It is a simple kick, nothing special about it. It is inferior to Diable Jambe. Nothing from pre-time-skip is stronger than DJ.
I believe its DJ. When the trio fought Pacifista they all used their strongest attack and if I remember correctly, Sanji used DJ.

He used that move on fodder fishman soldier in FI.
It's the rule of Shounen. Characters don't go all out when they start fighting early part. Look at Goku, Naruto, Ichigo, etc.. Luffy had G4, but didn't use it until later as he was sizing him up. Also in Sanji's defense, that his first time fighting Doffy, so he didn't know exactly how his powers work and got surprise by strings and hold him to prevent him attacking more. So we never seen his ultimate attack at all. So we probably see it when he face Queen.
Other than Drake's friend, are any of them on Wano?
