Ground Rules for the Power Level Discussion Thread

As always, please follow the guidelines set by the Forum Rules that apply across the board.

It's important that discussions from a current chapter are spoiler tagged until 24h have passed from an english release.

  • For the sake of constructive discussion, where and when possible please quote/ source any information you provide. Particularly when it comes to conversations carried over from other threads.
  • Avoid passive agressive posts, sly remarks or baiting/trolling. You can certainly have fun or disagree without it being at someone's expense.
  • Only use anime examples that are canon and as means to provide clarity to pages in the manga. Any other anime material is otherwise non-canon and should only be referenced if it can be proved that the mangaka had approved it.
  • We will strive to avoid repetitive discussions and any extensive battle topics will be guided to the Davy Back fight to existing threads or new ones can be made there.

As of now these topics are shelved due to repetitiveness or until the manga can present us with material to further discussions:

  1. Shanks v Mihawk
  2. Hand to hand fighters > Swordsmen
  3. Zoro > Luffy
  4. Zoro v Sanji
  5. Is Smoker a top 30 character?
  6. Mihawk's rank within the story
  7. Law having CoC currently.
  8. Katakuri > Kaido/Luffy/Etc.

If you wish to continue any of these discussion and remove it from the list, you will need to provide manga material as proof. If there's also anything you think we've covered numerous times, let me know and I'll update the list.

This is the only warning there'll be regarding these ground rules, anything no adhering will be removed. So please just check your posts before posting them.

Killer is portrayed together with Zoro, and has some form of rivalry with him, similar to Sanji.
Killer also gave pre-Enma Zoro a high diff, while not having his main weapons.

He had attack power high enough to damage Kaido, and tanked attacks from Kaido and BM.

He pretty much stomped Hawkins once the threat of hostage situation was resolved, and this was after he was injured in the rooftop fight. Hawkins is someone who is pretty strong himself

Killer was also portrayed/chosen by Oda as one of the 5 leading figures of the next generation. Clearly Oda considers Killer as special.
Hmm I don’t think the fight was high diff for zoro. More like mid diff. Very similar to Luffy vs Hody.
I also don’t think stomping a doll-less Hawkins is a big deal for anyone.
For me it’s more about the people you’ve put in the same tier as Killer.
Katakuri for example. Does this mean WCI Luffy would struggle fighting Killer as much as he did with Kata?
I don’t think Killer did any significant damage to Kaido but we don’t need to get into all that.
To me it makes more sense for killer to be in your YC2 tier. But that’s just my opinion.
Thanks for sharing your list

Well, since the arc has ended, I think we've seen enough for the post Wano ranking.
Let me know what you guys think of my ranking.

"Pirate King"/ Yonko+ tier:
- Xebec
- Roger/Whitebeard (prime)
- Garp (prime)

Yonko tier:
- Whitebeard (old & in meds)
- Kaido
- Sengoku (prime)
- Shanks/Mihawk
- Luffy
- Big Mom
- Rayleigh (prime)/Oden
- Garp (old)
- Whitebeard (old & sick, Marineford)
- Akainu
- Blackbeard

Admiral tier:
- Aokiji
- Kizaru
- Sengoku (old)
- Rayleigh (old)
- Fujitora/Greenbull

YC1+ tier:
- Marco
- Law
- Kid
- Zoro
- Yamato

YC1 tier:
- King
- Katakuri
- Sanji
- Ace
- Killer
- Vista

YC2 tier:
- Cat/Dog (Sulong mode)
- Kyoshiro
- Jozu
- Queen/Smoothie

YC3 tier:
- Doflamingo/Jinbe
- Shutenmaru
- Jack/Cracker
- Cat/Dog (base)

- Page One/Ovens
- Cavendish (Hakuba)
- Don Sai
- Don Chinjao (old)/Lao G
- Sasaki/Daifuku
- Franky
- Black Maria
- Robin/Brook

