Ground Rules for the Power Level Discussion Thread
As always, please follow the guidelines set by the Forum Rules that apply across the board.
It's important that discussions from a current chapter are spoiler tagged until 24h have passed from an english release.
For the sake of constructive discussion, where and when possible please quote/ source any information you provide. Particularly when it comes to conversations carried over from other threads.
Avoid passive agressive posts, sly remarks or baiting/trolling. You can certainly have fun or disagree without it being at someone's expense.
Only use anime examples that are canon and as means to provide clarity to pages in the manga. Any other anime material is otherwise non-canon and should only be referenced if it can be proved that the mangaka had approved it.
We will strive to avoid repetitive discussions and any extensive battle topics will be guided to the Davy Back fight to existing threads or new ones can be made there.
As of now these topics are shelved due to repetitiveness or until the manga can present us with material to further discussions:
Shanks v Mihawk
Hand to hand fighters > Swordsmen
Zoro > Luffy
Zoro v Sanji
Is Smoker a top 30 character?
Mihawk's rank within the story
Law having CoC currently.
Katakuri > Kaido/Luffy/Etc.
If you wish to continue any of these discussion and remove it from the list, you will need to provide manga material as proof. If there's also anything you think we've covered numerous times, let me know and I'll update the list.
This is the only warning there'll be regarding these ground rules, anything no adhering will be removed. So please just check your posts before posting them.
How strong do you guys think Garp's right hand man(the man with the Hat and katana) is ?
The man has been with Garp for at least 30 years and we still know nothing about him, not even his name nor his marine rank.
To me, I have a feeling that man might be to Garp what Jochiro Sasakibe was to Captain Commander Yamamoto (Bleach). A really strong Marine (above V-A/maybe Admiral level) but because of his great respect and loyalty toward Garp, he stay and follow him as his subordinate. He could be Garp first protégé (Aokiji was one of them and look how powerful he became)

I had forgotten about Bogard. He's one of the coolest-looking marines out there.
The kind of backstory you're suggesting would be pretty cool for him but I don't think we will see much from him at least until Garp himself gets a full fight. Perhaps soon against the Shichibukai?

I read somewhere that "Bogard" is a name only used in the anime and there's mention of his name on the manga.
He seems to follow only Garp's orders (like when he told him to train Coby & Helmeppo) and only move by himself when he think Garp's in a real danger (like when Morgan sliced Garp he was ready to end him).
The fact that he wasn't at Marineford during the war could mean he's no mere officier and could be a direct order from Garp.
Coby & Helmeppo are said to be "Garp students" but he doesn't train them directly, instead it that guy. And look how those weak brats have become strong.
That guy is definitely a high tier (kinda like how BB was strong but remain hidden in WB shadow)
He will see his worth soon for sure

That's partially why I wish Oda went a bit more into detail with Bounty Hunters as a concept. That really could've ease them into the story if they existed as the strongest Bounty Hunters alive and Akainu folded them into the marines.
To bring this back around to Smoker, I'll always think he should've been a Bounty Hunter to start with and he could've been recruited along with those two.
He can still fulfill a similar role while being a VA. We saw him pre-timeskip having captured a bunch of pirates. If we can get something similar but maybe with some on-screen action to show that he's grown stronger, that would be awesome.
I think Oda had to introduce strangers as the next Admirals because he never really showed anything of the VA's to make them seem strong enough. I'm sure Momunuga is strong...but did his portrayals ever make him seem like a Kizaru level threat to anyone? I don't think so. It would be nice to know something more about the two new Admirals history though, what were they doing before being conscripted?
To Moegara's comment about bounty hunters...I have always thought that would have been a cool mini-arc, bounty hunters coming after the SH's. A little change of pace from the regular arcs we get. Doubt we get one now, so feels like a missed opportunity.
Maybe if One Piece's world had a definitive "power/strenght levels", then "ranking" people on their strenght would make sense, but since this does not really exist in OP, you can not say it, especially with the marines, as the main (so it would seem) factor in having VA rank seems to be able to use haki, and since even Shandorians (if I remember the name correctly) were able to use it, I'd say that spot is rather open, from the level of Maynard and Garp, there may be people who choose to stay as a VA.
VA range should be considered as a 50-500 mil. bounty pirates with few extreme exceptions and to say that such level in OP is "weak" is literally retarted. It's just that the main cast and their "rivals" are getting stronger, as an example I would argue that there are few VA (without Garp, Tsuru 'n contenders for the admiral spot) who could have taken out SH pre-timeskip, which means they're stronger than a low-tier schichibukai and Lucci, so to say that they're weak is nonsense.
If you don't believe it, here's quick maths. Zoro and Sanji can one shot pacifista's without much care, and pacifista's were as strong/if not stronger than Lucci (I'd say stronger, but for a benefit of a doubt there's an "even" scale used). Vergo, a lowish high-mid VA maybe would have taken out Sanji, especially in his weakened state. Instantly, there's and VA who should smack pacifista's, who are at Lucci's (read everything) level. You can put pacifista as a entry level to a low-low high, if not even a mid VA tier. Do, VA are NOT WEAK. Don't use Maynard as a "benchmark", I mean Buggy is a schichibukai.
As for Smoker, for me, he is at that mid-high/low-high VA level, as Vergo is CLEARLY (for me) a lowish high-mid level VA due to his abnormaly good (for a VA) haki and prob 2nd strongest of Doffy's crew (Managed to crack Sanji's legs, even though he was damaged before, and I don't think neither of the big 3 of Doffy's crew could have done the same) and he managed to tango with him and it took a serious Law to take him out (quite easily though due to his own stupidity though) and with Trebol he didn't even try tbh. So to say that Smoker is weak is nonsense, even in Tashigi's body he amazed Luffy, well "her" growth amazed him, not the strenght itself. Just say that his opponents were super strong.
As for Zoro, geez, why the fuck it would make sense for him to be stronger than even Luffy, even pre-timeskip, stop talking nonsense people. He never was and never will be. Zoro will always be closer to Sanji than he is to Luffy and the STORY SUPPORTS IT.
Don't get your heads stired in power levels as OP is not that kind of a story.

