He been actually fine as he only one outside of Luffy to defeat credible threat among the crew and fighting them off. His feats been fine, but issue is that full fights with more serious threats. Doesn't erase he isn't getting stronger or doesn't have more to show.

They have feats of destroying high damage areas especially Daifuku cutting ships and slicing waves like butter. For Sanji to beat former and then fight off later, he can beat Sai easily.

Even for Pre Wano Sanji its a bad take, Sai wasn't even matched up against one of the top 3 executives in Dressrosa. And again a G2 Luffy kick took the dude out. On paper he should get one shotted if Sanji lands a good hit on him. You'd have a better argument for Kyros against pre wano Sanji than Sai tbh.
A G2 kick did not take him out; The attack eliminated him from the coliseum tournament, he was fine and dandy floating in the water; Context of the scene is very important.
He beat Yonji, who at bare minimum scales to Lao g if not better.Also sent oven flying ,unless Sai is a Yonko Commander level character. Base Sanji beats him.

Sanji had portrayal and solid showings to put him above Sai. As I said, Franky had a better record than Sanji, heck his record is still better now. Sai loses to pre Wano Sanji.

No matter how you split it Sanji pre wano beats Sai. Especially now that we know Sanji without the raid suit still has attacks he hasn't even used yet. Rotisserie Strike is one of the strongest attacks Sanji has used post timeskip and it wasn't from the raid suit. Meaning he's had that in his bag all this time. He probably has more.