Honourable mentions:
The character mentioned here are those who we have no idea where they exactly stand, based on both feats and narration. By taking vague hype/portrayal into account:
- Imu (at minimum PK tier, maybe even above it in a tier of his own)
- Gorosei (Yonko tier)
- Kong (Yonko tier)
- Zunesha (Yonko tier)
- Scopper (Admiral tier)
- Ben Beckman (Admiral tier)
- Weevil (Admiral tier or YC1+)
- Sabo (YC1+)
- Shiryu (Admiral tier, or YC1+)
- Gecko Moria (peak: YC1+, current: on/below Tobiroppo)
- Yassop/Lucky Roo (YC2)
- Urogue (YC3)
- Thatch (YC3)
- Boa Hancock/Kuma (YC3, or Tobiroppo)

NOTE:
This is just what I think of overall power level, and doesn't take into account individual matchups. Some characters might be below others in a straight 1v1, but can win against them due to matchups.
For example: Akainu and Aokiji were evenly matched and fought for 10 days, but I consider Akainu's "peak" or overall power level above Aokiji's.
This may lead to some disagreements, and that's fine, I understand where it's coming from. We can agree to disagree.

Some characters are ranked based on what we know of them, it's possible they got stronger off screen and we wouldn't know about it until well into the next arc. While some others are only known to be as high tier and relative to each other. Some examples:
- Blackbeard : no info of current level. Position based on his portrayal (and bounty) in beginning of the timeskip.
- Akainu/Whitebeard (old) : we have info only of them relative to each other, Akainu might come out as a God next arc and I'll have to readjust both of their positions. I positioned them where they are at, because I think WB at Marineford was the weakest Yonko.
Great post!
I love that you put this much work into it❤

For some reason I really dont see Kid beating Katakuri or even being remotely stronger than him, that's how bad his performance in wano has been.
Imo, you can't beat Katakuri unless you are fast like Kizaru, can nullify his DF like BB or can see the future. We've seen with Luffy that despite seeing the future, Kaido was able to speed blitz him during the roof fight because he was insanely fast.

Kid didn't display any hax speed, nor the ability to see the future. His DF is great, but is more effective if there is a lot of metal around. So yeah, hard to see him beat Katakuri. Old hag has a shitty fighting style and didn't display anything spectacular other than her being a tank and having gorilla strength.

To me, it looked like they were fighting almost on equal terms, until the distraction from the monk dude which got Killer to land a blow.
After which, they both went for their final clash, and Zoro won it.
To be noted also that Killer was with unfamiliar weapons in the entire fight.

Well, who took out the dolls from Hawkins? Most, if not all, of it was taken out by Killer himself.

Yeah, I think post WCI Luffy would win against Killer, but struggle a lot. Killer is up there with post WCI Luffy in pure stats .Power creep hit Wano pretty hard :)
Let's compare. Killer definitely has higher attack power than both Katakuri and WCI Luffy, no doubt about it. He can damage Yonkos, and has capability to deal internal damage, one of the most potent type of damage outputs in the series. While beginning of Wano Luffy deals zero damage to Yonkos.
Killer can tank hit from Yonkos. In fact, he tanked hits from Yonkos, and then went onto stomp a fresh Hawkins.
Killer's combat speed is relative to Zoro's, he can definitely hang around with WCI Luffy in combat speed. The dude was so fast that he blitzed the living shit out of Hawkins.

Now, I'd say that even though I think Killer overall belongs to that tier, Katakuri wins a fight mid-high diff, but that's due to matchup really. Future sight + mochi body will mean that Killer will barely be able to land attacks. But by the same token, Killer fare better against say Yonkos, because of his superior attack power. Matchups matter.

Going by purely feats, I can understand if you'd consider Killer in YC2. Killer lacks in feats. He only got to fight against Hawkins, but that was honestly just a stomp, the only tension was caused by the hostage situation. So, he didn't get an opportunity to go all out and impress, like say Zoro or Sanji.

