The playing outside thing is just them being goofy. That's just the visual hyperbole that everybody advertising a handheld shows. In reality people play handhelds inside most of the time. Whether that's during a commute or while somebody is using their tv. But it looks neat so they show it.
As for why Nintendo thinks people want this because I honestly think they do. Look I don't know if this is going to be a success or failure but the one thing I can tell you with certainty is that many people I know want to play Nintendo games. The problem for the last few generations is that the hardware they made you play it on wasn't good. The Wii wasn't even HD. The Wii U was too expensive for what it offered. And the 3DS was built around 3D functionality nobody liked. This is the first thing they've released in a long time that seems like it could have a place in the gaming ecosystem.
At $300, as a mobile gaming option, I would consider buying one as games I wanted to play started coming out. And I could never say that for the Wii U.
Now I agree with you Nintendo should pull a Sega and turn third party. That would fix everything so we could be playing Nintendo games on PS4 and Xbox but Nintendo is a very stubborn company. So they won't do that until they have absolutely no choice.
And I fully admit that bad news is coming about this thing. Not sure if it's price, power, or battery life. But something there is going to be a problem. I hope I'm wrong and that they managed to strike the perfect balance but... nobody else has managed that yet.
And honestly, if something has to be underwhelming I hope it's power. Battery life and Price are more important IMO.

. There's no harmful bugs in it too, considering how many games recently have been having harmful bugs or glitches in their release.
