Of course it was tactical. Luffy was fighting a powerful individual with an ability allowing him to summon Power clones that protect him and make it impossible for Luffy to get to him.
All fights in the end need to become brawls especially if your weapon is your fist. How else are you supposed to defeat your opponent if you can't hit them? Y

Your discussion is based around what Fujitora said in the manga. However that was in Dressrossa and now we have more up to date information and we know what he said was wrong. Even when Luffy said he won't run away when his friends are in danger is proven wrong as well. Ask Pedro and Pekoms.

Luffy says he doesn't have to run. When you don't have to do something, it means you can do it. Luffy says he doesn't have to run, but he can run. He said that pattern of running ended 2 years ago.
2 Years ago, they fought against Pacifista whom if you read previous pages and chapters before this scene, they struggled and were overwhelmed to the point they all needed to fight at full strength just to defeat 1 Pacifista.
In the panel above, Zoro and Sanji make it clear that this Pacifista they just struggled to beat wasn't even the real Kuma who had the power of the Paw-Paw fruit, therefore, should the real Kuma appear, they'd definitely be defeated if a mere imitation of him was able to beat them up that much.

In Dressrosa, he's saying that pattern ended. He doesn't have to run away because he's no longer able to challenge Admirals and Emperor, he only needs to run out of necessity to fulfil other things he deems a priority. Now, he's able to challenge them.
