, especially since in the end Ace still died. All the Marines had to do was send Akainu or any other admiral to destroy the Straw Hats, and it'd have been the end of that, without a need to increase his bounty.
I am not disagreeing with fact that other factors contribute to it, im just thinking that strength is a major factor. Weak characters dont represent danger, at least not a significant one, a danger of 1bil+. Robin is dangerous because of her knowledge, she wont get more dangerous because of that knowledge(until the very end), other factors are raising her bounty, not the factor why she got it in the first place.
Weak characters can represent danger though. Shirahoshi would likely have a high bounty based on the fact that she's Poseidon, even though she likely can't even kill a fly.

True, and as you mentioned, it's not because of her strength that's causing her bounty to go up.

This! It is very simple, there is no need to over complicate things. There are characters like Robin who get their bounties for their brains, not strength related and there are characters like Luffy and Zoro who get their bounties for their strength. One piece is not a story of brains, its a story of brawlers. Just because few characters dont fit the system which is used for majority of characters we cant say the system doesnt work like that. Those few are the exceptions.

I agree its low. It is because Joker's bounty has been frozen for a longer time. To represent his power level, if he wasnt a shichibukai it should be around 800mil.

Joker bounty should be around 800 (got frozen by the government, so only Oda (the government) knows the real power, probably 800m as you say)
Luffy got 500m by the only one who knows real power level, Oda (The government)

Jokers bounty is frozen, doesnt represent his real power level. It is frozen at 340mil, Luffy got 500mil for defeating him. It is how Oda works, if he gave him 800mil+ for defeating Doffy then this last increase wouldnt be this mindblowing as it is. Doffy wasnt rated at 800mil to the public even tho Oda is aware of it and thats the main reason why Luffy didnt get more. He is creating the suspension by keeping his bounty at 500mil to create this huge news of 1,5bil.
Government doesnt need to know it, Zoro is the example. Oda is the one who decides them and i think i explained why it didnt go to 800mil for defeating Doffy.
Edit: Same thing in case with Crocodile. He always gets higher bounty than the opponent has in his wanted poster. Crocodiles real power level is higher than his poster shows. Frozen bounty creates the issue but it works in Oda's favor, benefiting his story telling.

  1. You can't provide an instance where a bounty has gone up without being involved in an incident.
End of the day, despite the fact that Luffy, Zoro and Sanji had clearly become so strong they could 1 shot Pacifistas after 2 years, they still didn't get bounty increases. That alone proves bounty is not about strength, but incidents.

And yes, the higher the bounty, the more likely a character has been involved in multiple incidents.

We don't need to know the specifics of Cracker, Perospero and co, it's just a fact. When one applies functioning logic, everything makes sense.

Nope, wrong buddy. Chopper has multiple forms, they don't know he's the one because they didn't see him transform. Kizaru was too busy with Rayleigh and Sentomaru was surprised when he saw Monster Point. They have no idea he's the one.

Seems like you don't have a valid case to make. One can have a bounty of 100m without being strong. Caesar had a 300m bounty simply for using his weapon on PH with a biological weapon. As it's stated, one just has to be dangerous. Strength and Danger are not synonymous.

Robin is a great example, 8 years old, weak, but still attained an 80m bounty. Has nothing to do with strength, but incident.

As I've tried to educate you on this before, Bounty only goes up with incident. It doesn't just arbitrarily go up.

Then why is Urouge with 108m able to do as much if not better than Luffy could against a Pacifista pre-skip? Was Urouge apparently 3x weaker than Luffy then?

Every "power level" system is flawed but the bounty system at least attempts to be a both an indicator of individual power and personal leverage over the WG. It's not just a 1 < 2 quantitative indicator, it's always also qualitatively important to the plot. They can't base the entire bounty on ACTUAL threat without revealing some reasoning (such as Robin's ability to read poneglyphs), but they can do 'undercover' stuff like how Aokiji followed Robin around to see what she was doing (in fact I think there's an . Does an 80M bounty necessitate a freaking Admiral following around a child well into adulthood? No, but that's why the bounty system is interesting. It's not the most perfect power level system ever, but it's the best I've ever seen in this sort of story.

It was never a power-level system. If it were, why didn't Luffy, Zoro and Sanji's bounty go up for 1-shotting a Pacifista pre-skip when Sentomaru realised they'd become Haki users?

Bounty has only ever gone up after an incident. The precedence is incident, not strength, otherwise, Bounty would go up without even need of being involved in any incident, but simply evidence of power.

Luffy, Zoro and Sanji defeating Pacifistas is an incident. Why didnt they get an increase? If you read One Piece you will notice that Oda wont increase the bounties every single proof of strength.

Is there a greater incident in the world of One Piece than demolishing a face of Celestial Dragon? Additionally, beating up several Celestial Dragons more.

I asked you to be specific. Fact is we dont need to know specifics about their incidents because its irrelevant. We do get to know their strength because thats the relevant thing. If you apply the correct logic you would understand that it will never be about incidents. We only know about the incidents of the main characters since we follow their story. All others wont tell all the incidents they were involved in, we only get to see their strength.

Sentomaru saw him transform and told him that he has incredible power but he cant control it, Kizaru was present there like all others. I doubt that admiral tier would miss a giant screaming monster. Kumadori fought him and saw him transform. They know it is him.

I dont have a valid case to make? I am not the one who is going back to Robin each time. Ceasar is strong enough to wield 300mil bounty, we saw the proof of his strength. I told you already, name one character with bounty 100mil+ who is not strong enough to wield it, Usopp aside.

Unestablished character, a rookie. He didnt need any bounty but then he wouldnt be among the supernovas. Oda's underdog, the strongest among them with lowest bounty. As i said you dont understand it.
