Ground Rules for the Power Level Discussion Thread

As always, please follow the guidelines set by the Forum Rules that apply across the board.

It's important that discussions from a current chapter are spoiler tagged until 24h have passed from an english release.

  • For the sake of constructive discussion, where and when possible please quote/ source any information you provide. Particularly when it comes to conversations carried over from other threads.
  • Avoid passive agressive posts, sly remarks or baiting/trolling. You can certainly have fun or disagree without it being at someone's expense.
  • Only use anime examples that are canon and as means to provide clarity to pages in the manga. Any other anime material is otherwise non-canon and should only be referenced if it can be proved that the mangaka had approved it.
  • We will strive to avoid repetitive discussions and any extensive battle topics will be guided to the Davy Back fight to existing threads or new ones can be made there.

As of now these topics are shelved due to repetitiveness or until the manga can present us with material to further discussions:

The latest chapter has now confirmed that Ussopp will always be the weakest SH and Sanji was and is just below Zoro after entering the NW. The suit should give him comparable strength until he unlocks more of his potential and strength.

It is a direct information from Oda to the reader to inform the reader what level of strength, literally, they are supposed to expect from such character.
SHs accomplishment in Dressrosa is far greater than their accomplishment in WCI and the difference in Luffy's bounty increase is 100mil vs 1bil. It's not hard to guess why. It is because Doffy's head is worth 340mil before it stopped increasing and Katakuri's worth is 1bil+.
The major reason for Luffy going above 1bil is because he has beaten a 1bil strong character. Previously believed that bounty is only a crime/threat to WG being proven wrong is nothing surprising. I stated from the start that bounty of all SH opponents or allies is indication of strength, literally.
Strawhats are exceptions, so is Urogue.

I'm not so sure they brushed it under the rug since Fujitora announced to the world what really happened to prevent Alabasta from happening all over again. That was a big deal for sure, but you're indeed correct about WCI being on an entirely different scale. The idea that Dressrosa is a bigger feat. than WCI is almost farcical. Dressrosa was child's play compared to WCI.

One thing that will be a huge interest is the Shichibukai as Fujitora stated. He wasn't included in the War of the best, so I doubt he was even a Vice-Admiral before he got drafted in. I am beginning to have a feeling that Fujitora is more or less playing Blackbeard here. He already stated he only became an Admiral because of the Reverie and to end the Shichibukai system, in which case could mean he's ready to lose if as long as he accomplishes what he set to do there.

This chapter featured Weevil on the news with a warning implying he's probably lost his position as a Shichibukai. This doesn't help the WG consolidate their reliance on this system.

Then you have the fact that King of Prodence, King Riku of Dressrosa, King Cobra of Alabasta and others will definitely support the idea of discarding the Shichibukai system as they've clearly been victims of the Shichibukai system.

After what Fujitora pulled off at Dressrosa probably ticking off the Celestial Dragons and the Gorosei, what will happen to Fujitora if he openly opposes the Shichibukai system which they are advocating?

He could potentially lose his role as an Admiral if he openly opposes it. This could depend on the number of countries that may decide to pull away if its significant or not.

On the other hand, the WG cannot afford to lose an Admiral especially after the loss of Aokiji. The Reverie will likely be the centre of a paradigm shift regarding how the WG is viewed. Their image and hold on the world is definitely not as strong as it was pre-Luffy.

