It was originally planned that they each have an equal 300 representatives each, but under the consideration that the commoners make up a massive 95% of the population, double the number of representatives was allowed.

Page 90-91:
Title: n°46 Red Resistance
Louis: this session of the Estates-General----!!!
Box: May 5th 1789, the Palace of Versailles. The question raised was whether or not to impose taxes on the 1st estate, the clergy, and the 2nd estate, the nobility.
An Estates-General, a historic meeting not held in 160 years, gathering together members of all classes of French society, was now underway!!!

Guys: For what reason has the number of third estate representatives been increased?!!!

Box: the third estate rebelled against the method of voting which was certain to leave the 1st and 2nd estates victorious.
Asterisk: As in one vote would go to the clergy, one vote to the nobility, and one to the aristocrats. A traditional customary way of voting in an Estates-General.
Guy: What are you implying, commoners?!
We will be conforming with the historical tradition of 1 vote per estate!!!
