Ground Rules for the Power Level Discussion Thread

As always, please follow the guidelines set by the Forum Rules that apply across the board.

It's important that discussions from a current chapter are spoiler tagged until 24h have passed from an english release.

  • For the sake of constructive discussion, where and when possible please quote/ source any information you provide. Particularly when it comes to conversations carried over from other threads.
  • Avoid passive agressive posts, sly remarks or baiting/trolling. You can certainly have fun or disagree without it being at someone's expense.
  • Only use anime examples that are canon and as means to provide clarity to pages in the manga. Any other anime material is otherwise non-canon and should only be referenced if it can be proved that the mangaka had approved it.
  • We will strive to avoid repetitive discussions and any extensive battle topics will be guided to the Davy Back fight to existing threads or new ones can be made there.

As of now these topics are shelved due to repetitiveness or until the manga can present us with material to further discussions:

You are changing it, because you are the one who doesnt understand it. "It is only against WG, it is about incidents, it is about magnitude, it is about notoriousness, WG has to know about it." Read the Manga, there are many such cases:
  1. Usopp gaining a 170m bounty increase despite defeating no one.
  2. Sanji gaining a bounty increase of 153m for simply making a cake, nothing to do with strength, just being a part of a huge incident.
  3. Robin's 80m bounty, nothing to do with strength.
  4. Robin's bounty increase in Dressrosa, nothing to do with strength, increased for participating, lol.
  5. Even Caesar's bounty has nothing to do with strength, just for setting off a biological weapon.

No bounty goes up for strength, it goes up for the result of the incident and the magnitude.

All bounties only go up after an incident. You just have it confused the predicate is strength when it isn't, lol.

I asked you to be specific. Fact is we dont need to know specifics about their incidents because its irrelevant. We do get to know their strength because thats the relevant thing. If you apply the correct logic you would understand that it will never be about incidents. We only know about the incidents of the main characters since we follow their story. All others wont tell all the incidents they were involved in, we only get to see their strength.

It's simply common sense, there's a strong positive correlation with high bounties being related to incident.

Bounties work the same for everyone. Seems you don't understand as you fail to grasp context.

Even Luffy's bounty didn't just go from 0-500m:
  1. First got involved in East blue where he gained 30m.
  2. Then he got involved in Alabasta gaining a bounty of 100m.
  3. Then Enies Lobby, 300m.
  4. Then the events of Sabaody, Impel Down, Marineford raised his bounty to 400m.
  5. Finally, Dressrosa where he earned a 500m bounty.

It's pretty obvious to the keen reader. Incidents are what raise bounties depending on the result and the magnitude. That much is a fact, but it's seemingly beyond you.

It's bemusing why it's difficult for you to understand that:
  1. Katakuri, 48 years old.
  2. Cracker, 45/46 years old.
  3. Perospero, 50 years old.
These people have easily been Pirates for over 2 decades. It's only common sense that they've been involved in multiple incidents, lol. Nothing to do with strength buddy, incident.

It doesn't matter if you're known or unknown, if a character is involved in an incident of magnitude, it gives them a bounty.

Blackbeard was unknown, yet he easily has a bounty over a billion for his deeds. How he's not established when he's well known and a Supernova.

Tbh I don't think this should be such a big deal. Bounties represent threat level. Naturally to be a threat you have to be quite powerful yourself, but it's restricting to say this is the only relevant thing. Influence matters as well. Luffy's 1.5b is based on not just strength but influence too, and execution of his plan. If you plan to say the bounty represents Luffy's strength, what do you think would have happened if Luffy had been captured? Recall that Luffy had beaten both katakuri and cracker however, these were two separate fights. In addition, after katakuri's fight, Luffy was completely helpless. Even if we factor in his crew assisting and Jinbei, without the Germa they would have lost and been captured. Morgan would have reported the story, but it's likely Luffy might not have even gotten a bounty increase even if his victory over Katakuri and cracker had been made public. We can infere that pulling this off AND his escape are vastly important. His escape had nothing to do with his own strength, but factored in influence based on those who assisted him. The bounty reflects both facts that in addition to besting top commanders, he has sufficient crew and allies to make a get away even in yonko's territory.

