Page 19, Fuusei Kakurei / 風声鶴麗
There is a phrase read the same way but written 風声鶴唳, which referred originally to a defeated foe being so afraid that at just the sound of the wind or a bird's call, he flees in terror. More generally, it means someone being so scared that he jumps at the slightest noise. In Tsurara's attack, the 4th kanji means beautiful (rather than bird call in the other version).