But, I consider portrayal/author intent as well. To me, it seems like Oda considers Killer a rival of Zoro, in the same way he considers Sanji a rival of Zoro. Both weaker, but trailing behind close to him, each of them can push Zoro to a high-extreme diff.
Oda also considers Killer as one of his chosen 5 of the young/upcoming generation. Killer receives a lot of hype from the author himself, and that deserves some acknowledgement IMO

Great post!

Thanks man

Kid can disrupt Katakuri's future sight through assigning polarities. He doesn't need to land a hit on him for that, just get close enough where Kaatakuri is in the radius, which I think should be doable for Kid.
IMO a fight between them is going to be a slugfest, with Kid eventually outlasting Katakuri.

BM has combat speed relative to at least base Kaido. So, Kid keeping up with her in physical combat means something.

And again, I think matchups matter.
IMO Katakuri can defeat say Zoro due to matchup, but overall I'd consider Zoro stronger.

The power scaling in Marineford may not much sense now.

However, going by Ryokugyu own words, a few commanders are not a big deal for an Admiral.

Besides, it would make zero sense for someone less than Yonko-level to fight Luffy right now.
if not, then that does indicate that admirals are at that level, and old Whitebeard was just on a different level. But also, during the war there were way too many combatants, so it may not be an accurate way to gauge strength regardless of power scaling changes. Maybe Whitebeard would have fared better without distraction, or the admirals could have done more damage if Whitebeard's men didn't keep interfering.

Magma, light, gravity and now ability to make your ecosystem is pretty terrifying. Admirals are literally walking disasters. What's worse is that are pretty disciplined and do not underestimate their foes. We've seen Kaido underestimate Luffy and not finish him when he should have. Akainu was going for kill shots in Marineford. Big Mom losing her mind when Caramel's picture broke is another example of having no discipline. Big Mom was never able to grow up from being 5 years old because nobody challenged her.

Marineford's power scaling stopped making sense the moment we learned that Akainu and Aokiji could shift an entire islands climate when going all out. You could even argue that Marineford feats became obsolete the moment Luffy, Zoro, and Sanji one shot the Pacifistas.

Another example of this is Mihawk vs Luffy. Most of us consider Mihawk as on the level of Yonkou/Admirals, but somehow pre time skip Luffy is somehow giving him the slip? What we know about top tiers now, Luffy should've been finished from the first attack.

But, while feats are wacky, I'd say the portrayal of the Admirals and WB were pretty clear when they clashed and all the Admirals were capable of clashing with Oldbeard equally at one point or another.

The admirals are very good at working together. Their ability sets synergize pretty well. Kizaru is the fastest and can snipe at a distance which is very dangerous for characters who can't get close to him quickly. However, I am wondering how well the Straw Hats would do if they had to fight any of the Admirals one on one. Zoro vs Fujitora seems like a very difficult matchup for Zoro unless he manages to get up close. All he can do against a meteor is try to cut it in half, which wouldn't work. Luffy vs Greenbull seems like an ambiguous matchup for Luffy too, although Gear 5th is definitely strong enough that he could win. The bigger problem though is that the Straw Hats fighting the Marines just seems very tough because only Luffy and Zoro have really strong Haki. Sanji could fight someone like Kizaru and dodge his attacks at range, but it would be a tougher battle for Sanji than his fight against Queen by a great deal and he would only be able to keep him busy. However, I forgot about Kizaru's light saber technique and to be honest I can think of no way for Sanji to fight it other than his ranged fireball kicks. I'm not sure how the Straw Hats or admirals could fight as a group against multiple dangerous opponents at once as that hasn't really happened before. I forgot to mention that Gear 5th Luffy has an option against Fujitora's meteors. If he turns giant and then also activates his Armament Haki, he could use a ranged Haki energy ball that blew up the meteor from the inside and would be big enough to destroy it. However, he could also just evade if he was using Gear 5th, and like Zoro he would want to get close if he was fighting Fujitora. If I had to rate it as a power level discussion, the power levels I'm estimating for the admirals and Straw Hats I mentioned so far would be like this:

