You clearly don't understand how bounties work.
Or simply Oda has changed the way to buckle ....

It only requires Tamago who has been a Pirate for more than 5 years to partake in a lot more incidents than Luffy to gain a higher bounty. You don't have to destroy WG bases and such to gain bounties. Just destroying a country can warrant a bounty. Any criminal act will warrant a bounty. Destroying Marine ships can warrant a bounty. There are many things that can be done to gain a bounty. One doesn't have to do the exact same things as Luffy to get a bounty.
But these are acts that any pirate can perform with a certain level of strength.

Rufy's deeds, on the other hand, are often described as unrepeatable by many people, of course, unless now in the One Piece world destroying a village is not more serious than beating a Celestial Dragon

Easier to explain that Oda follows the logic so dear to Dragon Ball of "If I put a high number on a character the reader will get excited"

And the Baroque Works.
And Zoro and his East Blue buddies Johnny and Yosaku.
I say major,

The ones mentioned by you in the global scene of One Piece are flies.

My impression, however, is that Oda gives much less importance to the consistency of the bounty than do the readers of the manga.

Which, in my opinion, makes things much more realistic, since even in reality there is no absolute internal coherence in any system. By way of example, it is sufficient to consider that, in the presence of the same crime and under the same conditions, different penalties would be imposed on different subjects. And in reality the circumstances are never the same. The same applies to me in the One Piece world.
--- Double Post Merged, , Original Post Date: ---
Just saying, times weren't too different back than. Oda had already introduced Moriah's, Kuma's, and Doflamingo's Bounty before introducing Hancock. Despite the Shishibukai that were introduced after Crocodile and before Hancock all having bounties around 300M, he still introduced Hancock with an 80M Bounty and proved at the very same time that she is at least just as powerful as the others.
But for those there are no particular problems.

I only say that if it happened today, with the logic of giving stratospheric bounty just to excite the twelve-year-old who buys Jump, Boa would have had a minimum of 500 million.

BW had 2000 members, quite possibly the biggest criminal organization in Paradise.

Zoro was famous in all of east blue.

Or you don't understand it. It's worked the same way in the beginning as it does now.

In the beginning of the series, Luffy was part of an incident and got a bounty.

Now, Luffy took part in an incident, and his bounty got raised.

Nothing has changed, you just don't understand how bounty works despite how simple its mechanics are.

You keep asking how Tamago could have had a bounty higher than Luffy because you think it's a measure of strength. Your failure here to understand bounty is like looking at a unit that is supposed to measure weight and using that to measure height. Of course the values will not accurately represent what they're supposed to because that isn't what it measures.

But these are acts that any pirate can perform with a certain level of strength.

It has nothing to do with an action being repeatable or not.

The simple fact is any incident will raise bounty. Has nothing to do with strength.

Dragonball has nothing to do with bounties, lol.

Most of these members are not worth the fingernail of a Big Mom subject.

Let us remember Ace that by itself decimates almost the whole fleet .....

Zoro was famous in all of east blue.
East Blue.

The weakest of all the seas.

And the Zoro of the East Blue was, as said by Mihawk, "the frog at the bottom of the well"

Average One piece reader is 20 and not twelve.
Oda itself said that the public he writes for is fifteen.

But this is the problem.

How can the Luffy who did everything we saw in the manga have a Tamago lower than Tamago?

Ok we did not see what Tamago did, but he certainly did not:

Destroyed government bases

Guided evasions from prisons of masisma security

Punched Dragons Celestial

Taken part in wars between Whitebeard and the Navy

Defeated Shichibukai

Etc ....

The answer is that evident at the time Oda did not think to exhaust so much with the bounty.

A billion I was waiting for Kaido, certainly not for a random Jack.

The only major bounty hunter we have seen is Jean Ango, beaten by a head hit by Chinjao.

Ah no wait, there are also the fearsome Abdullah and Jeet beaten by Bellamy. :P
He probably didn't come up with having super high bounty, or he hinted that the World Government didn't want to make Luffy look like a major threat by giving him such high bounty so quickly when he's a rookie. The wonky thing though is that despite punching a Tenryuubito, his bounty didn't significantly go up, and you'd think the Tenryuubito would demand a significant increase to encourage others to go after Luffy. Oda isn't as good a writer as made out to be though, so.

Oh right, I forgot Jean got knocked out by Chinjao after impaling him with multiple sharp objects trying to hit Luffy.

It's because Luffy is rubber, so it is only natural that his Tamagos hang lower. He has two of them though, I suppose.

I think Mihawk might be a bounty hunter. He doesn't have a jolly roger, and doesn't loot non-pirates. At least not so far.

The Shichibukai can hunt pirates and collect the bounty by paying a part to the government if I remember correctly.

Luffy, however, at the moment has the highest known bounty, even though he certainly was not stained with murders or massacres like Jack or Katakuri.

So these are not the "important things" for Oda. Simply, as was clear for quite a while, the author aims almost exclusively to the "wow factor".

You do not need to look for fixed rules or logical explanations to the numbers released so far and to those even more absurd that will come out soon.

Jack's bounty had already opened the Pandora's box, so now it's our turn to keep them that way and not be surprised at anything.

I think it goes back to exactly what you just said. WG doesn't want him to look like a big threat. If a rookie can smack a CD around the rest of the pirates might be inspired to do so or worse common people.

The whole bounty thing seems to just be another attempt to control the world by the WG.

Luffy is a captain. Jack and Katakuri are not. Zoro is more comparable to Jack and Katakuri than Luffy.

And you're right, we don't have to look for the criteria, because Morgan spelled it out for us in his article. It's all about your position + whatever achievements you have.