Enies Lobby is a counter-argument because, according to how you define bounties, its a bigger event than WCI. Let's go all out and include Impel Down and Marineford War. These three events together cant beat WCI from your bounty view point.
He outright challenged an Emperor that hasn't been wounded at any level whether in political power, military might or reputation in over a decade.
How long has it been since someone stained WG's Judicial island? How long since someone broke in and out of Impel down? He outright declared the war to the entire world and challenged all they had to offer.
He made it into the WCI capital and destroyed the castle.
He made it into the Judicial center and destroyed everything in his path. He made it to the bottom of Impel down and went back up all the way causing havoc on the way. He made it to Marineford and managed to free Ace.
He then defeated 2 top guns within her militia.
He then defeated the infamous Rob Lucci, strongest person of the CP9 and strongest person present.
In what took a day and on the spot to those who had no idea what was going on, he made multiple powerful allies on the spot.
Made powerful allies in Water 7, he made powerful allies in Impel down, he made powerful allies in Marineford war.
And then escaped unscathed.
Check the definition of unscathed.
And this was just a week after Dressrosa.
Whatever point you tried to make with this...

According to your definition of bounty, mainly the crime and threat against the WG, these 3 huge events together didnt contribute to Luffy's bounty as WCI alone.
You see where i'm going with this? What's the difference? I'll tell you what it is. He wasnt beating 1bill+ strong people, he wasnt strong enough. It is the strength.

Strawhats and Urogue are exceptions, newcomers, unestablished characters, didnt have time to prove their strength yet... Bounties dont represent their strength, at least not the real one. I can pick each SH member separately and discuss their bounties to find holes in your logic, if you want to go deeper into this, however, censorship might not allow us so there might be no point in discussing it further.

Bounty does not equal strength, it represents how dangerous the individual is to the WG/world. Kidd's bounty was higher than Luffy's not because he was stronger (we don't know which one is stronger), but because he did tons of damage and hurt innocent people. Luffy's bounty isn't just going up because of his strength, but because of the danger he possesses to the World Government and to the world, in the World Government' view. Same reason why Robin had a high bounty when she wasn't even 10 years old yet, because of her ability to read Poneglyphs putting the world at risk.

It's an information from Oda to inform us how dangerous the person is, not necessarily how strong he/she is. Buggy isn't that strong, but he'd still have a pretty high bounty just because he's the captain of a crew stacked with some of the most dangerous criminals. Luffy isn't stronger than a Yonkou, but he'd still have a bounty close to theirs just because he's openly declared war against the World Government and has been doing things to upset their power and putting the world in danger, in their view anyway.

Luffy's bounty going above 1 billion isn't just because he beat another enemy whose bounty was 1 billion. Luffy's bounty increased because he essentially beat Big Mom symbolically, if not physically, by infiltrating her territory, sparring with one or two of her top commanders, ruining the wedding and Big Mom's plan, and making it out alive. Doflamingo isn't a Yonkou level pirate, and he was caught doing horrible things. though, it is weird because by taking down Doflamingo, Luffy caused a ripple effect throughout the New World who got stuff or did deals with Doflamingo, though maybe the WG isn't aware of most of them.

That's not a counter-argument. By all means, Chopper's bounty should have been more than 100 beli as he beat a strong World Government soldier, but it wasn't.

@M3J I already said Strawhats are exceptions. Chopper's bounty makes no sense in any form or shape, except that its a gag. It is a counter-agrument precisely because of that. Chopper committed crime against WG and represents a threat and is strong enough to have a high bounty yet its a 50 berry, an exception, since it doesnt fit any bounty formula.
What crime did Luffy do against WG by going into WCI? What made post-WCI Luffy a billion higher threat than post-Dressrosa Luffy? It is still the same Luffy, same crimes, a bit more allies but only real difference is the proof of strength. Strength showing that he is able to beat 1billion+ strong individuals.
Sure, thanks to Morgans spinning it his way it was blown out of proportions and there is increased threat due to both strength and increased alliance but strength is the major thing here. His bounty could have been 900mil and it would have been a whooping increase, more than enough for what he did in WCI but no, it had to be higher than Katakuri's. It is not a coincidence.

I told you many times this arc will create mainly character growth and in fact he acquired a new skill while fighting a major opponent.
I also believe this arc was a set up to mature Luffy's crew and realise the way and how to be prepare to defeat a Yonko i.e Kaidou.
I think Law will have prepare a plan for Wano and use his strategy unless they have been caught up into an unexpected fight.

