Ground Rules for the Power Level Discussion Thread

As always, please follow the guidelines set by the Forum Rules that apply across the board.

It's important that discussions from a current chapter are spoiler tagged until 24h have passed from an english release.

  • For the sake of constructive discussion, where and when possible please quote/ source any information you provide. Particularly when it comes to conversations carried over from other threads.
  • Avoid passive agressive posts, sly remarks or baiting/trolling. You can certainly have fun or disagree without it being at someone's expense.
  • Only use anime examples that are canon and as means to provide clarity to pages in the manga. Any other anime material is otherwise non-canon and should only be referenced if it can be proved that the mangaka had approved it.
  • We will strive to avoid repetitive discussions and any extensive battle topics will be guided to the Davy Back fight to existing threads or new ones can be made there.

As of now these topics are shelved due to repetitiveness or until the manga can present us with material to further discussions:

You mean when he expands his body with haki? Because otherwise without haki, he'd get cut by the strings, and I think Luffy himself said this while breaking out of the string binds in Gear 4.

At this point, I think only Whitebeard crew amongst the 3 Yonko crew we know, could be stronger than Strawhats, if we consider "top 10" characters. BP and BMP top 10 are for sure outmatched by current SH top 10.
(Considering we know nothing about RHP, we ignore that)

Luffy's crew
Luffy is Yonko level. Stronger than BM, old WB (marineford). Weaker than Kaido, old WB (in meds)

Current Zoro can mid-high diff King, and mid diff Katakuri. And can fight at Yonko level for maybe 10 mins or so at this point.
Marco would be the biggest problem here, He is someone Zoro can't take out fast, cause nobody in the verse takes out Marco fast. But Marco is also someone against whom Zoro doesn't need KoH mode. He can just be his rooftop self and give Marco a run for his money, with fire cutting technique and advanced armament.
I guess Zoro wins this after an incredible long fight, but this would be his toughest YC1 fight.

Current Sanji would be borderline YC1 level. I think he has a real shot against Katakuri. But he can't damage King, and Marco outlasts him.

I'm not sold on Jinbe being some YC1-2 either.
But I do recognize that Oda has retconned all the Shichibukai, and so Jinbe should be at least as strong as Queen now

The mid trio are Tobiroppo level.

Coming to weak trio. Monster point Chopper may be Tobiroppo level, but it only lasts for 10 mins. Nami has high end Tobiroppo level attack power with zeus, but can be one shot by anyone. Ussop is weak across the board.



Coming to WBP.
I think we both agree that Marco is the strongest YC1. Though I'd chalk up Marco damaging defence mode King to his usual fire shinanigans that we saw against BM, or maybe just inconsistency from Oda .... cause there is no way Marco hits harder than rooftop Zoro.

I think Jozu, Vista and Ace are borderline YC1. Would lose against all YC1 like Sanji, but still up there
Jozu and Vista due to their fights against actual top tiers in Aokiji and Mihawk. Ace due to the novel and portrayal (he was as strong as Jinbe as a rookie, then grew stronger since joining WBP)

Thatch was at least as strong as Jinbe. Since he was stronger than rookie Ace, who stalemated Jinbe
I'll be safe and say he's YC2 level.

Izo is surely stronger than every Tobiroppo, as seen from his feats. Quite possibly borderline YC3 level.

Rest of WB commanders should be varying Tobiroppo level characters.



Comparing SHs and WBP:
WB (in meds) > Luffy > WB (out of meds) > Zoro >= Marco > Sanji >= Jozu ~ Vista ~ Ace > Thatch ~ Jinbe > Izo > mid trio ~ 3 of WB commanders

Ultimately, when we are looking at matchups, following are extreme diff:
- WB fights Luffy
- Marco fights Zoro
- Jozu fights Sanji
- Thatch fights Jinbe
- Izo + 3 WB commanders fight mid trio + weak trio

Leaving Vista and Ace without any real opponent. They are strong enough to roflstomp the mid tio and weak trio.


Conclusion:
Top 10 of WB Pirates > top 10 of SH pirates
TBH I don't think there's that big a difference between kaido and big mom. Big mom never had old age attacks like WB, old age definitely did not catch up to her. Add to that her impossibly versatile fruit, ridiculous range of powers and the fact that she can use her own lifespawn to heal herself. I give kaido an edge but not that big an edge...

I don't think the situation is that sanji can't damage king. He definitely can't damage king while in defense mode but sanji has shown he is absurdly fast, he probably can keep up with attack mode king better than zoro did. That said, his ifrit jambe probably won't cut in, in the end he will only have his physical prowess to cause damage.

