Well. I'm not betting on him being a complete ignorant. Sometimes he seems to be faking his stupidity just to cop a feel(blame the author duo's eagerness for fan service!). The guy can't be open for "kisses that won't kill (them)", annoyed at it happening with his pet/son, not his girl best friend, and acting all to eager to cover her naked body with his hands while he hates lending her his clothes, nor can he declare he's a human, Lucy's a human, but revert to being an idiot who thinks human babies come from eggs like dragons and exceeds. That joke has long since run stale. Sometimes he might play the fool just to get a rise out of Lucy.