Offensive Power:
Fujitora's meteors=Gear 5th Luffy Giant Form>Zoro>Fujitora>Kizaru>Greenbull>Sanji

Movement Speed:
Kizaru's teleports>=Gear 5th Luffy>All admirals jumping distance>Sanji>>Zoro

Durability:
Gear 5th Luffy Giant Form>Admiral barriers>Zoro's swords>Sanji's exoskeleton>Greenbull>Kizaru

I don't see how Fujitora's meteors are rated so highly on this list of yours? Are you implying that Kaido would feel more threatened by a meteor falling on him than Zoro's strongest haki attack? I think anything that doesn't have advanced Haki is pretty much laughed off.

Also, in what world is Kizaru's offensive power so low? He can shoot lasers that can explode half an island, and make his bodyparts move at lightspeed giving immense force/weight on his attacks.

Thinking Sanji even has a chance on Kizaru without another power-up is a bit nuts.

Fujitora's meteors are very large. I think Kaido would have to destroy a meteor with his Boro Breath or just evade it to not die from being crushed by the weight of the meteor. Zoro's strongest sword wave could have, in my opinion, cut through Kaido, but Zoro uses melee attacks instead, and Kaido would have dodged if Zoro had used a sword wave. As for Zoro's melee attacks, he definitely doesn't deal as much damage with them as a meteor would although one was strong enough to stop Big Mom and Kaido's team attack. You're assuming DF abilities aren't strong enough to be as dangerous as Haki but that's definitely not true.

Kizaru's lasers have never exploded half an island before, they are single target although the Pacifistas lasers are capable of wide explosions of 10 to 20 meters or something along those lines, so he can use AOE attacks like that, or his barrage of lasers attack. He doesn't actually kick at the speed of light, he just kicks at the speed he thinks light travels at. There isn't a scientific theory of the speed of light yet in One Piece. He does hit very hard, and honestly I didn't think too much about that, Sanji could not block a lightspeed kick without getting a broken leg. At least he could self heal if he mistakenly got hit by one. However, he could dodge the lasers at a moderate distance. One problem is that the one example I just looked up about Kizaru's light speed kicks has him kick in a relaxed way that definitely isn't his fastest charge up speed. Another one is that Sanji couldn't even do significant damage without a Diable Jambe hit, and Sanji would basically just need help to be able to fight him in addition to the problem that his Light Saber outranges him. Oh well.

Yeah, but it does give us some indication. And there could be explanation, like Mihawk not going all out yet or Aokiji and Akainu not wanting to destroy Marineford like they did Punk Hazard. Hell, Whitebeard might have fared better because he didn't care about destroying the island, while the Marines wanted to protect it, so the admirals held back.

It does create a problem

Supposedly the 20 Pacifistas were a pain in the ass during Marineford

But now it means one of Whitebeard commanders could easily defeated all the Pacifistas

Heck, Whitebeard himself could destroy all the Pacifistas with a single swing of his bisento

I can't see how Zoro or Sanji can be compared to the Admirals power

Zoro greatest feat in Wano was cutting the skull dome horn? The Admirals could nuke the entire islands in seconds

Offensive power:
Kizaru > Fujitora >> Luffy >>>>>>>>>> Zoro > Sanji

Movement speed:
Law >> Kizaru = Kuma > Enel >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> Fastest person to ever live

Durability:
Kaido > Big Mom >> Luffy >>>>>>>>>> Sanji > Zoro

Zoro's attack power is very high. The damage he did to Pica's giant stone construct was extreme. Admirals can't destroy entire islands in seconds. Akainu and Aokiji terraformed Punk Hazard into lava and ice, but that took days of fighting to happen as far as i can estimate. Their attacks have never covered a wide enough area on screen to immediately do that. Aokiji was probably able to hit a wide area far more quickly, however.

