Strength is defined by the level of power that can be output.
Weevil is said to have strength comparable to Whitebeard in his youth, it means he's as strong as Whitebeard. Not being able to hit the opponent is a different matter that's irrelevant in terms of strength. That's fighting prowess and/or limitations which is not the argument here.
Mohammad Ali dodging attacks isn't proof he was weak, it only proves he can dodge. However, being the greatest boxer of all time isn't determined by how hard one can hit, but how well one can box as it's a science as is usually stated. They're also not equal in physical strength or fight prowess, they're only equal in Military power which is why:
- Blackbeard is increasing military power by acquiring DFs.
- Kaido is acquiring Zoans.

Kaido called her an old hag, that's not a sign of acknowledgement or reference to her strength.
In contrast, Big Mom said you'll never be able to beat that thing which is clearly a reference to his strength and more so since she herself has been unable to defeat him as she said, so yes, it implies Big Mom is weaker than Kaido.
There's evidence insinuating Kaido being stronger than Big Mom, not the other way round.
So, it's more of a case of you not understanding the rationale. Being called an Old Hag is in no shape or form a statement that insinuates respecting one's strength. Calling her an Old Hag is simply implying she's an Old Hag to him or someone whom he despises.
Now you are referring outside the context. She said that if Lola married Loki she could have the power to destroy all three of the emperor's and become PK. But that doesn't mean she is weaker than them now. It just means that they are in a stalemate.
She said she'd have been able to defeat Whitebeard who was the strongest Pirate that no one was able to defeat besides Roger, so your point here is moot. A stalemate doesn't necessarily imply equality in terms of individual strength; context.
Your claim suggests she was on par with Whitebeard which is clearly false. The fact that she needed this Army to even defeat Whitebeard suggests she needs them not just to boost her military, but to also give her the chance to defeat Whitebeard too. So, just because she needs to boost her military doesn't mean she's as strong as Kaido, that's a baseless assumption.

It's the same thing man. The author's job is to entertain their audience. With intro Kaido had he had to find a suitable method for Luffy to defeat him.