Also, Cracker was under 1B, Katakuri was just about 1B. So there's a full 500m increase. We already saw from Luffy's last increase from 400-500 that as you get higher bounties don't just jump. Kata's 1,057,000,000 is proof of this. Why isn't this number rounded to say 1.1 or 1.15B? Why is there a 57million in there? Luffy's bounty probably wouldn't have passed the 1.2B mark if he had encountered Kata and Cracker and fought them under different circumstances that didn't deal with allies and escaping from a yonko's territory after pissing her off and wrecking her home

Regardless of stance, I don't think this fact can be disputed. All of Luffy's achievements factor in escape after the chaos amongst other things. That's part of success. The fact that he gets aways with these are factored in his bounty. His bounty mostly reflects his strength but not entirely. And this will become more evident when there are bigger limits to what he can pull off alone even when he defeats his main opponent
Bounty doesn't really indicate strength. Once a character has a bounty that's even as high as 100 million. You can only make a general reasonable presumption that they're strong without being able to say how strong or to what degree; in fact, it's really a reasonable guess more than anything. It's really no different to recognising someone someone who goes to one of the best universities in the country and claiming they must be smart; it's a reasonable presumption, but they really not may not be smart and even if they were, one couldn't say how smart they were which is the case with bounties.

No one saw exactly how Luffy defeated Cracker: He had help of Nami and Homies. He was on the backfoot the entire time. He was running for hours before he could defeat Cracker by taking him off-guard. Was that a fair fight? Not really.
  1. Are the people who designate bounties factoring the strength of attacks? his fighting ability? How much he tanks? No, they weren't even there to begin with, therefore, all they have is the result.
It means if Luffy had defeated Cracker and Katakuri with poison or underhanded tactics, they'd still have given him the same bounty and credited him all the same. Therefore if method of reaching a result isn't factored into bounty, it means that only the result is factored, and result doesn't give us any other detail other than the result.

In boxing, 2 people fight, we get the results and see x-person won. Does that make the winner the better fighter? No. They may have been dominated for 11 rounds losing in all departments and landed a lucky punch on the 12th to defeat the better boxer.

Result doesn't give any details other than the results.

Bounty doesn't take any details regarding fights, just result. So how we can claim that Bounty is a tool that quantifies strength when it doesn't even factor anything about how the fight transpired other than the result?

If Bege had defeated Katakuri, Cracker and been held responsible for destroying the WCI Chateaux and deemed the leader, he'd also have gained a similar bounty as Luffy regardless of what method he used.

Urouge with just a 100m bounty displayed as much strength as Luffy did pre-skip against Pacifista all alone. By your rationale, Luffy should have been 3x stronger than Urouge and we see he wasn't.

Bounty is simply result of the incident and the magnitude, not strength. When Zoro had a bounty of 60m, he was strong enough to lift buildings and throw them around. Nami has a bounty of 66m and can't even lift half that much. Nami should be stronger than Zoro was at Alabasta if bounty is really a measure of strength.

Like I said, your understanding of bounty is warped.

He has been a shichibukai and had no bounty. He demonstrated strength by defeating Ace and got that position, no bounty needed.

Nami's strength is not lifting buildings, thats Zoros strength. In Alabasta, Nami demonstrated strength by beating an agent of Baroque Works.

Again, is there a bigger incident than smashing a face of the Celestial Dragon and beating up few more? Yet no bounty increase.

  2. Now, Luffy can defeat one with just a mere punch.
Luffy currently had to defeat Caesar (300m bounty) with Elephant guns imbued with Haki while when Luffy was 300m, the best attack he could dish out wouldn't have hurt Caesar at all.
  1. Kid couldn't defeat a Pacifista when he had 315m bounty.
  2. Zoro with 120m can defeat a Pacifista after the time-skip.
  3. Zoro with 120m was able to defeat Pica who is many times stronger than a Pacifista and got a bounty of 320m.
If you've not seen the pattern or lack therefore, we have people with 300m bounties unable to defeat Pacifista and characters with 300m able to defeat; huge discrepancy in strength despite being similar bounties. It isn't an accurate measure of strength nor is it a measure of strength, lol.

Hell, Luffy only had a bounty of 500m when Law is nowhere as strong as Luffy's Gear 4th. Law fought Joker twice and lost all to the point he was at death's door. Luffy on the other hand was strong enough to defeat Joker.

