Retcon is to add information to the past to make it coincide with those present.A Retcon would be if Sanji's birth location was changed to South Blue, or if he had never any motivation to become a cook and find All Blue before Zeff.

There is no need to explain everything, especially when the characters are already formed. A minimum of mystery is an integral part of a character's charm. When you want to review the past of a character too far, you risk making retcon and ruining the already known origins (see how interesting Luffy was in the first chapter and how hateful he was and out of the character in his flashback after the war).