I know you said that, but it still disproves that strength isn't as important as the danger they present to the WG.

Luffy basically showed just how dangerous he is by going into a Yonkou territory as an enemy, causing havoc, and escaping alive, as well as beating a Yonkou commander. Luffy doesn't have to do any crime against WG to get his bounty up, he just has to show he's dangerous to them and to the world, which he did. Rarely any pirate, much less a rookie pirate, has invaded into a Yonkou territory and made it out alive, bar Roger. That's the difference, and that's why he's seen as a higher threat now. If strength was all it took, then the World Government wouldn't have increased his bounty that much since Morgans and others have seen Luffy's inability to do anything to Big Mom.

My definition was correct assuming Bounty increase was only given if offending the WG.

This is the first time we've seen a bounty increase for not directly offending.

Thus the reason the word incident is better than crime.

In fact, if you had been able to read my previous posts, I questioned if bounty would increase, never said it wouldn't; huge difference between saying something would and wouldn't as an absolute.

Definition of Bounty was correct, the scope of what would raise is was only restricted to the Marines.

In fact, even if you or anyone said Bounty would go up after this arc, it really would have been baseless as this was unprecedented and there really wouldn't have been concretely good evidence to make that claim. Claims need to be supported by evidence, this is fundamental.

The idea it's a counter argument is a joke because the reason for bounty going up is the same formula for every bounty increase:

As for which is bigger, it really isn't important. End of the day, Bounty also really doesn't mean x character is stronger than the other.

She did get defeated in a sense, thus the reason why the SH's accomplishment is regarded as a victory and the reason why he's gained the spoils of victory. He dealt a huge blow to her status, her military power and her abode. A victory was absolutely needed to progress the story, but Oda clearly did this way to setup another match between the 2.

Kaido will definitely be defeated, otherwise, the Wano border will not open up. This isn't WCI, they've gone there with an actual army. This is a battle that will have a conclusion.

Luffy has only been in the New World for 21 days, his growth rate is stupendous. Wano might possibly be a month time-skip, maybe few weeks, maybe longer, we'll have to wait and see. However, the fact that Wano's conclusion rides on Kaido's defeat more or less means he's going down.

Not physically, no, but a symbolic defeat is just as important and devastating. While she MIGHT still not get any Yonkou or Marine challenging her directly, she's still not going to be seen as that dangerous or strong. She had a group of minor enemies infiltrate her home territory, ruin her plans, and make it out alive without being able to stop them. Main thing this'll do is inspire people to fight back if they don't see her as that strong or get her allies to stop trusting her if she couldn't take out a raggedy group of rookies.

One way or another, whether by Luffy or the allies against him, Kaidou is going down in Wano. Either that or something has to be done that forces Kaidou to lose power and influence in Wano and takes away the Allies' reason for beating him in the same arc.

One way or another, whether by Luffy or the allies against him, Kaidou is going down in Wano. Either that or something has to be done that forces Kaidou to lose power and influence in Wano and takes away the Allies' reason for beating him in the same arc.
Very good point, so we should be thinking of ways of defeat other than actually KOing an Emperor. To be honest, this might be much more realistic.

Increase is so big thanks to Morgans presenting it in better light than it is, he can thank him for few hundred millions of the bounty.
Judging by that, we can expect such bounty from Urogue too, minus the part from Morgans. Has any rookie Supernova died by going into Yonko teritory? They all survived.
Why dont they have such whooping increase? They didnt beat 1bil+ strong guy and they didnt have Morgans to boost it.

You simply were wrong about it, no need to try to make it pretty. Big Mom is still undefeated, her rage towards FI is still there, towards Luffy still there. You specifically claimed that SHs can not leave WCI without defeating Big Mom because she would go to FI. As you can see, SHs left WCI, BM didnt go to FI. You didnt see it back then why she wouldnt go to FI and not sure if you still see it. Katakuri's defeat has nothing to do with it. He was never the target of the discussion when it comes to FI danger.