I don't think marco hits harder than zoro but he probably doesn't need to to actually injure a yonko. Zoro is in a weird spot power wise as his power is still limited by his... stamina if you will. Marco is more balanced so to speak. He can simply go full power without issues.

Hmm, if the implication so far is that WB's commanders were ahead of other yonko's commanders then I wouldn't put sanji ahead of jozu or vista. Sanji just barely won against queen and the implication at this point is that queen doesn't stance a chance against an admiral. Meanwhile jozu at least put up more than a decent fight against kizaru and sanji just barely won against queen.

Reason G2/G3 Luffy could fight against Doffy was because:
- Doffy was massively nerfed. Prior to that nerf, you could see him dodge a G2 gataling casually. While later on, he could get tagged by G2 and was basically equal to G2 in CQC

G4 Luffy was gonna low diff Ulti anyway. He just wanted to get things over fast.
Luffy used G4 against a random number too, and numbers are fodder. Is the number now stronger than Vergo/Pica?
My post says doflamingo could handle G2-3 luffy without that much trouble. There's a chapter that specifically shows gear 2 being fast enough to hit doflamingo but not to actually cause harm. And G3 being strong enough to cause damage but too slow to hit. And this after doflamingo ate a bunch of damage.

Sure, luffy would have won, but luffy specifically makes the point that ulti is strong. It's not just that he wanted to finish quick, he was risking real damage at this point. With the number he was definitely going for a quick victory. I could see vergo not being able to win quickly against a number.

Yes, of course with haki.
But point anyway was that no expansion = Luffy is stuck in strings. His "combat stats" (such as attack power, speed, CQC, haki etc) isn't helping him here, what helps him here is that he can expand/contract his body.

Even someone with massive brute strength like Jozu (there are only a handful of characters with more brute strength than Jozu) couldn't free himself from the strings. Because the point of tying you up is to exponentially restrict the strength you can assert.

To break free from Doffy's strings, you need one of the following:
- ability to change body shape- logia, zoan and certain paramecia can do this. Logia can just move around. For zoan and paramecia, you need good haki to protect yourself while you expand
- ability to use "barrier" haki. Advanced conqueror's would be more than sufficient because the barrier size is huge. Advanced armament might be enough, but not sure. Advanced armament with internal destruction would easily do the trick by breaking the string itself

I didn't say BM was nerfed by old age though, she's some kind of mutant who is apparently immune from that. My stance is simply accounting for both feats and portrayal of both characters
Based on portrayal, it would be an extreme diff for Kaido.
Based on feats, it's a high diff at worst. Feats vise she has conqueror's haki, physical strength and durability relative to Kaido. But she is lagging behind considerably in CQC, mobility and she lacks future sight. Doesn't have any "blitz" attacks.
Even if some of it can be chalked up to limitations of Oda as a writer, having future sight vs not, having blitz attack vs not.......cannot simply be attributed to Oda's limitations.
Accounting for both portrayal and feats, I say Kaido high-extreme diff BM.
BM vs Luffy can be debatable, I agree. Because G4 and G5 have limitations, while G2/G3 is surely not enough for BM.


Sanji post powerup got tagged by Queen multiple times, who is much below defence mode King in both CQC and mobility. Let's not forget that defence mode King had CQC comparable to Zoro, and mobility superior to Zoro. He would have no problem keeping up with Sanji in his defence mode.
Only Sanji's "super speed" mode would need King to use his own speed mode to keep up, I would agree. But the issue is, Sanji's super speed mode tires him out incredibly fast and he can't maintain it for long duration. King can simply choose to remain in his defence mode and wait it out, he can even allow Sanji free hits and explode himself.
Current Sanji vs King would be a repeat of pre advanced conqueror's Zoro vs King.


Me pointing out Marco's attack power being below Zoro was just to address the "Marco damaged King" thing. That was probably DF shinanigans, or just Oda being inconsistent. Anyway, we are on the same page here, so no issues.
Zoro is limited in stamina only when he's in his "KoH" mode. Zoro showed no signs of stamina issues in rooftop. The question is, would Zoro using only advanced armament + matchup advantage due to ability to cut fire......be enough to defeat Marco? Zoro with just advanced armament had enough attack power to threaten Kaido and deal damage to him.
Marco has better mobility than Zoro, as well as better CQC than Zoro (since Marco was overwhelming both King and Queen in combat, while Zoro and King were relative in CQC). Marco is also amongst the most durable characters in the verse.
While Zoro has higher attack power (even with just advanced armament), and better haki in general. Can also pull up KoH when at the finale of the battle.