Kizaru does not have more destructive power than Fujitora. You could argue that he is a more dangerous combatant in some situations, but his level of destruction is quite a lot higher. The problem is that his meteors are best against stationary or slow targets. If enemies can evade the attacks, it won't be as big of a deal, but it works against lots of enemies in an area at once. Kaido is more durable than Big Mom though.

I think i should add on a detail or two. Luffy doesn't have passive defensive conqueror's haki yet like Big Mom does unless he can use it on his arms defensively now as he does when he uses it offensively, so he is not automatically more tough defensively than Sanji who has an exoskeleton. Zoro hasn't shown much durability defensively because he usually attacks instead of blocking. I agree with most of your points though on the power level measuring except on the admirals.
--- Double Post Merged, ---

Luffy might learn more ways to use his Devil Fruit Awakening over time. He's made his environment rubbery before so he could make rubber restraints around enemies he defeats to restrain them or rubber barriers to block attacks without getting directly hit. They would also be bigger than him so they could block significantly stronger attacks unless he was already giant using Gear 5th. Additionally he could put rubber barriers up for his allies so they had some kind of cover, or he could put up multiple rubber barriers in an area in case he needed cover positions against attacks. Luffy probably wouldn't think of that last one, though.

For some reason I really dont see Kid beating Katakuri or even being remotely stronger than him, that's how bad his performance in wano has been.
1) Was his Performance in Wano really bad?? Against Kaido he wasn’t really a factor. But vs Big Mom Kidd did pretty well, despite needing a tag team to land his hits.

2) I don’t think Kid’s performance was bad in Wano. His display of skill, versatility and creativity with his DF was highly unimpressive. Compared to the numerous DF powers & users that are all of those things….It’s Oda’s fault that he hasn’t made Kidd’s power set visually & conceptually more creative.

I think you are vastly underestimating the extend of the Admirals power.

All of them performed island-sized attacks:

And the Admirals did this comfortably, as if it was no big deal. Who knows how far Aokiji can freeze given enough time?

You cannot compare Pica to this. In fact Pica's statue is among the rubble that Fujitora lifted.

I say Fujitora destructive power is lower than Kizaru because at best his ability can crush an island, while Kizaru can flat out blow it. But I'm assuming Fujitora cannot attract hundreds of meteors.

Fujitoras meteors werent impressive imho. Law and Doffy dealt with them quite easily. His most problematic attack is binding his opponent with gravity like seen with Zoro.

I'm weirdly okay with Marineford Mihawk because he was there just to test the 'distance between' himself and Whitebeard. Luffy showed up out of nowhere and presented him with an interesting little thing to observe, then Vista popped in as a fun distraction. It's clear he was nowhere near going all out. None of the Warlords were, because none of them gave a shit about the Marines' objective. There wasn't Birdcage Doffy or Shadows Asgard Moria or whatever because they really had no reason to go all out, and certainly Mihawk even less than them.

The only antagonist whose personality made sense for 'going all out' in that setting was Akainu, and he probably wasn't either given what we now know about him (unless he significantly leveled up during the timeskip).

people over rate kata so much, Post WCI luffy was speed blizted by kaido, Luffy would currently mid-low dif kata, and luffy would currently mid-high dif kid. Kid would mid dif kata.
They rightfully rate Kata high because he's an all-around genius like Luffy with a similar DF (well it was at the time anyway). Kata has the experience to utilize CoC, a form of advanced armament with Block Mochi, and the ability to see the future. Despite being hyped as having CoC, Kidd didn't use it once in Wano at all, much less his decisive battle with a flipping Emperor. Kidd can fly, sure, but depending on the terrain Kidd's DF ain't doing much of anything against awakened mochi, and his own awakening probably isn't going to do much to Kata. Mid diff my ass lol

Kaido defeated Luffy at the beggining of Wano like he was nothing, and it wouldn't be different with Katakuri.

Luffy or Kid got so strong that they could one-shot Katakuri by this point.

Kid ????!! Kid has been shown of the big 3 to have by far the least potent attack power , his haki is mediocre and just uses brute force
He’s a tank but law and luffy are far superior attack wise
