Oh they do, a lot.Starting from a certain age they pretty much start to have health problems. The Japanese also tend to smoke a lot too.I remember the case of an author who died, not a mangaka but a novelist, and she died at a relatively young age, 55 or something before she could finish her work (Guin saga). She died of cancer. She released about 100 volumes ,so she could have been a workaholic.Definitely, I hope he's not using the lack of sleep to fuel his creativity, no sleep can have detrimental effects mentally. Do mangaka in general usually have health issues? I'm sure the HxH mangaka needed back surgery or similar iirc?
Actually the issue is not just taking a break every month, on top of that Oda hasn't had the usual yearly holiday. If he were to travel for example that could help him to stay in good shape, and be more relaxed. It goes without saying he shouldn't work at all during that period. I think it might even make him come back more motivated and inspired by what he saw which could improve his work.
So of course he should take his usual breaks, maybe even more often since there's quite a few instances when the chapter isn't out due to holidays, and not Oda himself. So in the end he doesn't take a whole lot of breaks. And even if there is a holiday there can be early releases of the chapter, when the magazine comes out earlier, just like this week.So he's not taking some time off from his work, he still has to come up with a chapter .It's just the magazine's decision to have an issue come out earlier.
Most mangaka work at night, and they sleep a few hours a day, this should take a toll on their health, sooner or later. And so few hours of sleep too, it's really not good.Let's pray for Oda's health to stay good, we really don't want him to fall sick again. He had to remove his tonsils the last time...

No the pay for mangaka can be quite good, but all thanks to merchandise. Some mangaka are millionaires like Rumiko Takahashi, and Oda is doing quite good financially.Again you're comparing two different mediums, the anime sector is not representative of the manga sector and vice versa. The pay is bad in the anime sector because an animator can work on 3 or 4 projects at once, they need to be flexible and the market now is overflooded with anime projects. And it's actually Tezuka who implemented this system when there was just starting to be an anime industry, and hence they needed to hire people who weren't professionals, who don't even know how to animate. And it was adopted ever since, without any kind of reform or changes made to it.From what I've seen for the past 5 years or so, yes. Every year, a lot of chapters from different mangas/authors wouldn't get published due to [insert health problem/emergency here]. I know some were way more regular (or should I say irregular?) than others, and I think at some point One Piece had a lot of those unexpected breaks, but it's gotten much better now.
I've seen a lot of articles detailing how working in the anime sector is just barbaric and extremely stressful, not to mention the very low pay, but I also think the same applies to manga authors. I mean come on, with everything that Oda has by now, he could have a building all to himself and his team, like those Google buildings or something, with beds and games everywhere, yet they just continue to kill themselves with work because that's all they do, they just can't find the time to do anything else, and it's really sad.
I'm just a fan like millions of others who is fortunate enough to be able to read the manga (without paying a thing) and watch the anime (thanks fansubs), but it's really sad to know that authors and animators don't get the credit they deserve, and more importantly the breaks and workplace conditions that they should've gotten years ago.

Funny how this was discussed in the Magi section, but here's a pretty good explanation as to why animation can suck:

And you can pretty much tell it's different than the manga which Oda has rights to, as well as any kind of official merchandise based on it.