If ya people play this game, then what do you think of how strong compared everyone is to a "rank"? Firstly imma put some logic.
Marines and WG shit themselves when two Yonkou's get together and now Kaido and Big Mom are confident (as in really confident) that they together are strong enough to defeat WG with the help of the Ancient Weapons (or so it was implied). Even though they are arrogant, they are not morons.
2 Yonkou's + AW -------> WG
But the fact that WG shits themselves when two Yonkous meet and their reactions makes it to seem that 2 Yonkou's are ever so slightly above WG, equal or big enough to damage WG so much that it may crumble afterwards.
2 Yonkou's -->/=/<--WG
WG's forces :
2 (probably) Fleet Admirals (Akainu, with his ambition he may very well be the strongest marine, dunno, but he is above admiral) and probably more (Kong), but dunno
At least 5 admiral level fighters (Garp (I won't lie, I'd like him to be stronger, but for the sake of the argument), Sengoku (Same as Garp), Fujitora, Ryuwhatever, Borsalino)
At least 2 near admiral level fighters (two contenders) and maybe someone else
A shit ton of VA
Insane amount of other ranking marines
CP's, whose strenght varries dunno how much
New Special Science force which replaces Schichibukai
Yonkou's allience force
2 Yonkou's
6 commanders (whose strenght dunno, may varry from a admiralish (they may tango, but not beat them) to a super strong high-high VA)
A bunch of a super strong fighters (High-high VA to lowish mid VA)
A bunch of fighters
WG has the numbers but is STILL scared of the Yonkou's. Why? Because in OP there's a ever so occuring theme - insane strenght gaps when numbers don't even matter.
To me, it seems that everything goes like this (in general)
Yonkou, epitomy of strenght in OP. Single most powerful unit, admirals to them must be almost the same as what 1st division commanders are to admirals, at best highish-mid against a supreme admiral. Anything below is a fart to them. The fact that they didn't even care about G4 Luffy while he was physically better than Katakuri shows how insane the gap in the crew is. Literally so strong that in the world they can do whatever whenever.
Fleet Admiral - a superior rank to an admiral, an improvement. Would be able to fight a Yonko, but would loose in a mid-high/highish high fight.
Admiral - as explained above, anythin below a yonkou commander is shit tier for them. 2 Admirals may take out a Yonko, haven't seen enough from the both parties, but story would imply so. While they didn't really give a fuck about Whitebeard, he did the same to them. Both couldn't fight with their all might, but when it cames to the push - Whitebeard, while dying, murked Akainu, but so did Akainu (his DF is supreme grade, absolute monstrosity for close quarters), did a lethal blow on him, but Akainu did later on become a FA.
Yonkou commanders - anything below a midish VA is shit tier for them. One shotting pacifistas. 1st may stall or even be for a shirt bit on par with Admirals, while 3/4rd maybe push 'em back a bit for a few seconds.
Vice admirals - from a tip toe'ing Y-commander to a Maynard. Widest scale of strenght so far, only toped by one.
Outliers as Schicibukai - literal shit tier to a probably Yonkou level, if you believe that Mihawk is one. Also, Fujitora wasn't even a marine, shows that there are people in the world of such strenght.
To me, if a war broke out BETWEEN 2 Yonkou's and a WG broke out, NOTHING below High-high VA admiral level fighters would even matter. Would get sprayed off by farts.
But why Yonkou's so much above everyone else? Because OP is a story with LOGIC. IF WG had the power to, even if one by one with some time, take out a Yonkou, they would have done so and there wouldn't even be them in the first place. Pirates wouldn't walk as free as they can now. In an all out war a Yonkou would loose to WG due to sheer numbers, but against two and if they get AW, it's game over.

Well VA's wouldn't have made sense regardless. Smoker called pirates weak when he was in loguetown but the minute he stepped in the new world, he lost every single fight.
A good measuring point imo is the supernovas. Could a VA solo them the same way Kizaru did? I don't think so.
And who knows how many more "exceptions" there are. As you usually have to be a vice admiral before you can be an admiral (correct me if I'm wrong), you'd have to get pretty strong.

He was recently promoted though, while Garp has been in that position for decades and could have been an admiral had he accepted his promotion. Who knows how many more refused promotion or have been vice admiral for one reason or another despite being some of the strongest.