If we start fresh, IMO current Sanji would mid-high diff Queen.
Regarding King/Queen vs admiral, they were obviously not in their best shape, being thrown in prison without any medical care and missing limbs. Also to be noted is that GB was the worst matchup for King/Queen, since he basically negates their greatest strength - their durability, because his plants bypass tankiness and suck.
I think King at least would've put up a decent fight against an admiral if he was at his peak condition.
Queen however probably gets stomped regardless, because the implication of Queen vs nerfed BM was pretty revealing. O-Lin easily handled Queen and threw him away.
Sanji >= Jozu/Vista/Ace is reasonable IMO. Same tier anyway, so doesn't matter much.

After the Vergo incident, he got no diff'd by Doffy and that's it. Then he fights Ovens.

For example, his last proper fight in East Blue was Kuroobi, who he barely won against. He had no 1vs1 or any fight that pushed him since then until Mr.2, a top tier Crocodile agent. After that he only needed Satori and the davy back fight to be fighting against Jyabura. We have never even seen the man train for any of this.

Chances are he did grow stronger after Punk Hazard and once again after Dressrosa even if he did nothing.

It's not just Sanji, all the Straw Hats grow stronger due to story progression.

If you want a logical explanation, it doesn't make sense even for Luffy. What exactly made him fight on par with Crocodile? Does the 2 times he was defeated really gave him the preparation he needed, if you look at these fights? Was it his fight with Wapol and Mr. 3? The real answer is that it was a saga that lasted 117 chapters.

The worst case of this is the Straw Hats, Law and Kid having a hard time in Wano, even after the raid started, only to become many times stronger once the rooftop fight started. There are dozens of examples, the worst one being Luffy and Zoro vs Apoo.

Anyway, the crew always keep up with Luffy. If Luffy gets stronger within an arc, the rest of the crew does too. I'm not particularly a fan of this aspect of One Piece, but it's a pattern in the story that's difficult to ignore.

I place Vergo > PH Sanji and place Vergo as a Senior VA the same level as the MarineFord/Buster Call VA's we've seen. Maynard and Smoker were both VA's but inferior to Vergo so they are Junior VA's.
Senior VA's are equivalent but weaker than Yonko Executives. IMO. They can give a mid-high diff battle to top Yonko Executives but will end up losing at the end. How I see it is like this:
Raid Suit Sanji >/= Page One > Base Wano Sanji > WCI Sanji >/= Vergo > Smoker >/PH Sanji > Maynard.
Whether you like it or not, Sanji progressively got stronger throughout the New World, by a lot ? No. But slowly. Sanji fought/clashed with Vergo, Doflamingo, Sheepshead, Yonji, Judge, Niji, Bobbin, Big Mom (w/ Luffy), Daifuku, Oven, Yuen/Raisin, and finally Page One. Even though he lost to a few of them or didn't fully fight them he earned experience and that helped him grow, IMO.

I strongly believe that the Monster Trio were at least VA level or higher, right after the TS.

I believe Cracker >/= Doflamingo. Big Mom was confident that Cracker could defeat the man that defeated Doflamingo, if not she would have sent Smoothie or Katakuri. Cracker himself states that BM sent him personally.

I don't see Jimbei defeating Doflamingo, due to how fast and tricky DD is but I can see Jimbei giving Cracker a hard time due to the water, if he is near Water source, but strength wise, Cracker > Jimbei.

I don't see WCI Sanji beating Oven or Daifuku, but not until Raid Suit Sanji would he be able to defeat them. Yes, Sanji was extremely fast and managed to kick Oven, but Oven quickly got up relatively unharmed, it did hurt him but I don't think Sanji would have beaten him right there and then.
Sanji vs Daifuku, in their first clash, Daifuku's genie sends Sanji flying and in their second clash, it is unclear but I would give the benefit of the doubt to Daifuku.

But I do think Oven or Daifuku would have taken down Vergo.
Pica would also lose to Oven due to Oven's heating ability, but would probably give a hard time to Daifuku due to Pica's stone ability. But take away PIca's ability to hide in the Stone Statue, not his DF powers, but only his ability to hide, then Pica would be dealt with easier, just look how easily Zolo a Senior VA level character at that time, took down Pica.
We don't know how exactly strong Dressrosa Zolo was at that time, but I would say at least stronger than Senior VA's.

Overall, the Donquixote Pirates do not measure close to the Yonko Pirates' crew.

@kkck I like your chart and I like how you placed Ace below Vista and the rest of the Top WB pirates. Ace was still inexperienced compared to them and was well below them. IMO he was YC3 level.
Although Im surprised you put Compote on BMP's list even though we never got to see her in action. I honestly wanted to see her AND Snack in action, but we didn't. Shit, even Bobbin we didn't really get to see him.

