The principle with bounty is just commit crime/be involved in incident, then bounty goes up. A low bounty just means you've not been involved in enough to get higher.
A higher bounty doesn't necessarily mean you're a bigger threat, it just means you've just been caught committing more crimes and been involved in a lot of incidents.
Someone with a 1b bounty has likely just been involved in more crimes than someone with 400m.
Robin can read the Poneglyph, she's the most dangerous person in the world essentially, but with just a 132m bounty. Her bounty being relatively low doesn't make her any less dangerous or less of a threat than Katakuri. If I were the WG and I had the choice between capturing Katakuri or Robin, I'd go with Robin because of her ability.
RA are dangerous given their political interference, but a relatively low bounty doesn't make them less dangerous, just means they've not been involved in as many known crimes/incidents as others.
And the thing with high bounties that I think isn't considered is people with bounties didn't just get it in 1 go. Katakuri's first bounty might have been 50m like Big Mom's when she was a kid, and then after 10 more incidents, she accumulated an additional 500m to make it 550m.
Another thing to consider is say Belo Betty with a 500m bounty only did 1 thing and instantly earned a 400m bounty off of 1 crime/incident... that makes whatever she did pretty bad by the WG's account.
It's hard to really understand a value of a bounty if you don't know exactly what they did to get that bounty. Luffy's bounty jumped from 100m to 300m after Enies Lobby, a 200m leap. If someone's 400m bounty was acquired from 2 incidents as opposed to someone who acquired a 900m bounty off of 100 incidents... the person with a 400m bounty is arguably the more dangerous person.
Maybe the lower bounties are a testament to their skills in that they've done everything very quietly so not much is directly known about each persons incidents? Otherwise, I just can't imagine why they wouldn't even be in the high hundreds of millions considering the outcome of their crimes is countries stop affiliating with the WG. You can't really hide a country officially no longer being part of the WG organization. I also wonder if these bounties are post or pre the recent huge incident where they attacked Marigeose and got into fight with 2 admirals.
I don't know, I interprete it the way he didn't have time to say it and was shot. I am be wrong, don't know what others think about it.
About the bounty.
I expected much higher for Marco. WB Pirates first commander. Able to hold Queen and King at the same time. Maybe WG doesn't see him as a big threat.
If we look at Marco and Izo's bounties, we can expect other commanders to be between them. Like Jozu and co.
Or maybe after they defeat against BB, their bounties went low ?
On the other hand, WB Pirates was never a threat for W.G. that may explain the bounties.
About the R.A. bounties, well it is not soo high when you know that R.A. is WG direct ennemy. Then Dragon's bounty must be around a first commander bounty.
Yeah its possible he also didn't get a chance to say the name before getting shot. Either way we as the reader won't find out the name for a while it seems. Must really be important to hide even the name. Same thing with what the D stands for. Maybe they are one in the same?
My only other hope with the bounties is that maybe they just have a lot of strong members in RA and the bounties are spread out. Like Ivankov & Kuma were also in the RA and are pretty strong. Dragon's I'd expect to be super high but this latest isn't giving confidence that it will be near Kaido's. I'm guessing he'd be in the 2-3 billion range at this point (but if old expectations hold he'd be like 6 billion).

In a weird way they are like anti Ciper Pol. They do everything in secrecy and support rebel forces within countries to help overthrow governments allied with WG. That definitely can explain why they have lower bounties in comparison to pirates who do everything out in the open. This also leaves a lot of room for very high bounty on Dragon since he is known leader of this organization, which the WG likely knows is responsible for the overall losses even if they don't know who specifically did what and how.
They just lied about her crime because they didn't want others knowing she could read the Poneglyph because they'd come after her. If Kaido or Big Mom had known this, they'd be after her too. The WG tried to keep her ability secret by just making up destroying ships to justify her value, and unfortunately, Crocodile was intelligent enough to see through it all and gather the intel why she was so valuable.
The lie wasn't to disregard the bounty system, rather, it reinforces the fact that the bounty system is based on activity, no ideology or beliefs.
So, in my opinion, if they are willing to frame a little girl with a nonsense crime to preserve the status quo (among other atrocious), I don't see why they wouldn't give stupid high bounties to individuals whose main goals are directly related to smashing the status quo and removing the Celestial Dragons from power. These are the individuals who they should want out of their hair the most.
Bounties probably don't mean you're the most wanted, it just means you've committed crimes.
1 crime can indicate you're far more threatening than the person who has committed 10 crimes. A psychopath who has massacred a whole group of people once is far more dangerous than the person who has robbed 10 banks for 100 million dollars.
The psychopath by One Piece standards might just have a 50m bounty for their massacre whereas the thief might have 200m bounty for stealing millions of dollars.
The 50m bounty psychopath is still more of a threat than the guy with 200m because a psychopath's thoughts and schemes are just more threatening.
There's no doubt that Robin would be the most valuable asset they can have arguably in regards to stopping people from becoming Pirate King.
I guess Dragon's bounty is not necessarily the highest even if he's the most wanted. Bounty doesn't reflect how much you're wanted, it just reflects the extent of the crimes you've committed. Robin's bounty is 130m, whereas Caesar is like 300m. I can't imagine the WG would choose Caesar over Robin just because there's a 170 million difference.
We don't interpret data based on what we want it to say, we should interpret it based on how it's meant to be interpreted. It would be like looking at someone's weight and expecting it to tell you exactly how much a person weighs. Bounty isn't telling you the most dangerous person, it's telling you this person has just committed lots of crimes that have totalled x value.
The real life concept of bounty is not the same concept used in One Piece. IRL, they'd offer bounties based on how badly they wanted to capture someone regardless of what they did whereas in One Piece, bounties are activity based, no desire to capture based.