What I say is that it is useless to look for a logic to compare old and new bounties, because simply Oda does what he wants and puts higher and higher numbers just to surprise. To bring into play genocide, experience, old age, ancestral weapons is not needed.

So then comes out the character with the billiards to drop all previous explanations. And Luffy is its emblem. First tremendously underestimated compared to other characters, and now rightly put on to others, even without committing genocide and without being in the New World for decades.

I think the current bounty of Luffy is perfectly sensible when it falls into the general context of the New World and considered everything it has done.

The problem is how we got to that context. Shooting high numbers for anyone, without worrying about justifying them in the slightest.

If then it turns out that a Kaido commander has a higher bounty than Luffy even if little then it will really confirm that Oda does not care about the internal logic of the bounties.

Not true, he doesn't do that.

He only raises bounty in response to incidents.

This is an illogical statement.

If it turns out someone has a higher bounty, it only proves that the character has been involved in incidents (of how many we do not know) whose magnitude exceeds the total magnitude of the incidents Luffy has been.

Has nothing to do with strength.

Luffy has a bounty higher than Jack and Katakuri although not for decades in the New World and without having massacres ......

Morgans is definitely informed in no time on the changes in the bounties, ergo would never write "Straw Hat is the Fifth Emperor" with under the wanted poster if then a commander of Kaido or Beckman have a higher bounty.

It would sound a bit like an idiot told to the IMHO reader, that is he is the fifth Yonkou, but then there are some Commanders who have an even higher bounty (especially considering that it is highly probable that the bounty is seen as a force common people).

Nope, that's wrong actually.

Morgan didn't call Luffy the Fifth Emperor for his bounty, he was called the Fifth Emperor for:
  1. Successfully challenging an Emperor.
  2. Being Charismatic enough to gather allies at a moment's notice.
  3. And Having a Fleet of 5,000 strong on top of that.
That's why he's considered a 5th Emperor, not his bounty.

Blackbeard was only also considered an Emperor after taking over Whitbeard's territory.

But......

Who talk about strength?
Assumption I guess.

Rufy logically can not have a lower bounty than a Beckmann to say and be considered a peer of Shanks ....

No. I think Luffy's bounty is too low considering how big of a threat Government sees him, but on the other hand, they don't want to look like a rookie is too much for them.

Nope, there's no problem with it.

As long as there's an incident, there's a bounty.

Nothing changes.

Bounty is not what determines whether one is an Emperor... just like an incident is know what determines whether one is a Captain or Emperor.

What determines an Emperor is their status within a crew (Captain), their strength in offensive power and influence.

Luffy can have a Bounty lower than Beckmann and still be an Emperor.

It's as flawed as saying that if a Captain has a bounty lesser than someone who isn't a Captain, they can't be a Captain. That is non-sequitur.

By that notion, Luffy couldn't have been a Captain except his Bounty was higher than every individual that isn't a Captain.

Bounty doesn't reflect status, it only reflects the magnitude of incidents.

First tremendously underestimated compared to other characters, and now rightly put on to others, even without committing genocide and without being in the New World for decades.

I think the current bounty of Luffy is perfectly sensible when it falls into the general context of the New World and considered everything it has done.

Sorry, but the way you've strung your words makes it appear incoherent making it difficult to make sense of what you're trying to articulate for the most part.

Only thnig I can make out with this sentence of yours is you attribute Location as if it's some sort of context in regards to Bounty. Location is not what determines Bounty, doesn't matter whether one is in the New World or not. It's the magnitude of the incident that determines Bounty.

All a Bounty tells us is the accumulated magnitude of all incidents one has been involved in.

I have to say, I think that the bounties have suffered the same inflation problem as other shounen Power levels have.

Considering that, for me

A) Bounties are threat levels
B) Bounties go into the Billions range for guys that are not activelly trying to take down the WG like the Yonkou

I feel like Luffys, post marineford, should´ve hit 1B. The guy freaking faced 3 admirals and lived to tell the tale (even if he had help)

That's not very accurate. Captainship, or leadership in the case of an alliance usually gets the assumed leader a bigger bounty raise than everyone else. Case in point: Luffy was assumed to be the mastermind behind the assassination attempt of Big Mom because Morgans and Stussy witnessed the Kamatebako exploding, when in reality it was Bege. Which led to Luffy getting a bigger bounty increase than Bege. (Kind of a beautifully written butterfly effect of the Caribou incident in Fishman Island btw)

Another example, which you love to reference btw, is Zoro and Sanji in Enies Lobby. They were very similar in strength yes, but it seems to me like they were also involved in thd same incident with the same magnitude. If anything, Sanji played a more strategic role than Zoro given that he helped the escape more, yet Zoro gained a higher bounty. That is in my opinion, because Zoro is assumed to have more influence in the crew than Sanji, seeing as he was the first to join Luffy.

Eh? You misunderstood me.

Katakuri has a Bounty of 1 billion, yet he's not a Captain.

Point is you cannot look at Bounty in general and state who and who isn't Captain.

Urouge has a Bounty of 108m. Can't say that because of that, he can't possibly be a Captain.

In fact, Buggy has subordinates from Impel Down who have Bounties higher than himself.

This is a different case.

This is when the WG know who has the most influence in a crew, they give the leader the highest bounty increases.

This is the Bounty attribution dynamic within a crew; that's the context.

However, when you don't know anything about an individual, you cannot just say because x-character has a bounty of 300m, they must be captains. Bounty doesn't give us details on a character's status, it only tells us magnitude of all the incidents they've been involved in to date.