Dude has been hyped/built-up as the 2nd strongest amongst the OG Shichibukai. Had outright portrayal over Crocodile in Marineford, someone who gets non stop wanked by Oda even now.
Has hax which can render Jozu, one of the physically strongest characters in the verse, immobile, Meaning unless you can change your body's shape or have barrier haki, you're toast once you get caught.

Start of the TS; The SN Captains were YC3-Yonkou Officer lv. Then they grew in strength throughout the story….By start of Wano they are all YC4+ due to power creep, and off screen training…

Doflamingo is less than or equal to any YC3 Commaders. Jack, Jozu, Cracker…..


Vergo/Pica are easily Tobi Roppo/Yonkou Executive lv….Pica is situational/Conditional as he becomes a problem only YC4+ characters can deal with…Vergo is equal to or less than Ppl like P1/Oven/Sasaki/Daifuku…

So that puts Sanji Low Yonkou Executive lv where it would be an extreme/Diff fight against the characters in that lv Pre Wano.

Zoro would scale to a YC4; & just power creeped until he got enma

Yes Jimbei was stronger than Zoro & Sanji like we all thought. Jimbei is equal or less than any YC3

WBP top commanders in order is Marco, Vista, Ace, Jozu……Ace is anywhere from a YC2- High YC3…..When you match him up against most of Those characters he’s the winner.

Yea, Croc got a buff (retcon) during MF. Enough to clash with a few commanders. With his new Bounty I’m willing to place bets that Croc is now YC1..

Like how we are seeing eye to eye on this subject. When I say Yonkou executive the weakest for Kaido is BM…Vergo is stronger than BM…Yes I mentioned Pica’s DF ability can put him above P1…but he’s on the bottom level of the list still.

Yea, Croc got a buff (retcon) during MF. Enough to clash with a few commanders. With his new Bounty I’m willing to place bets that Croc is now YC1..

Doflamingo coming back, is a possibility….coming back stronger, eh nah.

Crocodile being YC1 leaves a bad taste in my mouth. His best feat was blocking Mihawk's sword and clashing seemingly equal with DD. Yet, IMO I don't see him as strong as neither of them, even with his new bounty. I believe his and Hancock's bounties were overexaggerated.

I have no argument against BM vs Vergo. Black Maria's performance was lacking and disappointing (well most of the F6's battles were anti-climatic). Yet BM doesn't seem that strong. I could see Vergo defeating BM, but not Page One or Ulti. IDC, if BM's bounty is higher than Page One or Ulti's.

If crocodile got a significant bounty it's far more likely that it is due to his organization abilities than his actual strength. Crocodile's strength was definitely retconned but it's one thing to retcon it to successful new world pirate level and another to push it as far as doflamingo or higher.

The power scaling definitely does not do any favors to doflamingo's executives... I don't think any of them has the skill to be a yonko executive. Trebol, vergo and diamante would just make the cut for ok headliners in kaido's crew. Pica has a BS ability so he might be worth a tad more, while still falling short of flying six.

Just by looking at Crocodile sitting next to Mihawk I can tell he got a whole lot stronger during the timeskip...

I was thinking about the Shichibukai insane bounty.
Maybe it's not revealing their strength but it's just the counter of the governement to Cross Guild's Bounty.

When you are the only one putting bounty on head, you can maintain low rewards.
But now that there is a commercial competitor, there is inflation in the price.
You have to put high bounty on pirates to avoid hunters hunting your own troop.

So we should not compare the post Cross Guild bounty to old Bounty.

So are S-Bear and S-Hawk down after fighting this Duo pair? I personally don't believe the Seraphims are Yonko level individually. Maybe as a collective whole.
I remember thinking the Warlords as a group of 7 were equal to MF HQ and to all 4 Yonko, but that was not the case.

Hmmm I think the shichibukai as a force together are equal to a yonkou crew and that’s a significant fighting force
Mihawk the yonkou level fighters with tons of commanders being the shichibukai there
Remember the yonkou aren’t really allied so it works for balance

You're not wrong, but the Yonko never have been a collective group. Big Mom + Kaido is the closest they ever got to that. Even Shanks and WB, who were "friends" and "good guys", weren't exactly holding hands either.

I’d push back
The marines are significantly stronger than a yonkou crew
In marineford garp and Sengoku didn’t do anything , and they could hang with prime WB and roger at their best
The shichibukai weren’t trying and at often points sabotaged the marines even
Also WB and co got a decent boost by the impel down prisoners
And remeber the Blackbeard pirates showed up and garp and Sengoku contained them pretty effectively by themselves during the war
If they took part it would have been a one sided beat down