He literally has the skill to kill anyone (Doffy aside for plot purpose), thats his strength. Usopps strength is his marksmanship, Nami's strength is not lifting buildings...

I did tell you to re-read OP, didnt i? You forgot too many things and assume some raw power comparison. Nami's bounty is 16mil for defeating Khalifa, an agent of CP9. Proof of strength. Her bounty going to 66mil is a default increase for being part of SHs for doing nothing during Dressrosa.

Well that's a rather simplistic look at things. You make a fair point, but it also ignores some other things.

Take your boxing example now, when you put it that way, it's rather clear that boxer 2 is the better fight but boxer 1 got lucky. However, what happens if boxer 2 is a well known boxer who is seasoned enough to not make some certain mistakes? or fall for some certain things? Then Boxer's 1 punch which might be lucky carries more weight. He is less likely to be said to have gotten lucky but instead would be said to have doggedly struggled until he overcame. Of course not all fights are like this, but when the WG looks at results, they factor in the fact that the defeated was/is seasoned enough (to a certain level based on their perception) to not get taken out easily and thus lucky factor becomes near negligible (in their perception). In that case, even IF they saw the fight, and saw elements of luck or underhand tactics, they would still assume that fighter 1 delivered at the most crucial moment and managed to last long enough to take this opportunity.
I think you took my analogy far more literally than supposed. The point I was making was details aside, the only thing the WG would truly ever know is the result and not so much the details of a fight.

The thing is there is no clarity. It's only result. The point is as long as you only have the result, you can't determine anything.

No different with a football match, 2 teams play, 1 team wins.

  2. Can't tell who played worse.
Results tell no stories other than the result.

You're also assuming it's a fair fight too.

With that said, the result really tells nothing other than the result.

The result of a win doesn't more than often imply stronger, it only implies the result. Caesar wasn't stronger than Luffy and co., all he had was an ability they didn't understand and caught them off-guard. Once Luffy had figured it out, he didn't exactly need the help of the others to take him down.

Another example, Perona defeated Sanji+Luffy+Zoro in one fell swoop. Does that mean she's stronger because she won? No.

In fact, you just said the result implies stronger. Just before I continue, Doriki is actually the only accurate measure of strength because that actually requires an input of strength to get an output value to determine one's Doriki value.
  1. Jabra - 2180 Doriki.
  2. Kaku - 2200 Doriki.
Zoro defeated Kaku and earned a bounty of 120m after Enies Lobby while Sanji defeated Jabra who only had 20 points less Doriki than Kaku. Why then did Sanji only have 77m as a bounty after Enies Lobby? if the Bounty system worked with this mindset, it's impossible for Sanji's Bounty to be significantly lower. The fact both opponents literally have similar Doriki should mean Sanji and Zoro should have had similar bounties.

The part about result is an important point you made. Assuming Luffy managed to reproduce WCI not by fighting but say sneaking in, poisoning them and sneaking out with help of allies, it's likely he would have still received a similar bounty, however, bounty measure is not static, but the context here is a brawl battle, so strength is a big factor considered when understanding the result.
That's another assumption. How do they know it's a brawl? They really don't.

The precedent behind a bounty is not strength, it's the incident and the magnitude.

There are so many bounties around that don't make sense if one claims them to be based on strength.

I'm not even sure what you mean by a Pirate not being established when they are regarded as the Worst Generation. Any Pirate who gets a bounty of 100m and over is considered to be a pretty seasoned. Sounds like another excuse.



Sabo was said to have drawn against Fujitora. Yet, Sabo only has a 602m bounty after Dressrosa. So much for Bounty equating into strength.

What i mean with not established is the entire new generation of pirates who are in the process of traveling the Grand Line and testing their strength against the world, their bounty is a subject to constant change. Before time skip Strawhats have been traveling the seas for how long? Few months at best. How can they be established in such short time lol... Even after time skip they havent tested their strength against the world, except Luffy. Sabo is included here, he is growing stronger each day. We saw his power up by acquiring Ace's devil fruit.

You say strength is a large chunk, how do you know? What's your evidence? and Where is the consistency? When you state a hypothesis, it has to be consistent. When it isn't consistent, it's proof your hypothesis is wrong. You're having to make exceptions in cases where this strength hypothesis doesn't work, that proves it's flawed.

