In no particular order: Makarov, gildarts, laxus, Erza, mirajane, Natsu, Gray, Gajeel, juvia, DF Wendy maybe Elfman. Considering her TS improvements, she's probably a better contender for a top 10 spot. Granted she could put up a commendable effort against some of those and maybe even snatch a win but she can't be compared to sakura. Although sakura mostly copied tsunade (she has no unique skills of her own) while Lucy blazed the trail for celestial mages with her multiple summoning and more recent combo where she has some of their abilities so there's an argument for her there.

I would honestly give lucy a win over everyone in your list after jubia and maybe even jubia... remember the thundergods vs tempesta? They had their asses saved by laxus for the most part. And in turn, remember lucy vs 3 demons? Lucy did more against 3 demons than fried, bixlow and evergreen did against one. And she ended up taking on mard geer through the stellar spirit king and used uranometria to take out jackal. Lucy is a extremely capable mage overall.

Extremely capable yes, which is why I said could probably snatch a win in some of those cases but most times its when she's barely able to move a finger. I doubt she can win DF wendy though. Wendy should be able to end it quickly. Its already 10 without elfman though.
To be fair, they could have ended the fight with Lucy if they weren't too busy messing around, especially jackal.

He simply hasn't been part of all the upgrades people have had so far.

That's the issue. Mashima isn't as generous to characters that aren't as popular. Laxus probably has the ability to release his second origin, so it would make sense for someone with Freed's potential to also have developed the same ability while training with him but it won't happen because Mashima doesn't give a shit about him.

Can Natsu use dragon force while in his Lighting Flame mode?

I am up tp date in the anime (didnt like very much the filler arc btw) and I am starting to read the manga. I've heard that Natsu ,in the Tartarus arc, uses his Dragon Force at will, so I was just wondering: Can he do that while in hist lighting flame mode? Will he have a Lighting Flame Dragon Force?

I'd like to say no as they are on different tiers of power, and Dragon Force brings out the maximum power Natsu can produce with his Flame-Dragon Slaying Magic. If Natsu had obtained the Lighting by Lacrima or being taught it instead of eating it, I'd say possibly.

So far, there's no indication of that. Personally, I think the strain of using both at the same time is far too much for him to handle. Potentially, can't say for sure, he may or may not be able to. There's no apparent answer for now as of now n

Golden week ends on 5th May; I don't think there would be any manga chapters since it's a week long break between 29th April and 5th May, if I'm not mistaken.

Edited Mangas usually arrive early or the usual day, even during Golden Week, since the issues are shipped earlier than usual (the actual holidays during Golden Week are the 29th, and 3-5th). The issue will be out May 6th. At the very latest, 431/432 will be out on Edited Manga sites on May 4th, but there is a good chance we may see it anytime after April 30th.

Yeah I know the actual holidays aren't throughout the whole week but on select days but I thought the week itself is just treated as a break. Well I'm no expert on it, that's just what I gathered from the whole thing. I make sure to mention that I'm not sure as well.