They're not exactly huge. There's a limit to what they can do. They may be helping various countries, but their influence is probably not all that great. These are the main leaders and they have their own subordinates too.
When they went to Mariejois, they went with almost half of their strongest in the group and seemingly failed.
Dragon's bounty might not be as big as we think it'd be. It might be less than Luffy's.
Bounties are a case by case thing. 1 crime = 1 bounty, the 2nd crime will increase the bounty some more and so on. So, unless we know exactly all the crimes and incidents they've been involved in, it's hard to give an appraisal of what the bounty should be.
The bounties we've seen so far in the RA... Sabo's 602m which seems low, but it really isn't. Dragon might be less than 2 billion for all we know.
We're expecting all the RA to have bounties in the billion. If we were talking strength and bounties were based on such values, then perhaps. However, it's case by case, so bounty might not actually be that huge.
Belo Betty with her 450m+ bounty is based in East blue with 1 of the highest in the group... she's probably been active for years, yet that's her bounty value. Dragon's bounty will not necessarily be the biggest unless we know his history in detail.

I think that is fair since if he had advanced CoC + Gura Gura on offense and then used Yami Yami to make opponent mortal would be way too much. It also fits Blackbeard's personality to not have CoC. I've been telling people Blackbeard has been shown to use Armament as far back as pre-skip.
Blackbeard's ability to nullify only works when he grabs.. and he hit Ace without grabbing him meaning he used Armament.
If he touches a character, they don't lose their DF power automatically, he has to grab them before their ability can be nullified. Good to see this is confirmed.
People underestimated Blackbeard so much even when Shanks said he was the real deal.
While it doesn't mention he has King's Haki, sometimes these cards don't give out all the details, so I do expect him to be a King's Haki user.
You guys should understand that for pirates who reached the level of YC in a Pirate Crew with a +1Billion Bounty it's kinda hard to raise it since ways to do so are either defeat someone with a higher Bounty or do major damage to the WG (Like the StrawHats). The only Pirates with higher Bounty are Yonko and they do try to bother the WG too much so it's understandable for Marco to have that Bounty

I don't think King's Haki has anything to do with personality, it's something you're either born with or not.
People said you had to be a leader to have King's Haki, but if that were the case, Bege, Crocodile, King Riku, Elizabello and many leaders should have it.
Garp said "so he was born with it" when he unleashed King's Haki the first time, and Ivankov said the apple doesn't fall far from the tree, so it does add to the idea it's genetic which would explain why you can't train to have it.
Aisa was also born using Observation, so it also implies Haki is something one's born with. The talent is also different like is the case in genetics. Seems Obs and Arm are things people are all born with, and only the very few are born with King's.
Katakuri has it despite being a subordinate like Rayleigh, so I'd say it's more likely Blackbeard has it.
The Ace Novel also tells us Shanks got his scar from Blackbeard at the age of 26/27 when he was in East Blue. I'd think Blackbeard and Shanks have always been at least equals and this was before any fruits which should indicate he's a beast.

Even with the life-support, he's regarded as the strongest. Before he took on Shanks, he took it off then fought. Marineford, he took it days before because he went to die.
Crocodile states how Marineford was the one opportunity to kill Whitebeard, everyone was a silver-medallist to the gold medallists that would be Whitebeard and Roger.
2 years later, opinions haven't changed. Joker says he was the only one capable of becoming Pirate King after Roger died.
Joker states Whitebeard knelt before the throne implying he could have ruled, but chose not to.
The only reason there's a throne wars is because Whitebeard's gone. When he was alive, he stopped them all from becoming Pirate King.

The best thing that could have happened for WB at marineford would have been Ivankov injecting hin the same way he did Luffy and who knows if that would have made a difference.

I never said it was or wasn't a handicap. I think him fighting while strapped to those machines would be a handicap too, as he wouldn't be able to move as freely.
He takes it off before battle. So it doesn't handicap him. Had he done this and taken it with him to Marineford, it would have been a different story.
Had he taken it to Marineford, and then removed it right before battle, he would have been fine. He had his condition handicapped because he was off it for too long.

Whitebeard is proud, he's not going to ask for help and more so, he was going there to die. He also wasn't really related to Ivankov to ask for favours and such nor would he have expected him to be there.
Edit: Just realised it seems Whitebeard had his life-support system taken off for an entire week or 6 days. Marco also said he should have been able to dodge it and then remembered that Whitebeard took off the medication 6 days ago. A week without medication that stabilises one's ability is a pretty major handicap.
SBS states he took it off before he headed out to see and the panel below shows that 6 days before the war is when he'd disembarked for Ace.