I didnt make such claim but look, a baseless claims were true. You can make claims without evidence, its called prediction.

The idea is everything except a joke. Facts countering your views arent jokes. All those events each are unprecedented(Shiki aside) and greater than WCI arc alone.
Yes the reason is the same but why didnt he get 1bil+ bounties for each of those incidents? Lack of strength and lack of 1bil strong opponents which he defeated. The scale of the incident? Well, again, each of those events are on greater scale than WCI. Bounty means exactly that, exceptions aside.

Kaido getting defeated? Thats a no-brainer, even the birds know it. BM not getting defeated was a brainer, apparently.

Nope, wrong. That's far too myopic an insight.

What he's accomplished here is much bigger than just defeating and even so, they don't know how he even defeated them. All they know is the results.

He proved he's dangerous by his ability to get results.

It's not just in defeating opponents, but in acquiring allies effortlessly and doing something that would have required years and years of planning.

There's a reason she's be unchallenged in decades, it's because no one can just waltz into an Emperor's territory and make things happen.

Luffy's bounty has gone up because he's proven he's a threat by constantly changing the dynamics in the New World in a very short amount of time. This is the big picture you seemingly don't perceive.

End of the day, Bounty is not a measure of strength, but threat. Luffy had a bounty of 300m 2 years ago, and Sanji just got into the 300s. Does that mean Sanji is only as strong as Luffy was 2 years ago? No, Bounty is utterly misunderstood if anyone thinks it's a measure of strength.

If you read my previous posts, i never mentioned your opinion regarding WCI bounty increase predictions, but yes, you opinion was that the increase wasnt likely to happen. It was still wrong opinion.
Nope, absolutely false, you clearly didn't read it. I said there's a possibility it would or wouldn't big difference buddy. You're confusing multiple possibilities for absolutism.

No it's not. Bounties are a core component of the world of One Piece. It's not just about power levels, though they are a decent indicator of the tier of physical danger one is on. They determine several character and plot-points. Talking about them can be fun, jeez. Especially in these huge breaks we get after the traditional post-arc bounty increase.

For example, I hadn't even thought of the reasoning for Robin's obscenely low bounty before, but because of this discussion I realized a fact about the WG- they don't always increase bounty scaled to an actual threat. Because they obviously wouldn't promote the knowledge of poneglyphs at all, her bounty is only so high because she sunk a bunch of warships as a kid. It's fun to speculate, for example, what Robin's actual bounty should/would be. On sheer threat level to the WG, it should be +1,000,000,000, as should any living "three eyes clan" people that can allegedly read poneglyphs if they 'awaken' or whatever.
Robin's bounty isn't just 80m for sinking warships, the WG would certainly not mention the Poneglyph so casually to the public, otherwise, people get interested in it. Her bounty is 80m because she's able to read the Poneglyph. They could easily have made it 1 billion and made up a false reason, the WG are not beyond propaganda.

A Bounty only goes up after a known incident/event. A Bounty will never go up without any known event. That's why her Bounty remained at roughly 80m for 20 years.

Bounty is a value always given after an incident. It's not a value to estimate potential threat which is why you estimate her worth as a billion.

80m for 1 incident is a pretty huge value. There are not many things one can do to get bounties sky-rocketing.

Anytime a bounty above 100m is seen, one should look at it as person has been involved in multiple known incidents or 1 pretty huge incident. If anything, a Bounty is really a criminal resume or enumeration of incidents a criminal has been involved in.

He got results and effortlessly gained allies without years of planning in each of the arcs - Enies Lobby, Impel Down and Marineford War.
Each of the events were incidents directly against the WG, not a fight against the WG's enemy, what WCI is. What he didnt gain is a 1bil bounty increase.
It is really a no-brainer but if you refuse to accept it, it cant be helped.
