Just so there aren't any mistakes since this manga has so much text, I'll clarify my organization method.
New lines mean new bubbles. If something's written oddly I'll mention it in [] brackets to clarify, any sorta note or comment that's not meant to be in the actual scanlation will be like that. I'll write who's speaking if it's clear who is. And just make sure you include any notes I put in. I'm not doing the SFX for something like this where they have no bearing on the story.
Also, sometimes I'll write out the Japanese if I need to look something up. I leave it there because it can't really hurt anything. Typesetters can just ignore that.

Saikou: The focus of this story, the wants of humanity, overlaps with "Kono Yo Wa KTM"[KTM guy].
Miura: I know that, but "KTM" is more interesting, don't you think?
Hattori: I think so too, but there are places where it has you beat, as well.

Hattori: "KTM"[KTM guy] is too fixated on the setup.
The selling of minds and appearance and the interrelated overarching human ranks.
そのわりに主人公は順位を上げる事に終始しているから魅力がない
And considering all that, the main character is entirely focused on raising his rank, so it has no charm.
こだわりたよって
That's because the story progresses depending on the fixation with the setup.
Miura: ?............. Wasn't the one who said to let them add "appearance" to "Kane to Chie"[Kane to Chie guy], making it more complicated, you, senpai......?

So that's why you said to draw a mainstream adventure story, Miura-san. Right?

Saikou: So you're saying that both mainstream and cult can fail by being too absorbed in their setup, particularly shounen manga?
Miura: ! So in order to get them to understand that... He made them do so in practice?

Miura: Th...That's the part I understood least of all. Ashirogi-kun isn't doing gag manga, right?
Hattori: Listen, "Kono Yo Wa KTM",[KTM guy] "True human",[eye thing] and "+NATURAL"[Egg thing] all don't have any laughs.
Saikou: I thought that naturally, a serious story wouldn't need laughs.
Hattori: With Miura, I was hoping the you would realize it between the three of you, but it seems you didn't catch the meaning of "Put laughs in mainstream stories, too". It might've been easy to grasp if I'd said "Put laughs in cult stories".
Takagi-kun can make some level of story in any genre.......
He has the ability to create ideas like the ones shown in "Tanto"[Tanto guy] "Mirai Dokei" [Watch thing] and "TRAP", but what he's most suited for is without a doubt, serious... cult...

So then we have to wonder how you can surpass "True human", [eye thing] "+NATURAL", [Egg thing] and "CROW" [Crow guy]...
My conclusion is "laughs".
And not "stupid" laughs.........

Hattori: Serious laughs. [This is the dramatic climax of this chapter.]
笑いを取りにいかず笑わすシリアスでしか出ない笑いだ.
As in jokes that aren't setup looking for laughs. Only put in laughs in serious situations.
Miura: S-Senpai... I don't understand.
Saikou: Only put in serious laughs......?
Shuujin: I see.........
Laughs that you don't go out of your way setup, but still appear.
Saikou: If you can do that while being serious, it'd be awesome.
Shuujin: It ain't something like "awesome"

Miura: W-Wati, I don't under..........
Saikou: Um..........
I think speaking in terms of the current "Jump", I think "Rakko 11 Gou" is closest to that.

Saikou: In that, the main character is an otter-human, so you can see a touch of gags, but with the human sentiments, the more seriously it moves, the more interesting it gets, don't you think?
Um, I think it was an issue around last summer.
Take this for example.
Look how this guy who was his friend, human-face otter, was captured by a TV crew and put on display on "Sumire TV"...
TV Guys: And here we have something very rare the world over, a human-faced otter! [The beginning of the sentence, I'm sort of guessing. So make part of the text cut-off.]
Otter #11: !
Other guy: Hahahah, what the hell is this!? That's so gro~~ss!!
[The thing going up the side of the page isn't important. It's like an add thing to make it look like a real Jump page.]

Sign: Sumire TV
Side of Truck: Uomasa
Saikou: So then it shows a scene where he charges in with a truck to save him.
Miura: Yeah, this was funny!

It's certainly a scene where the otter is seriously angry... It's a fundamentally cool... scene... With "The otter did it!" ......
Hattori: Do you think Hiramaru-kun[Hiramaru face] is going for laughs?
Miura: .......... It's subtle, isn't it...?
Saikou: Hiramaru-san writes seriously, and as a result he totally makes us laugh.
Shuujin: Yeah. So at the very least, if kids don't laugh, they'll be emotionally moved.

Hattori: I said it when you two came to me for the first time. Authors who produce hits can be broken into two general patterns.
Boxes: (1) The genius-type who draws what they like and produce a hit.
(2) The calculating-type who thinks about what they have to do in order to gain popularity to produce hits.
Hattori: Hiramaru-kun[Hiramaru] and Niizuma-kun[Eiji] are the former. They don't calculate and just go with what they like to draw.
And Takagi-kun, you are undoubtedly a calculating-type.
Shuujin: !
So...... So get this by calculation?...... From a serious scenario, naturally exuding laughs......
Hattori: Right. Doing that by calculation is something only you can do, Takagi-kun. Even Niizuma-kun[Eiji], Hiramaru-kun[Hiramaru], much less Akina-kun[Iwase] or Shizuka-kun[Shizuka] definitely cannot do that.
And the biggest point is..........
Mashiro-kun's serious drawings!
So right now, what you need to try to do now is to make nice looking serious drawings!

Saikou: I... I think I'm trembling with excitement.
Shuujin: I feel like that, too.
This is what we have to do.
Saikou: Yeah.
Miura: ......Those two are this motivated...
Senpai thought of what style really suits Ashirogi Muto, and he made this much of a plan...... Amazing......
Saikou: .......
Hattori-san, in order to get us to this point, you got Akina Aiko, who has a rival spirit with Takagi, to do an original story...
and made Niizuma-san do the drawings for it,
and that speech at the marriage ceremony...

