yep, that's right, that's what he's saying there..cuz in the previous page...he was saying how bright and sunny it is...so you noe...hot tea in the hot afternoon...not relli wat someone would want right?

literally the sentence is saying : why do I have to drink tea in the an afternoon like this?

but better translation would be as you've written: "why do i have to drink tea at this time of the day?"

Well, excluding the first 3 lines, it's:

Comics size (ie the size of tanks)
More than 50 sketches
I'm not sure, but ツナファミリー is something specific to Reborn? Anyway, "Revealing private room (section, pages, etc) for all the characters"
The book cover will feature popular characters (The cover will be transparent)
Limited First Edition character stickers, like 真六弔花 (didn't translate for you), will be included.
Compilation of more than 200 character illustrations over 6 years.

This is the last page of a One-Shot about Minami Shinkuro a character in a manga called Dash! Yonkuro

Originally they are racers but in this One-Shot the main character Minami Shinkuro remember his father and his mother and his sister and their problems and how did he solve it...I think...and I think he said what all of these things end up in this page.

If there is anything you would want to know then you could ask me

Panel 1:
Look back now, mother probably drove me out and made me go to father's house because she thought it would be the best for future.
Mother!
There's no doubt that the one in most pain was her.

Panel 2:
As for father, in exchange for my promise to follow in his footsteps, gave some money to my sister's team.
Perhaps he simply wanted to get rid of a nuisance.

Panel 3:
After mother became well again, she became the team manager. Together, they traveled south. However, I have no idea of their whereabouts after that.

Quick question before I get to the next page---is Yuzumi a person in the story? If so, can you tell me more about her?
Oh and let me know if something doesn't fit the context for the first page.

It means:
Goku, who crushed the Pilaf's gang members, finally collected all the dragon balls. Now the Shenron will come out for the first time.

Plz translate in your own words using the following word by word translation reference.

「ピラフ一味（いちみ）に圧勝（あっしょう）した悟空（ごくう）はとうとう　すべてのドラゴンボールをてにしたのである!!　そしてついに神龍（シェンロン）がでる!!!」
