A name like the ouka empire should have a 'the' in front of it. Basically since it is referring to the empire, which is a noun rather than a pronoun, it needs to have a 'the'. If it were just the name then it would be called Ouka. It's like The Roman Empire, and just calling it Rome. I also changed ruling power to dominance since if they only control 1/3 of the world then they don't rule over it all, but they do have an effect on it, dominance works well in that sense.