Hattori: You're over thinking it....... Though I certainly did think of using "Tanto"[Tanot guy] as material for motivation...
But the the idea for doing "serious laughs" is new. Thanks to Miura.
Miura: Eh?

Hattori: When reading "Tanto",[Tanto guy] even though you were able to create so many gags, something was missing... Then I started getting this like of feeling...
"If Takagi-kun has to rack his brains to make laughs, shouldn't there be a more effective way of doing it?"
Takagi: ..........
Hattori: Understand? Up until now, you guys haven't done a single thing that was meaningless.
Saikou: Yes.
Shuujin: ..........
Saikou: What's wrong, Shuujin?
Shuujin: Eh? Ah, sorry, I was thinking about setups.
The one that has that pattern the most in its setup... Between the two, it's actually closer in "TRAP"[TRAP guy] than it is with "KTM",[KTM guy] what with having traps to catch the criminals and such...
Miura: I get it. If by being "shocked" or something, you laugh, that's not a bad road to go down.
Hattori: Well, that's close, but that was made in order to make you laugh, so it's a bit different...

Miura: So, like freak plays in baseball! They're frantic plays, so you can laugh at them.
Somebody: No, not really "freak", like the level of getting laughs from good plays.
Miura: I see... At the very least, they're good, serious laughs... They have a kinda high-class feeling to them.
And that you create them by calculating, again....... You're the best, senpai.
So, I really had to bring though two there. Sorry I needed so many hints.
Hattori: No, I fully expected to go though it this way. Though it's not necessarily the absolute best way.
Saikou: I think it's the best.
Shuujin: Even if it is the best, how much can we do before the next serialization meeting.........?
Miura: I'm sure we can do it if we all combine our strengths!
Saikou: Right.
Shuujin: ............
Hattori: Then, this is as far as I'll go with my advise.
Miura: Eh?

I mean, like he said, in the end us three are moving just according to what Hattori-san thought...

Shuujin: That's not it, I mean like... I've got a feeling that for what we'll be doing this time there's even a hint in what Hattori-san did to us.
Somebody: What do you mean?

Shuujin: I still don't understand it clearly myself, something "frame-up" like...

Ah, I see! "shocking"-like.
Then like I thought, the main character should be sharp, like senpai.
Shuujin: Again...... that's too easy and simplistic. This manga needs to get serious laughs and have a simple setup. I'll need some time to decide that.

Box: On October 16th, in the late-night 1:15 timeslot, the "Rakko 11 Gou" anime started its broadcast.
TV Sound Thing: Otter!!

Shuujin: Eiji... Hiramaru-san... They're really both genius-types.
Both of their first series got animes...... I'm the calculating type......?
I'll definitely catch up with them, though.
Hiramaru: Yoshida-shi! M-My otter is moving.
Yoshida: You've already watched the sample a million times. Hurry and get to the manuscript.
Hiramaru: Don't you want to watch it in real time? No matter how many commercials and stuff he's in, seeing him for 30 minutes is nice, isn't it?
Anyway, I've got an anime going so it wouldn't hurt anything if I a took a break once or twice, right?
Yoshida: ! .............
You really are an idiot, Hiramaru-kun. If you're gonna rest, you do it before the anime starts... Then it wouldn't hurt anything up until the the anime has started. [Note italics]
Hiramaru: EH!?
Yoshida: Think about it for a second. From how hard you work from here will determine if a second anime gets made or not.
In order for a second one to be made there needs to be a big stock of manuscripts. So forget about taking a break, you should be thinking about how you can draw more.
平気で休むような作家では制作側が信用せず2期はない
From a production standpoint, a laid-back author who takes breaks won't instill any confidence in them, and won't get a second shot.

Hiramaru: ......... I....If I'm gonna rest, I should do it before the anime?......... Th.... That's so cruel, don't you think?
Yoshida: You're the one who said you wouldn't rest until the anime began, right? You've been serialized for two years now, and I even thought I'd give you a break maybe one time.

Yoshida: Ya!?

Though my course of action is clear, because it's clear, I want to go with a setup that has clarity. [I hate you all. Why do you need to talk like this?]
Box: Shuujin had constantly been worried over the setup, despite many having meetings.
Shuujin: Serious laughs... They're a lot higher a hurdle than stupid laughs.........
That much of a setup is hard. What's more, it's better off simple. I thought I'd hit on some one good idea, but...
Saikou: J-Just in case you don't hit on one, wouldn't it be a good idea to make "KTM"[KTM guy] for now?
"True human"'s [Eye thing] results haven't exactly been great.
Shuujin: Either way, I think it's going to be a cult kind of setup with serious laughs, but I'm sure it won't be "KTM". [KTM guy] The next time is out last chance. We absolutely can't fail, so please let me think up until it gets really close.
Saikou: I see... You're right.

Aida: No, the editor in chief is serious. It's because of Ashirogi Muto's selfishness. If he spoils them anymore it would be setting a bad examples to other authors.
Miura: .........
Fukuda: Ashirogi-kun really went with those conditions.........?
Yuujirou: I didn't think I'd tell you, but I'm gradually getting more worried, too.
But they haven't gone to the editor in chief with any complains.
Yasuoka: And that their last one didn't even get passed around in the meaning it means it's dangerous, don't you think? They've only got the next meeting!

Sensei, you should issue an appeal for Ashirogi..........
Fukuda: I'd do it with all I've got, of course......... But at this point, it's best not to interfere, saying anything unnecessary.
