I honestly think that the strawhats got new bounties after egghead that still haven't been revealed yet. No one has actually READ the paper yet. Robin did, but got distracted...

1- Luffy has that new image with the X on his arm. Its weird that Vivi would slip that in as a message if it weren't also on this updated poster. The odds that a Strawhat would read any one edition of the World Economy News Paper is just too low.
2- Dorry and Broggy get an update, which is weird considering the strawhats don't.
3- Robin gets distracted before she finishes the paper.
4- A Giant in Chapter 1136 says that it was foolish for Road to have even attacked the strawhats before checking their new bounties. Which could be their Wano ones, but still...
5- Its weird Bonney didn't get a bounty increase especially.
Yeah, Jinbe prob got higher after fisting Lucci for Zoro.

How powerful of an upgrade are black blades? So far in the story out of all the god tiers and top of verse characters only 2 have ever made a black blade. The sword god ryuma and Mihawk. Not even Rayleigh, st Venus, Roger have been confirmed black blade users. No flaming pls just a serious question

We barely know the specifics of how a sword turns black, much less the type of boost it will give. We can assume it'll be rather substantial, but all we know for sure is that it increases a sword's grade quality and hardness.

That being said, there are only 3 Sword Grades; Skillful, Great, and Supreme. We don't know if Rayleigh has a Supreme Grade sword, but Venus does and Roger did (there's also Shanks and Whitebeard as well). There would technically be no reason to blacken their swords as they are already of the highest quality.

When Zoro inevitably blackens his swords, he'll basically create two blades on par with the weapons of the legends mentioned above.

Add to that, the story goes back and forth on the importance of a sword's quality to a swordsman. Quality is probably important of course but one of the things zoro learned from mihawk is that his sword shouldn't chip or lose its edge in combat due to his haki strengthening the sword. So this whole thing with supreme grade swords and haki and black swords is probably whatever oda wants it to be at a given time.

I think zoro vs mihawk in this arc is too optimistic this soon. Setting aside the rather big power jump zoro would need (though in fairness its less than what luffy got in wano) there's no reason to think the cross guild is anywhere close to elbaf. Even if they were their leaders are aware that they are mostly under equipped to take on fellow yonko crews head on. The current plot is basically setting the stage for the final war which has been foreshadowed and implied to be a massive conflict involving the world's superpowers. This should be the right stage for zoro to overcome mihawk and for the world to witness the fall of a yonko to the strawhat's second in command.

Iirc buggy said something about pulling the rug from under everyone or something to that effect... Buggy is too cowardly to engage with Anyone directly and Mihawk and crocodile are too smart for it. I don't think its buggys time yet. I think there's a better chance of bb pulling something.

Buggy coward around everyone but shanks though, and Mihawk and crocodile have 0 day in what Buggy does. Buggy would challenge shanks to a fight in pretty sure

How important are devil fruits to the story? Is it possible an old user of the tremor tremor fruit was response for the destroying of the continents or the creation of the red line?

Oda is slowly but surely giving the non-gorilla monster straw hats more to work with, like being confronted by Saturn. If this is meant to be a good Usopp arc, then Usopp we could expect to get more in particular.

We're at a point were we can't always rely on Luffy, Jinbe, Zoro, Sanji, or Franky to bail the less monstrous Straw Hats out. If that was the case, Oda could have plucked in Sanji or Jinbe to bail Robin and the others out, except they were too busy elsewhere, so they indeed have to power up further.

Not to mention, the failure of not being able to rescue all the Vegapunks.

In turn this has become a huge lore dump that is of special relevance to robin and luffy. It's also sort of problematic that the most natural way for any of the remaining strawhats to grow is through haki basically. Pretty much any yonko executive is at least an adequate haki user with haki hardening and observation. Even if franky and nami can get by with sufficiently advanced technology that shouldn't be the case for ussop or chopper. In robin's case I can't help but think her application of fishman karate reeks of haki.

Welp, if how oda handled sanji is a reference then ussop probably does not need much in the way of development. Sanji's main fights in the new world have been:

1.- Sanji vs vergo- inconclusive
2.- Sanji vs doflamingo -sanji owned nearly instantly
3.- sanji vs page one- hmm, something happened.
4.- Sanji vs queen- sanji victory.

Basically the only thing sanji has done in ten years of manga is defeating queen. And nothing particularly noteworthy before. Just out of the blue a completely undeserved victory exclusively due to conveniently activated mutations against one of the most notorious pirates in the planet. Zero victories before, that, zero development towards that. So sanji is being set up to become one of luffy's wings and very probably a yonko level fighter in his own right towards the end of the story. It would be completely consistent with how oda has handled the story if next chapter ussop/chopper/brook were to fight an oven/page one/ izou type and were to have a tight but decisive victory.

He's not blaming Sanji, just pointing out how Oda has been handling the SHs post time skip. If you're looking for some focus on Usopp as a character and for him to naturally grow both from character development point of view and fighting abilities in a natural way it likely won't happen.

Feels like Oda has a checklist of where he needs the characters to be from a narrative/strength point of view and just jumps everything in between. Regarding your original question Usopp will be shown to be strong enough to defeat characters on the level of Oven, Page One, Izou, Daifuki, Sasaki etc since the plot demands that of him. So you will get something but it will be forced by plot since the Usopp we have seen for the last 15 years by current power level standards is weak. But Usopp will somehow end up defeating Van Auger a powerful opponent by end of story without any actual fights in between where we get to see him develop skills.

As an example Usopp activated observation haki when taking out Sugar in chapter 758, which was released in 2014! It has been almost 11 years now and we have not seen Usopp use haki at all. Unfortunately, this is all we will get from Oda on a lot of the original Strawhats for the rest of the story since he's gotten too busy with other characters. They're getting the same treatment as a lot of the original characters (Krillin, Yamacha, Tien, etc) in Dragon Ball.

He has used Observation to spot the gards at the gates of Onigashima and snipped them before they could sound the alarm. Also, the Strawhats powering up in each arc and through battles without training has been a staple of the series since the start. The timeskip is the first when all the Stawhats actually trained for 2 years and we still see them gain new skills and weapons even now, especially Sanji and Zoro. Ussop is a snipper, he doesn't need to be some brawler on the level of Kaido.
