(tn’s side note: litle bit of market explenation: it’s a big companies that announce that they are planning to build some big project eg. Some huge factory, or enormous complex of something (like field of wind-powerplants) and actuall cities or whole provinces provide that company with ofters regarding eg. amount of taxes being paid, land for construction etc.… And they compeate with each other who gives best conditons, and it’s actally company that chooses, and the povince / city / regional government that is grateful for being choosen on it’s terms – and it’s often a big chance for poorer regions to prosper)