It is not hard to understand at all. We know his bounty is not only about strength, too many factors are included in Luffy's bounty. Strength, Allied forces and Morgans presenting him in better light than it is, just to name a few.


Long story short. One Piece is a story of the great pirate era. We all know what pirates do - they fight. Strength in such environment is a crucial thing. What we ask ourselves often is how strong is this pirate and how strong is that pirate. We dont ask ourselves what incidents was he involved in or what terrible deeds he committed or what knowledge he posses to be a threat for the WG. Oda is using this system to let us know how strong they are. Just because the system doesnt apply to every single character we cant say its not what system is there for. It applies to majority even tho it has flaws.
Just because Robin got her bounty for her knowledge doesnt mean entire system is adjusted to her, she is the only one in the world with such knowledge, an exception. Even her bounty will increase when she defeats strong opponents.
Just because we follow a group of few pirates, who are the main characters btw, and we see all their events and involvements doesnt mean all other characters have done the same.
When you see Katakuri at his introduction with his 1bil+ bounty your first thought is - Wow this guy must be strong. Did he disappoint? Not at all, he was exceptionally strong. By seeing Katakuri's bounty no one thought - Wow this guy probably can read poneglyphs or This guy must have punched Celestial Dragon in the face or this guy must have opposed the WG.
Just because Luffy punched Tenryubito in the face, wrecked Enies Lobby, defeated 3 Schichibukais, broke in and out of Impel down, participated in War of the best...doesnt mean Katakuri did the same. For a fact, we know that Katakuri did none of those things.
For all we know, Katakuri was born in New World, never had to work his way into Grand Line and New World like Luffy had. We know he is undefeated, we know that all pirates opposing BM pirates dont get far and its enough to send Snack deal with them and eventually Cracker. Katakuri probably never needed to lift a finger and still has 1bil bounty.
Every character, no matter how flawed the bounty system is, didnt disapoint strength wise when it comes to amount they have in the bounty. They are always strong enough for the amount they have in bounty, usually even stronger since they are unestablished characters or Shichibukais whose bounties are frozen.
One Piece is targeting younger audience, bounty is not a complicated thing, it is very simple so younger audience can understand it.

Nami and co. were seen by the Marines and Fujitora in Dressrosa before they fled to Zou. Therefore, the crew got a generic increase of 50m as they didn't know exactly what role they played, but they were nonetheless involved.

And of course, they wouldn't publicise a Tenryubitto getting hit, otherwise it might incite a revolt. Common sense buddy.

Bounties only go up with incidents.

Anyone with a Bounty that's pretty high has almost 9/10 times been involved in multiple incidents.

It's the incident that drives bounty.

Luffy is a great example, he didn't just shoot up to 500m:
  1. First involved in East Blue to get a bounty of 30m.
  2. Then Alabasta to get 100m.
  3. Then Enies Lobby to get 300m.
  4. Then Impel Down to Marineford for 400m.
  5. Dressrosa for 500m.
5 incidents to get to 500m. Anyone who has a bounty has almost likely committed multiple incidents. Only thing we won't know is the magnitude unless told. Even Law:
  1. At Sabaody, 200m bounty.
  2. Before the 2 years time-skip was over, he got involved in the Rocky Port incident and got a bounty of 440m.
  3. Dressrosa, 500m.
Point proven, we have at least 2 incidents that we know of. Bounty goes up with incident. There's no sense to the idea it's strength based when there's no way to determine strength without watching the fights which the WG don't get to see for the most part.

It is a fact, like it or not. Like i said, just because main characters are involved in all of it you cant assume that all others were involved in it as well. Individually, no one was able to defeat, but they were able to hurt it. Urouge was able to hurt it just as significantly as Luffy and Zoro did.

Urouge was the only one able to singularly overpower the Pacifista while Luffy and co. all had to combine just to take one down.

They just covered up their activity there by giving Smoker the promotion and making out like the SHs were just there to take advantage of the chaos in Alabasta rather than credit him for it to save face. Which if you knew, you'd understand why Fujitora publicly announced that Pirates saved Dressrosa.

Ace was responsible for nothing in Alabasta, therefore, no Bounty increase. He did nothing notable in Alabsta. Not like he went to disturb the Shichibukai system.
