Holding the power to control the budget of all the ministries, controlling all the yen, is the Ministry of Ministries which is erected on treacherous ground. Who knows what went wrong, but a graduate of a 3rd grade university was employed as a newbie. His name is Hirayama Shigeo (known as MOF). With a performance like that of a surprised puppy, the various individualistic senpais also get to enjoy the snack they like today!
