It seems to me part of the the changes would be "let slide", but do you know of other implications?

You have mentioned parallel time plane, I will appreciate if you can provide the basis for this reasoning.

Travelling back to the past via mail to change past events, is something people at year 2036 have not discussed upon.
Thus, I have to way of explaining what phenomenon you have just experienced.

The Time Machine was completed in 2034, sparkling fierce debate this two years regarding the relations of this world.

Knowledge of makings of this world that has already been discovered by 2036 "Attractor Field".

There is not much meaning in changing the parallel plane by making small adjustments to it, as small variances will be nullified by convergence.

And people who can observe the convergence rarely exists.

I have never met someone who has the ability, and may have my judgement impaired... but I think there may be a possibility that Kyouma being one of the rare people who possess the ability to observe a convergence.
