My argument is that Sanji has a record of having trouble against opponnents with high physical defense.
Blueno situation is important as Sanji could not by pass his tekkai ( although he was close) and it's interesting to see how he managed to create a technique to beat tekkai.
Blueno tanking a named attack from Sanji and coming out unscathed :

Dude, your really trying to doubt Sanji even in his pre-timeskip days too? Afro, your taking your undermining to another level now, please learn to be fair instead of pushing this and bringing the Vergo issue again when it was resolve already.
Now for your examples, not really best showing that he 'couldn't do anything to them' as he did do something. You know what fights are, right? Back and forth fighting and taking in your opponents attacks and dashing back your own. Just because they got back up doesn't undermine damage was dealt to them. The same can be said to Luffy vs Lucci or more Zoro vs Kaku who actually shown to be more inafffected from Zoro's attacks as he didn't get cut much until more in the later and end of the fight. Though that's not true on all fights as it's a back and forth struggle no matter in any series.
For Sanji vs Blueno, he broke through actually enough to do damage as you can see reaction of his Blueno's face. That's pain, not something he was shrugging off. There is difference when someone shrugs off pain and that's not one of them as when Luffy in first fight with Lucci, hit him multiple times and Lucci shown no reaction or pain as well on Blueno before Luffy did a Rifle attack at him. So using this isn't a good excuse to say Sanji didn't do damage here and trying to force it when the expression on Blueno's face is clear as day is harder to back your statement.
For Sanji vs Jabra, you do realize Jabra bleed already before he use DJ attacks when he first struck Jabra in the face and later when they were fighting too. He also able to push him back multiple times in the fight between them and even kick his head to get stuck in the ceiling above, so to keep saying he felt only 'true' damage when DJ was use, is very inaccurate no matter how you slice it. We seen the fight both manga and anime and it was truly back and forth, not one-sided that Sanji's attacks did absolute nothing as didn't look like it at all.
Now back to the old and 'finish' or so we thought discussion between Sanji vs Vergo, you actually again contradict yourself in this picture you shown as Vergo is visibly bleeding from his face for second time when Sanji struck him and push him back into a wall. Able to make someone bleed from their body isn't minimal damage in the slightest and for Sanji to push him back and damage twice in making him bleed is good showing especially he just came back from Law switching him with Nami and body already used by her. Shows that if Sanji was 100% the fight is more in his favor than before.
Sanji never have trouble with high defense opponents much and prove against them in pushing and damaging them still. If you want a time where Sanji kick did nothing to someone, it was with Kuma himself when he try to damage him in Thriller Bark (Though that one is more he was tired like everyone else in fighting especially fought Oars a lot more compare to the others and go on to damage a Pacifista next arc in Sabody when he was more ready). That is when opponent shrugs it off, but not these examples your trying to push as they counter your own statement right at you looking at the detail and appearances of the characters.
